The article analyzes the main areas of the cultural cooperation between the Russian Federation and the People’s Republic of China over the past decade. The author describes the legal framework of this cooperation, researches the forms and methods of the cooperation between the two countries in the spheres of culture, education as well as mass media.В статье проанализированы основные направления культурного сотрудничества Российской Федерации с Китайской Народной Республикой за последнее десятилетие. Автор охарактеризовал договорно-правовую базу этого сотрудничества, на большом фактическом материале исследовал формы и методы взаимодействия двух государств в сфере культуры и образования, а также в области средств массовой информации

MODERN PROBLEMS OF HEALTH CARE SYSTEM OF UKRAINE (ANALYTICAL LITERATYRE REVIEW)

Purpose: highlight the main problems of the health care system in Ukraine at the present stage.Materials and methods. In work analytical methods of research were applied.Results. It is established that the main problems of health care system of Ukraine at present stage are: inadequate of legal and regulatory base; insufficiency of resource and financial providing and inefficient use of available resources; insufficient quality and availability of medical care; low level of salaries of medical workers. It has caused necessity of carrying out of system transformations in health care.Conclusions. The further reforming of health care sector should be carried out in view of available problems, with their obligatory analysis and monitoring.KEY WORDS: state policy, health care, the problem, reforming

ПІДВИЩЕННЯ РІВНЯ ІНФОРМАЦІЙНОГО ЗАБЕЗПЕЧЕННЯ ОХОРОНИ ЗДОРОВ’Я ЯК СКЛАДОВОЇ ПОБУДОВИ ІНФОРМАЦІЙНОЇ СТРАТЕГІЇ КОМУНІКАЦІЙНОЇ ДІЯЛЬНОСТІ ГАЛУЗІ

Purpose – to illuminate general principles of increasing the level of information security as a part of building information communication strategy in health care.Materials and methods: analytical, bibliosemantical, the method of systematic approach.Results. Analysis of the information and communication technologies used in healthcare of Ukraine, found imperfect information and communication policy aimed at clarifying the goals, objectives and performance expectations of health, inadequate and insufficient awareness, health professionals and health managers at different levels.Conclusions. Reasonably approximate the general principles of increasing the level of information security as an integral part of building the information communication strategy in healthcare.Мета – висвітлити загальні принципи підвищення рівня інформаційного забезпечення як складової побудови інформаційної стратегії комунікаційної діяльності в охороні здоров’я.Матеріали і методи: аналітичний, бібліосемантичний, метод системного підходу.Результати. Аналіз інформаційно-комунікаційніх технологій, що застосовуються в охороні здоров’я України, виявив недосконалість інформаційно-комунікаційної політики, спрямованої на роз’яснення мети, завдань та очікуваних результатів діяльності галузі охорони здоров’я, неадекватну і недостатню поінформованість населення, медичних працівників та управлінців галузі охорони здоров’я різних рівнів.Висновки. Обґрунтовано орієнтовні загальні принципи підвищення рівня інформаційного забезпечення як невід’ємної складової побудови інформаційної стратегії комунікаційної діяльності в охороні здоров’я України

ДЕЯКІ ПИТАННЯ НАДЗВИЧАЙНИХ СИТУАЦІЙ ТЕХНОГЕННОГО ТА ПРИРОДНОГО ХАРАКТЕРУ В УКРАЇНІ (ОГЛЯД ЛІТЕРАТУРИ)

Purpose of the work is to take up some questions of emergency situations of technogenic and natural character on the basis of references studying.Materials and methods. Bibliosemantic and analytical methods are applied.Results. Significant anthropogenic and technogenic loading of the territory of Ukraine, increasing the risks of emergency situations of natural and technogenic character, lack of generally accepted views on the target, functional, organizational and other mechanisms of state administration in the field of medical protection in the conditions of the ES of natural and technogenic character, all this causes need of scientifically and theoretical substantiation and development of the Program for their overcoming and prevention.Conclusions. Ensuring sustainable social and economic development of Ukraine should be accompanied by formation safe environment for society and each person, based on the principles of international law, and was coordinated by the Program of health care response to emergency situations.Мета: висвітлити деякі питання надзвичайних ситуацій техногенного та природного характеру на основі вивчення літературних джерел.Матеріали і методи. Застосовано бібліосемантичний та аналітичний методи.Результати. Значне антропогенне і техногенне навантаження території України, зростання ризиків виникнення надзвичайних ситуацій техногенного та природного характеру, загострення стану гідротехнічних споруд, з одного боку, та відсутність загальноприйнятих поглядів щодо цільових, функціональних, організаційних та інших складових механізмів державного управління у галузі медичного захисту за умов надзвичайних ситуацій техногенного та природного характеру, а саме подолання медико-санітарних наслідків надзвичайних ситуацій, збереження життя і здоров’я людей – з іншого зумовлює необхідність науково-теоретичного обґрунтування й розробки Програми їх подолання та попередження.Висновки. Забезпечення сталого соціально-економічного розвитку України має супроводжуватися формуванням безпечного для суспільства і кожної людини стану життєвого довкілля, забезпеченням сучасної системи безпеки, яка би ґрунтувалася на принципах міжнародного права, та координувалась Програмою реагування галузі охорони здоров’я на надзвичайні ситуації

ПИТАННЯ ФУНКЦІОНУВАННЯ ТА ОРГАНІЗАЦІЇ СИСТЕМИ ЕКСТРЕНОЇ МЕДИЧНОЇ ДОПОМОГИ В УКРАЇНІ

Purpose: to study some issues of the functioning and organization of the emergency medical care system in Ukraine based on the study of literary sources. Materials and Methods. Library semantic and analytical methods were used. Results. In Ukraine, organizational and economic mechanisms for reforming the health care system are being actively studied. And also, in order to improve the provision of pre-hospital care and ensure the availability, timeliness and improvement of the quality of EMC to the population of Ukraine, a number of legal acts have been adopted, according to which EMC is considered medical assistance, which is the implementation of urgent organizational, diagnostic and therapeutic measures by EMF employees aimed at saving and preserving human life. Conclusions. The results of the analysis of literary sources, which investigate various aspects of the organization and activities of the health system in Ukraine, made it possible to identify the main problems in the provision of EMC.Мета: висвітлити деякі питання функціонування та організації системи екстреної медичної допомоги в Україні на основі вивчення літературних джерел. Матеріали і методи. Застосовано бібліосемантичний та аналітичний методи. Результати. В Україні активно опрацьовують організаційно-економічні механізми реформування системи охорони здоров’я. А також, маючи на меті удосконалити надання догоспітальної допомоги та забезпечити доступність, своєчасність й підвищення якості екстреної медичної допомоги населенню України прийнято низку нормативно-правових актів, відповідно до яких екстреною вважають медичну допомогу, яка полягає у здійсненні працівниками системи системи екстреної медичної допомоги невідкладних організаційних, діагностичних та лікувальних заходів, спрямованих на врятування і збереження життя людини. Висновки. Результати проведеного аналізу літературних джерел, в яких досліджуються різні аспекти організації та діяльності системи охорони здоров’я в Україні, дозволили визначити основні проблеми надання екстреної медичної допомоги

CAUSES OF CRISIS SITUATION IN UKRAINE SUGAR INDUSTRY ENTERPRISES AND THEIR SOLUTIONS

Current state and major trends of functioning of the sugar industry enterprises in Ukraine are characterized. The industry's place in the structure of social production in Ukraine is highlighted. The dynamics of the number of operating sugar factories and dynamics of production and consumption of sugar in Ukraine during recent years are displayed. The performance of the sugar factories is analyzed. Forecasted assessment of the of PEST- factors on the development of the sugar industry is shown. The basic entry barriers to the industry for new players are indicated. The description of major players in the sugar market is made. Level of concentration of sugar market in Ukraine is calculated and conclusions about its dynamics are made. Factors of crisis state of sugar industry enterprises in Ukraine are determined. Suggestions on implementation of priority measures aimed at improving the efficiency of industry's management in order to drive the enterprises out of the crisis are formulated
