    "green stimulus,"economic recovery, and long-term sustainable development

    This paper discusses short-run and long-run effects of"green stimulus"efforts, and compares these effects with"non-green"fiscal stimuli. Green stimulus is defined here as short-run fiscal stimuli that also serve a"green"or environmental purpose in a situation of"crisis"characterized by temporary under-employment. A number of recently enacted national stimulus packages contain sizeable"green"components. The authors categorize effects according to their a) short-run employment effects, b) long-run growth effects, c) effects on carbon emissions, and d)"co-benefit"effects (on the environment, natural resources, and for other externalities). The most beneficial"green"programs in times of crisis are those that can stimulate employment in the short run, and lead to large"learning curve"effects via lower production costs in the longer term. The overall assessment is that most"green stimulus"programs that have large short-run employment and environmental effects are likely to have less significant positive effects for long-run growth, and vice versa, implying a trade-off in many cases between short-run and long-run impacts. There are also trade-offs for employment generation in that programs that yield larger (smaller) employment effects tend to lead to more employment gains for largely lower-skilled (higher-skilled) workers, so that the long-term growth effects are relatively small (large).     Fiscal implications of climate change

    This paper provides a primer on the fiscal implications of climate change, in particular the policies for responding to it. Many of the complicated challenges that arise in limiting climate change (through greenhouse gas emissions mitigation), and in dealing with the effects that remain (through adaptation to climate change impacts), are of a fiscal nature. While mitigation has the potential to raise substantial public revenue (through charges on greenhouse gas emissions), adaptation largely leads to fiscal outlays. Policies may unduly favor public spending (on technological solutions to limit emissions, and on adaptation), over policies that lead to more public revenue being raised (emissions charges). The pervasive uncertainties that surround climate change make the design of proper policy responses even more complex. This applies especially to policies for mitigation of emissions, since agreement on and international enforcement of cooperative abatement policies are exceedingly difficult to achieve, and there is as yet no common view on how to compare nearer-term costs of mitigation to longer-term benefits.Climate Change Mitigation and Green House Gases,Climate Change Economics,Carbon Policy and Trading,Energy Production and Transportation,Environment and Energy Efficiency

    Examining well-being among college students with Attention-Deficit/Hyperactivity Disorder (ADHD) and co-morbid diagnoses: An integrative approach to understanding mental health

    Deficit and dysfunction in college students with ADHD diagnoses are now well studied and known to be commonplace in clinical psychology research literature (see Green & Rabiner, 2014, for review). However, areas of positive functioning and psychological well-being have not been well examined. This dissertation aims to investigate the extent to aspects of well-being may be more or less developed among college students carrying a diagnosis of ADHD, in comparison to their college peers. This examination utilized a subset of data collected from annual national “Healthy Minds” survey of college student mental health in the United States (Eisenberg, D., Hunt, J.B., Speer, N., 2013). In total, well-being profiles were examined across 4 distinct groups: 1) students reporting ADHD diagnosis with no co-morbid psychiatric diagnoses, 2) students reporting ADHD diagnosis in addition to co-morbid diagnoses of an anxiety and/or depressive disorder, 3) students reporting an anxiety and/or depressive disorder without ADHD diagnosis, and 4) a comparison group of peers who indicate no history of psychiatric diagnosis. Overall, results suggest ADHD diagnosis alone was not associated with any significant reduction in well-being, and observed deficits may be best accounted for by co-morbid emotional disorder diagnosis. Students indicating diagnoses of anxiety and/or depression were more likely to experience reduced well-being in comparison to their peers across a variety of domains. Implications of these results are discussed further, particularly in regard to understanding well-being among individuals with mental health disorder diagnoses

    Fluid and gyrokinetic modelling of particle transport in plasmas with hollow density profiles

    Hollow density profiles occur in connection with pellet fuelling and L to H transitions. A positive density gradient could potentially stabilize the turbulence or change the relation between convective and diffusive fluxes, thereby reducing the turbulent transport of particles towards the center, making the fuelling scheme inefficient. In the present work, the particle transport driven by ITG/TE mode turbulence in regions of hollow density profiles is studied by fluid as well as gyrokinetic simulations. The fluid model used, an extended version of the Weiland transport model, Extended Drift Wave Model (EDWM), incorporates an arbitrary number of ion species in a multi-fluid description, and an extended wavelength spectrum. The fluid model, which is fast and hence suitable for use in predictive simulations, is compared to gyrokinetic simulations using the code GENE. Typical tokamak parameters are used based on the Cyclone Base Case. Parameter scans in key plasma parameters like plasma β, R/LT , and magnetic shear are investigated. It is found that β in particular has a stabilizing effect in the negative R/Ln region, both nonlinear GENE and EDWM show a decrease in inward flux for negative R/Ln and a change of direction from inward to outward for positive R/Ln . This might have serious consequences for pellet fuelling of high β plasmas

    Development, verification, and maintenance of computational software in geodynamics

    Research on dynamical processes within the Earth and planets increasingly relies upon sophisticated, large-scale computational models. Improved understanding of fundamental physical processes such as mantle convection and the geodynamo, magma dynamics, crustal and lithospheric deformation, earthquake nucleation, and seismic wave propagation, are heavily dependent upon better numerical modeling. Surprisingly, the rate-limiting factor for progress in these areas is not just computing hardware, as was once the case. Rather, advances in software are not keeping pace with the recent improvements in hardware. Modeling tools in geophysics are usually developed and maintained by individual scientists, or by small groups. But it is difficult for any individual, or even a small group, to keep up with sweeping advances in computing hardware, parallel processing software, and numerical modeling methodology

    Representation and Governance in International Organizations

    What does representation mean when applied to international organizations? While many scholars working on normative questions related to global governance often make use of the concept of representation, few have addressed specifics of applying the concept to the rules and practices by which IOs operate. This article examines representation as a fundamental, albeit often neglected, norm of governance which, if perceived to be deficient or unfair, can interfere with other components of governance, as well as with performance of an organization’s core tasks by undermining legitimacy. We argue that the concept of representation has been neglected in the ongoing debates about good governance and democratic deficits within IOs. We aim to correct this by drawing on insights from normative political theory considerations of representation. The article then applies theoretical aspects of representation to the governance of the International Monetary Fund. We determine that subjecting IOs to this kind of conceptual scrutiny highlights important deficiencies in representational practices in global politics. Finally, our conclusion argues scholars of global governance need to address the normative and empirical implications of conceptualizing representation at the supranational level

    Community Seismic Network

    The article describes the design of the Community Seismic Network, which is a dense open seismic network based on low cost sensors. The inputs are from sensors hosted by volunteers from the community by direct connection to their personal computers, or through sensors built into mobile devices. The server is cloud-based for robustness and to dynamically handle the load of impulsive earthquake events. The main product of the network is a map of peak acceleration, delivered within seconds of the ground shaking. The lateral variations in the level of shaking will be valuable to first responders, and the waveform information from a dense network will allow detailed mapping of the rupture process. Sensors in buildings may be useful for monitoring the state-of-health of the structure after major shaking

    Higher aggression towards closer relatives by soldier larvae in a polyembryonic wasp

    In the polyembryonic wasp Copidosoma floridanum, females commonly lay one male and one female egg in a lepidopteran host. Both sexes proliferate clonally within the growing host larva. Distinct larval castes develop from each wasp egg, the majority being ‘reproductives’ plus some ‘soldiers’ which sacrifice reproduction and attack competitors. Maturing mixed sex broods are usually female biased, as expected when intra-brood mating is common. Pre-mating dispersal followed by outbreeding is expected to increase sexual conflict over brood sex ratios and result in greater soldier attack rates. Owing to sexually asymmetric relatedness, intra-brood conflicts are expected to be resolved primarily via female soldier attack. We observed soldier behaviour in vitro to test whether lower intra-brood relatedness (siblings from either within-strain or between-strain crosses were presented) increased inter-sexual aggression by female as well as male soldiers. As found in prior studies, females were more aggressive than males but, contrary to expectations and previous empirical observations, soldiers of both sexes showed more aggression towards more closely related embryos. We speculate that lower intra-brood relatedness indicates maternal outbreeding and may suggest a rarity of mating opportunities for reproductives maturing from the current brood, which may enhance the value of opposite sex brood-mates, or that higher aggression towards relatives may be a side-effect of mechanisms to discriminate heterospecific competitors
