Legal Regulation of Public-Private Partnership in Russia and Other Countries of the Eurasian Economic Union

This article examines comparatively legislation on the public-private partnership in the countries of Eurasian Economic Union and the relationship with Model Law “On Public-Private Partnership” adopted within the framework of the Commonwealth of Independent States. It is argued that the national acts of such countries could be improved and harmonized by developing their categorial apparatus and the extension of permissive regulation of public-private partnership. The legal qualification of an agreement on public-private partnership and other investment contracts with the participation of the State stipulated in other laws is also examined. Iнноваційні методи організації навчання іноземних мов у США (Іnnovative methods of the organization of teaching foreign languages in USA)

У статті аналізуються причини низького рівня знань іноземних мов у США, розглядаються актуальні проблеми підвищення якості їх викладання на основі впровадження інноваційних методик. Особлива увага приділяється комунікативному методу і питанням індивідуальної мотивації суб’єкта навчального процесу. Автор відзначає широке застосування у США інтернет-ресурсу, що дозволяє активно послуговуватися дистанційною системою навчання, – електронна пошта, чати, web-конференції. Порівняльний аналіз американського та українського сучасного освітнього досвіду дозволяє зробити висновок, що США демонструє значно вищий рівень упровадження інновацій, особливо через застосування принципу двомовності освіти, а набутий досвід є необхідним для його апробації в Україні. (This article analyzes the reasons for the low level of knowledge of foreign languages in the US, examines the actual problems of improving the quality of their teaching through the introduction of innovative techniques. Particular attention is paid to the communicative method and motivation in the learning process. In the US, the tasks of multicultural education are largely addressed through bilingual education, which helps children to realize their cultural and ethnic identity. It should be remembered that in scientifi c usage, bilingualism is a concept denoting the knowledge of equally two or more languages. The author notes the widespread use of technologies in the US, such as e-mail, chats, web conferences and a distance learning system based on them. A comparative analysis of the state of affairs in American and Ukrainian education allows the author to conclude that the US has made signifi cant progress in introducing innovations, especially in the application of bilingualism in education, and the experience gained by them can be useful for its application in our country. In general, the social and pedagogical results of bilingual education are positive. For example, it has been experimentally proved that this method improves the conditions for the successful teaching of students who have limited knowledge of English. Bilinguals turned out to be more inventive, active and dynamic.

In the title compound, C9H10N4O2, the pyridine ring is twisted by 16.5 (1)° from the mean plane defined by the remaining non-H atoms. An intra­molecular N—H⋯N inter­action is present. In the crystal, inter­molecular O—H⋯N and N—H⋯O hydrogen bonds link mol­ecules into layers parallel to the bc plane. The crystal packing exhibits π–π inter­actions indicated by the short distance of 3.649 (1) Å between the centroids of the pyridine rings of neighbouring mol­ecules

Введение на фоне полноценного рациона вивария вызвало на поверхности эпителиального пласта появление гигантских эпителиоцитов и отека в межклеточных пространствах. Хроническое лишение крыс алиментарных растительных полифенолов усиливало чувствительность слизистой оболочки полости рта к действию делагила и вызывало более значительные изменения в эпителиальном пласте и в соединительной ткани собственной пластинки слизистой оболочки щеки крыс. Ключевые слова: делагил, алиментарная недостаточность полифенолов, эпителиальный пласт, гигантские эпителиоциты, митотические процессы, соединительная ткань собственной пластинки, деструктивно-воспалительные изменения, белые крысы.   SummaryThe Aim of  study was to investigate the the influence of delagila on the morphological changes in the connective tissue of the lamina propria and the epithelium of the buccal mucosa of rats under conditions of normal receipts and deprivation of the animals plant foods.Materials and methods. In the experiment were taken 22 white rats, distributed in the following groups. 1st group (7 rats) - intact; 2nd group (7) was obtained delagil per os at a dose of 5 mg / kg body weight of rats 5 times a week, against full vivarium ration. Rats of group 3 (8) was prepared delagil with the content on their diet, devoid of plant food. Time of the experiment was 60 days.Results and conclusions. The introduction on the background of a full ration of vivarium caused on the surface of the epithelial layer appearance of a gigant epithelial cells and swelling in the intercellular spaces. Chronic nutritional deprivation ratsof the plant polyphenols increased the sensitivity of the oral mucosa to the action delagila and caused a significant change in the epithelial layer of connective tissue in the lamina propria of the buccal mucosa of rats. Key words: delagil, nutritional deficiency of polyphenols, epithelial layer, giant epithelial cells, mitotic process, the connective tissue of the lamina propria, destructive and inflammatory changes, white rats

μ-Oxalato-bis­[(2,2′-bipyridyl)­copper(II)] bis(perchlorate) dimethyl­formamide disolvate monohydrate

The title compound, [Cu2(C2O4)(C10H8N2)4](ClO4)2·2C3H7NO·H2O, contains doubly charged centrosymmetric dinuclear oxalato-bridged copper(II) complex cations, perchlorate anions, and DMF and water solvate mol­ecules. In the complex cation, the oxalate ligand is coordinated in a bis-bidentate bridging mode to the Cu atoms. Each Cu atom has a distorted tetra­gonal-bipyramidal environment, being coordinated by two N atoms of the two chelating bipy ligands and two O atoms of the doubly deprotonated oxalate anion. Pairs of perchlorate anions and water mol­ecules are linked into recta­ngles by O—H⋯O bonds in which the perchlorate O atoms act as acceptors and the water mol­ecules as donors. Methyl groups of the DMF solvent molecule are disordered over two sites with occupancies of 0.453 (7):0.547 (7), and the water molecule is half-occupied
