    Perceptions of success in performance-based procurement: Differences between clients and contractors

    Purpose – The purpose of this study is to analyse, from the perspective of agency theory, differences between client and contractor in their perceptions of changes in uncertainty and in inclination to opportunistic behaviour while using a performance-based procurement procedure. In agency theory, dealing appropriately with the uncertainty and opportunism that results from information asymmetry is an essential precondition for successful procurement. Design/methodology/approach – The procurement procedure analysed is the Performance Information Procurement System (PiPS). PiPS is a performance-based procurement method that uses historic performance information to select the expected best performing contractor. In a theoretical model, a PiPS is interpreted as a set of contractual and organisational safeguards. Through a survey, based on this model, the perceived effects of the PiPS safeguards for both clients and contractors are investigated. Findings – Both clients and contractors believe that applying PiPS introduces safeguards that reduce transaction uncertainty. The perceived changes in the discouragement to use opportunistic behaviour when using PiPS differ between client and contractor. Clients do not know and contractors are sceptical as to whether applying PiPS discourages opportunistic behaviour. This difference in perceptions can be explained by the often-traditional background of the two parties’ project teams and the existence of information asymmetry. Originality/value – This is one of the first studies to show that changes in the transaction environment in a performance-based procurement process are perceived differently by the client and the contractor.     Arkansas Cotton Variety Test 2002

    The primary aim of the Arkansas Cotton Variety Test is to provide unbiased data regarding the agronomic performance of cotton varieties and advanced breeding lines in the major cotton-growing areas of Arkansas. This information helps seed dealers establish marketing strategies and assists producers in choosing varieties to plant. In this way, the annual test facilitates the inclusion of new, improved genetic material into Arkansas cotton production. Variety adaptation is determined by evaluation of the varieties and lines at four University of Arkansas research stations located near Keiser, Clarkedale, Marianna, and Rohwer. Tests are duplicated in irrigated and non-irrigated culture at the Keiser and Marianna locations. In 2002, 37 entries were evaluated in the main test and 25 were evaluated in the first-year test. This report also includes the Mississippi County Cotton Variety Test (a large-plot, on-farm evaluation of 12 Round-up Ready varieties) and 12 other on-farm cotton variety tests conducted by the University of Arkansas Cooperative Extension Service

    Injectivity of sections of convex harmonic mappings and convolution theorems

    In the article the authors consider the class H0{\mathcal H}_0 of sense-preserving harmonic functions f=h+g‾f=h+\overline{g} defined in the unit disk ∣z∣<1|z|<1 and normalized so that h(0)=0=h′(0)−1h(0)=0=h'(0)-1 and g(0)=0=g′(0)g(0)=0=g'(0), where hh and gg are analytic in the unit disk. In the first part of the article we present two classes PH0(α)\mathcal{P}_H^0(\alpha) and GH0(β)\mathcal{G}_H^0(\beta) of functions from H0{\mathcal H}_0 and show that if f∈PH0(α)f\in \mathcal{P}_H^0(\alpha) and F∈GH0(β)F\in\mathcal{G}_H^0(\beta), then the harmonic convolution is a univalent and close-to-convex harmonic function in the unit disk provided certain conditions for parameters α\alpha and β\beta are satisfied. In the second part we study the harmonic sections (partial sums) sn,n(f)(z)=sn(h)(z)+sn(g)(z)‾, s_{n, n}(f)(z)=s_n(h)(z)+\overline{s_n(g)(z)}, where f=h+g‾∈H0f=h+\overline{g}\in {\mathcal H}_0, sn(h)s_n(h) and sn(g)s_n(g) denote the nn-th partial sums of hh and gg, respectively. We prove, among others, that if f=h+g‾∈H0f=h+\overline{g}\in{\mathcal H}_0 is a univalent harmonic convex mapping, then sn,n(f)s_{n, n}(f) is univalent and close-to-convex in the disk ∣z∣<1/4|z|< 1/4 for n≥2n\geq 2, and sn,n(f)s_{n, n}(f) is also convex in the disk ∣z∣<1/4|z|< 1/4 for n≥2n\geq2 and n≠3n\neq 3.     Fingered growth in channel geometry: A Loewner equation approach

    A simple model of Laplacian growth is considered, in which the growth takes place only at the tips of long, thin fingers. In a recent paper, Carleson and Makarov used the deterministic Loewner equation to describe the evolution of such a system. We extend their approach to a channel geometry and show that the presence of the side walls has a significant influence on the evolution of the fingers and the dynamics of the screening process, in which longer fingers suppress the growth of the shorter ones

    Effect of Age at Menarche on Anterior Cruciate Ligament Injury Incidence and Anterior Knee Laxity in Collegiate Athletes

    Female athletes suffer painful, costly, and career-limiting non-contact anterior cruciate ligament (ACL) injuries more often than males. Previous research suggests that pubertal neuromusculoskeletal development contributes to this sex-bias, but the manner in which variation in pubertal development affects injury risk within females is poorly understood. Age at menarche is a variable, significant pubertal developmental event, signaling the onset of estrogen cycling and affecting musculoskeletal development. Earlier menarche may increase injury risk, possibly by increasing anterior knee laxity through prolonged estrogen exposure. The purpose of this case-control study was to test the primary hypothesis that collegiate athletes with previous ACL injuries have earlier age at menarche than their uninjured peers, and to test the secondary hypothesis that earlier menarche is related to greater anterior knee laxity in injured and uninjured athletes. The study sample consisted of female NCAA Division-I varsity athletes (N=14 injured, N=120 uninjured). Outcome measures included: menstrual history and ACL injury details (injury age, activity at time of injury, contact vs. non-contact), assessed by questionnaire; and anterior knee laxity assessed by KT-1000 arthrometer. Correlation, t-tests, and regression analysis were used to test for associations between age at menarche, injury incidence, and knee laxity. Fourteen athletes reported ≥1 non-contact ACL injury, and had significantly earlier menarche than uninjured athletes (12.6±1.3 y vs. 13.4±1.4 y; P=0.05). Earlier menarche also significantly predicted injury status (Wald c2=7.43; Pb=-1.02±0.37; OR=0.36; 95% CI:0.17-0.75), but was not correlated with anterior knee laxity. Within injured athletes, however, laxity in the unaffected knee was significantly related to time since menarche (r2=0.79, Pr2=0.72,

    Glory Oscillations in the Index of Refraction for Matter-Waves

    We have measured the index of refraction for sodium de Broglie waves in gases of Ar, Kr, Xe, and nitrogen over a wide range of sodium velocities. We observe glory oscillations -- a velocity-dependent oscillation in the forward scattering amplitude. An atom interferometer was used to observe glory oscillations in the phase shift caused by the collision, which are larger than glory oscillations observed in the cross section. The glory oscillations depend sensitively on the shape of the interatomic potential, allowing us to discriminate among various predictions for these potentials, none of which completely agrees with our measurements

    Boundedness, compactness and Schatten-class membership of weighted composition operators

    The boundedness and compactness of weighted composition operators on the Hardy space H2{\mathcal H}^2 of the unit disc is analysed. Particular reference is made to the case when the self-map of the disc is an inner function. Schatten-class membership is also considered; as a result, stronger forms of the two main results of a recent paper of Gunatillake are derived. Finally, weighted composition operators on weighted Bergman spaces A2α(D)\mathcal{A}^2 \alpha(\mathbb{D}) are considered, and the results of Harper and Smith, linking their properties to those of Carleson embeddings, are extended to this situation.Comment: 12 page

    Monthly trends of methane emissions in Los Angeles from 2011 to 2015 inferred by CLARS-FTS observations

    This paper presents an analysis of methane emissions from the Los Angeles Basin at monthly timescales across a 4-year time period – from September 2011 to August 2015. Using observations acquired by a ground-based near-infrared remote sensing instrument on Mount Wilson, California, combined with atmospheric CH_4–CO_2 tracer–tracer correlations, we observed −18 to +22 % monthly variability in CH_4 : CO_2 from the annual mean in the Los Angeles Basin. Top-down estimates of methane emissions for the basin also exhibit significant monthly variability (−19 to +31 % from annual mean and a maximum month-to-month change of 47 %). During this period, methane emissions consistently peaked in the late summer/early fall and winter. The estimated annual methane emissions did not show a statistically significant trend over the 2011 to 2015 time period
