    The clouds are gathering : developments in Taiwanese constitutional law - the year 2016 in review

    In this essay, we provide an overview of constitutional law and politics resulting from the historical elections in January 2016 in the light of Taiwanese political and constitutional development. We take account of the new constitutional landscape opened by the January elections, the constitutional politics of judicial appointment, the constitutional controversies surrounding transitional justice and same-sex marriage, and the case law of the Taiwan Constitutional Court (TCC). Taken together, we observe that constitutional law and politics in 2016 develops as if it is a multi-act constitutional play culminating in the drive towards the legalization of same-sex marriage, with President, Legislators, judicial nominees, and activists playing the leading roles in the unfolding drama. Though the TCC appears to be the bland deuteragonist in the 2016 constitutional play, we suggest that as the issues surrounding various reforms are being translated into constitutional questions, the TCC may well take center stage in the next play. With the upcoming judicial fights in sight, the play of constitutional development in 2016 is best entitled “The Clouds Are Gathering.

    Developing a Low-Cost Force Treadmill via Dynamic Modeling

    By incorporating force transducers into treadmills, force platform-instrumented treadmills (commonly called force treadmills) can collect large amounts of gait data and enable the ground reaction force (GRF) to be calculated. However, the high cost of force treadmills has limited their adoption. This paper proposes a low-cost force treadmill system with force sensors installed underneath a standard exercise treadmill. It identifies and compensates for the force transmission dynamics from the actual GRF applied on the treadmill track surface to the force transmitted to the force sensors underneath the treadmill body. This study also proposes a testing procedure to assess the GRF measurement accuracy of force treadmills. Using this procedure in estimating the GRF of “walk-on-the-spot motion,” it was found that the total harmonic distortion of the tested force treadmill system was about 1.69%, demonstrating the effectiveness of the approach

    Assessing Postural Stability Via the Correlation Patterns of Vertical Ground Reaction Force Components

    Background Many methods have been proposed to assess the stability of human postural balance by using a force plate. While most of these approaches characterize postural stability by extracting features from the trajectory of the center of pressure (COP), this work develops stability measures derived from components of the ground reaction force (GRF). Methods In comparison with previous GRF-based approaches that extract stability features from the GRF resultant force, this study proposes three feature sets derived from the correlation patterns among the vertical GRF (VGRF) components. The first and second feature sets quantitatively assess the strength and changing speed of the correlation patterns, respectively. The third feature set is used to quantify the stabilizing effect of the GRF coordination patterns on the COP. Results In addition to experimentally demonstrating the reliability of the proposed features, the efficacy of the proposed features has also been tested by using them to classify two age groups (18–24 and 65–73 years) in quiet standing. The experimental results show that the proposed features are considerably more sensitive to aging than one of the most effective conventional COP features and two recently proposed COM features. Conclusions By extracting information from the correlation patterns of the VGRF components, this study proposes three sets of features to assess human postural stability during quiet standing. As demonstrated by the experimental results, the proposed features are not only robust to inter-trial variability but also more accurate than the tested COP and COM features in classifying the older and younger age groups. An additional advantage of the proposed approach is that it reduces the force sensing requirement from 3D to 1D, substantially reducing the cost of the force plate measurement system

    Two new briarane-related diterpenoids, designated as excavatoids E (1) and F (2), were isolated from the cultured octocoral Briareum excavatum. The structures of compounds 1 and 2 were established on the basis of extensive spectral data analysis. Briaranes 1 and 2 were found to exhibit moderate inhibitory effects on elastase release by human neutrophils

    Quantum Memory with Optically Trapped Atoms

    We report the experimental demonstration of a quantum memory for collective atomic states in a far-detuned optical dipole trap. Generation of the collective atomic state is heralded by the detection of a Raman scattered photon and accompanied by storage in the ensemble of atoms. The optical dipole trap provides confinement for the atoms during the quantum storage while retaining the atomic coherence. We probe the quantum storage by cross-correlation of the photon pair arising from the Raman scattering and the retrieval of the atomic state stored in the memory. Non-classical correlations are observed for storage times up to 60 microseconds.Comment: 4 pages, 3 figure

    Dual-modal SERS/fluorescence AuNP probe for mitochondrial imaging

    A novel SERS/fluorescent multimodal imaging probe for mitochondria has been synthesised using 12 nm diameter gold nanoparticles (AuNP) surface functionalised with a rhodamine thiol derivative ligand. The normal pH dependant acidic fluorescence of the rhodamine based ligand is inversed when conjugated with the AuNP and higher emission intensity is observed at basic pH. This switch correlates to a pKa at pH 6.62, which makes it an ideal candidate for a pH sensitive imaging probe in the biological range (6.5-7.4). The observed pH sensitivity when attached to the AuNP is thought to be due to the formation of a spirolactam ring on the ligand, going from positively charged (+18 mV) to negatively charged (-60 mV) as the pH is changed from acidic to basic. Additionally, conjugation of the ligand to the AuNP serves to enhance the Raman signal of the rhodamine ligand through Surface Enhanced Raman Scattering (SERS). Confocal microscopy has shown that the probe enters HEK293 (kidney), A2780 (ovarian cancer) and Min6 (pancreatic beta) cells within an hour and a half incubation time. The probe was shown to localise in the mitochondria, thus providing a novel pH dependent SERS/fluorescent multimodal imaging probe for mitochondria
