    RECRUITMENT AND SELECTION SYSTEM OF VILLAGES IN WONOSOBO REGENCY

    Basic track problems in most of the villages in Wonosobo Regency Government are the recruitment and selection practices of other villages have not been able to encourage the inception of the village with the required standards of competence. This research aims to analyze the system of recruitment and selection of other villages, supporters and restricting factors, as well as establishing a proper and contextual model in Wonosobo Regency over the approach to the management of human resources. With descriptive method, this study found that the standard of competence has not been a consideration for the Government since the beginning of the planning process, to recruitment and selection. Almost the entire selection process, starting from the determination of the criteria of candidates, selection of administration until the written exams tend not based on competence. In addition, the necessary of the village according to the preference of the villagers also has yet to be fulfilled, thus still encountered complaints from the public. The study also identifies some of the factors supporting the recruitment and selection competency-based, among others, regulation and community support. Later, inhibitor factor, among others, the quality of human resources and organizational needs analysis Committee. Based on these conditions, the model recommendations in this study encourages the process of recruitment and selection apply competency — based in practice, in order to be able to support organizational performance towards the village government is better. Start the process of sourcing, attracting, through screening, based on the needs the competence and analyzed scientifically. Community preference is also a consideration in that process in order to involve the public opinion and build public confidence to the results of the selection.     Relationship Between Management Functions of P2 ISPA Program and Target Achievement of Coverage Rate of Pneumonia on Children Under Five Years Old at Health Centres in Semarang City

    Coverage rate of pneumonia on children under five years old at health centres in Semarang in2012 was 25% and in 2013 was 26%. This results were lower than a target released by SemarangCity Health Office (CHO) in 2013, namely 37%. This problem might be due to not optimal inconducting management functions of P2 ISPA program. The aim of this study was to analysemanagement functions relating to coverage rate of pneumonia on children under five years old at health centres in Semarang City.This was an observational study using cross-sectional approach. Data were collected using structuredquestionnaires and document observation using a checklist of management functions of P2 ISPAprogram. Number of respondents were 36 officers in charge of the program at 37 health centres inSemarang City. One officer had not met sample criteria. Data were analysed using Chi-Square test.The results of this research showed that among health centres that achieved the target, most ofofficers in charge of the program had good planning (87.5%), good organising (87.5%), goodactuating (75.0%), and good monitoring (87.5%. In contrast, among health centres that did notreach the target, some of officers in charge of the program had good planning (39.3%), goodorganising (42.9%), good actuating (28.6%), and good monitoring (46.4%). Proportion of healthcentres that had achieved the target was (22.2%). Bivariate analysis indicated that functions ofplanning (p value = 0.045) and actuating (p value = 0.049) had significant relationship with thetarget achievement of coverage rate of pneumonia on children under five years old.As suggestions, officers in charge of the program need to involve cadres in conducting early detection,motivate implementing technical officers in order to use MTBS approach, socialise in implementinga standard, make quarterly report and semester report as a routine monitoring

    PDAM Tirta Moedal Kota Semarang merupakan Badan Usaha Milik Daerah (BUMD) yang bergerak dibidang penyediaan air bersih bagi masyarakat. Tujuan PDAM adalah untuk meningkatkan kesejaheraan masyarakat dengan memenuhi kebutuhan air bersih. PDAM Tirta moedal merupakan satu-satunya Perusahaan dibidang jasa air bersih di Kota Semarang. Untuk mengetahui kinerja PDAM maka dilakukan evaluasi kinerja. Salah satu alat untuk mengukur kinerja adalah balanced scosecard. Balanced Scosecard.merupakan alat pengukuran kinerja dengan mengukur empat perspektif yaitu perspektif pelanggan, perspektif keuangan, perspektif proses internal, dan perspeltif pertumbuhan dan pembejaran,Tujuan Penelitian ini untuk mendeskripsi kinerja PDAM Tirta Moedal Kota Semarang dilihat dari empat perspektif dengan metode balanced scorecard dan menganalisis terget yang diharapkan PDAM Tirta Moedal Kota Semarang. Teori yang digunakan sebagai landasan dalam penelitian ini adalah evaluasi kinerja dengan empat perspektif dengan metode balanced scorecard. Penelitian ini menggunakan tipe penelitian deskriptif kualititatif sehingga diperoleh gambaran yang jelas tentang objek yang diteliti dan menarik kesimpulan.Hasil penelitian menunjukkan pada perspektif pelanggan menunjukkan kinerja yang baik, perspektif keuangan menunjukkan kinerja yang tidak baik, perspektif proses internal menunjukkan kinerja yang baik, dan perspektif pertumbuhan dan pembelajaran menunjukkan kinerja yang baik. Dari keempat perspektif, dapat disimpulkan bahwa kinerja PDAM Tirta Moedal kurang baik. Peneliti menyarankan penambahan anggaran untuk perbaikan kualitas air dan pipa yang sudah tua, serta peningkatan kualitas SDM

    Semarang is one of biggest city in Java Island, so have potential of substantial revenue, including charges for services from the public's roadside parking. With the implementation and surveillance of parking service fees in the edge of public road at Semarang City aimed to explore the potential of the area by maximizing revenue as source of income to improve services for good regional development. One of the potential income derived from the retribution for public roadside parking service considering the number of vehicles in Semarang annually increased. For example the number of 2-wheel vehicles in 2010 about 119019 units and increased to 151286 in 2013. However the implementation are far from the current target because many found numerous violations. This study aims to describe how the implementation and surveillance of parking service fees in the edge of public road at Semarang and to investigate the inhibiting aspects of policy implementation. The method used is descriptive qualitative theory from Mazmanian and Sabatier also Van Meter and Horn. The results of the study in the location shows that the inhibiting aspects of policy implementation that is the attitude and communication. Based on the problems that found in the study, the authors giving out recommendations for improvements to existing problems such as: socialization and periodic supervision, increasing resolute sanctions and increasing the effectiveness of coordination between the implementing agencies

    Kemiskinan merupakan permasalahan bagi negara Indonesia, kemiskinan juga menjadi masalah bagi kota kota besar yang ada di Indonesia seperti Kota Semarang. Program Penanggulangan Kemiskinan Berbasis Keluarga adalah salah satu upaya untuk menanggulangi masalah kemiskinan yang dikeluarkan pemerintah. Pemerintah berupaya mengurangi jumlah penduduk miskin sekaligus meningkatkan kualitas hidup masyarakat untuk mencapai tujuan pembangunan millenium dengan memberdayakan keluarga sebagai unit sosial terkecil dalam sebuah negara. Tujuan penelitian ini untuk mendiskripsikan dampak yang dihasilkan dari pelaksanaan Program penanggulangan kemiskianan berbasis keluarga, terutama dampak pada ekonomi dan kualitas kehidupan masyarakat. Penelitian ini menggunakan teori jenis jenis dampak menurut samudra Wibawa dan Kusumanegara. Penelitian ini menggunakan metode kualitatif, tehnik purposive pengambilan informan dan menggunakan teknik triangulasi data. Pelaksanaan program penanggulangan kemiskinan berbasis keluarga dilaksanakan dengan baik oleh intansi pemerintah yang memiliki tanggung jawab melaksanakannya. Namun masih banyak sasaran yang belum tercapai meskipun pelaksanaannya sudah sangat baik, ini disebabkan kurangnya timbal Balik dari masyarakat. Kemudian untuk dampak yang dihasilkan, untuk dampak ekonomi dampak yang diberikan tidak terlalu signifikan mengingat jumlah penduduk miskin masih fluktuatif selain kemiskianan pola makan dan konsumsi terdampak program juga mengalami perbaikan, untuk dampak kualitas kehidupan,dapat dilihat dari pendidikan dan kesehatan masyarakat. Secara umum program penanggulangan kemiskinan berbasis keluarga memberikan dampak positif terhadap ekonomi dan kualitas kehidupan masyarakat akan tetapi dampak yang dihasilkan belum terlalu signifikan

    Success Evaluation Program for Water Supply and Sanitation is a community based program to meet the needs of local communities in need of clean water and sanitation are maintained and made independently from both government and the public and private sectors. The purpose of this study to analyze the PAMSIMAS program evaluation in the implementation and improvement effort against obstacles PAMSIMAS program through performance indicator targets of the program. This program evaluation factors concerning the implementing organizations, programs, and beneficiaries while efforts to improve the program's success factors regarding the organization's decision-making process, the requirements of the task and authority, the competence of the executive staff, the expression of the demands.     The implementation of education for disabilities persons is carried out through special education and inclusion with specific curricula and learning processes and learning places, but the role of the Wonosobo regency government tackles this problem less than optimal. This study aims to describe how the implementation of Regional Regulation Number 1 of 2015 on the Protection and Fulfillment of the Rights of Disabilities Persons in extraordinary school of Wonosobo Regency, and to identify the supporting and inhibiting aspects of the implementation of the Regional Regulation. The theory used is the implementation model of George Edward III, Mazmanian and Sabatier, Mazmanian and Sabatier, as well as Meter and Horn theory. The research studied using descriptive research approach. Data collection techniques used in the form of interviews, obervasi and documentation, with qualitative descriptive data analysis. The results show that in general the government, school and community institutions have the same perception toward the principle, purpose and purpose of the law. Protection of persons with disabilities has not fully covered all types of persons with disabilities. Supporting the success of this policy is the environmental aspect with the high level of community support, the policy implementation aspect with the similarity of interests between the government and the community, the support of resources, and the good compliance and responsiveness of the implementers, and the characteristic aspects of the implementing agency with positive responses to policies and commitments the high of the executor. While inhibiting the success of the policy is the communication aspect by the local government and the communication from the community where many people with disability are shut down, the information about the existence of disabled people, and the environmental stagnant in the form of socioeconomic condition of the society which is low. The recommendation of the researcher is the need for better socialization by the government, as well as the effort to establish for Public Extraordinary School of Wonosobo Regency, so that children with disability can be accommodated in special schools that are designated for children with disabilities

    Education is very important because it is the primary means in an effort to improve the quality of human resources. In order to improve the quality of Kudus human resources in order to be more competitive, Kudus government regency has launched a Compulsory Education 12 year program. Compulsory Education 12 year program in Kudus Regency organized with the aim to provide quality and affordable education to the community. Implementation of the Compulsory Education 12 year program is regulated in the Regional Policy Kudus Regency Number 2 Year 2010. This study aims to determine how the implementation of the Compulsory Education 12 year program in Kudus Regency and find out the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation of the Compulsory Education 12 year program in Kudus, guided by Regional Policy Kudus Regency No. 2 of 2010 about Compulsory Education 12 (Twelve) years. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect the implementation of compulsory education 12 year program in Kudus, namely communication, environmental conditions, characteristics of the implementing agencies, and resources. It can be concluded that the implementation of the Compulsory Education 12 year program in Kudus Regency factors still exist that hinder implementation. This is because the human and financial resources to support the sustainability of the program has not been available for optimum
