    2007 Homicide Report: An Analysis of Homicides in Oakland from January through December, 2007

    In past years Urban Strategies Council has produced quarterly or biannual reports on homicides in Oakland using detailed data provided by the Oakland Police Department's Homicide Section. Due to staffing shortages, the Oakland police Department is no longer able to provide this detailed data to the Council. As a result the 2007 Homicide Report uses data gleaned from public sources and some aggregated tables from the OPD's official report. From these data we have created this report on the characteristics of the 127 homicides that occurred in Oakland from January 1 through December 31, 2007. This report presents annual data from 2007 and shows how characteristics of homicides in Oakland changed from 2006 to 2007 and how 2007 homicides compare with the five -- year averages from 2003-2007.This report summarizes available information such as victim demographic characteristics (suspect details are less complete and less precise), locations and times of the incidents. Comparing 2007 data to a five-year average of homicides helps to provide a context for understanding whether there are emerging patterns that differ substantially from the patterns in prior years.This year sees the inclusion of some additional types of data relating to the nature of the homicides taking place in Oakland such as premises and types of weapons involved

    Estimating Historical Energy Security Costs

    Energy Security is of increasing importance in today’s world, yet little research has been carried out on the costs or benefits of energy security policies. This paper looks at the period after the 1970s to estimate the cost premium of electricity generation due to energy security policies. The cost premium is estimated for France, Germany, Italy and Spain for the period 1980-2000 by estimating actual versus hypothetical lowest cost generation mixes. The cost premium is estimated to be lowest for France, which had a clear energy security policy based around developing nuclear power and reducing reliance on oil and coal.energy security; electric energy; historic cost estimation

    To advance community and policymaker understanding of the trends in homicides, the Urban Strategies Council is collecting and analyzing data on the characteristics of victims and suspects involved in Oakland homicides; identifying geographic changes in the homicide patterns, and examining social and economic conditions in which the homicides occurred. This is a report on the 125 homicides that took place in Oakland in 2008. This report includes basic statistics on victim demographics, locations and times. It also includes comparisons to homicides in in 2007 and over the 5-year period of 2004-2008 and maps of the locations of the homicides

    Risk Analysis in Extended Enterprise Environments: Identification of Critical Risk Factors in B2B E-Commerce Relationships

    The focus of this study is to identify the critical risk factors that can be used to assess the impact of B2B e-commerce on overall enterprise risk. We apply Tthe Khazanchi and Sutton (2001) framework for B2B e-commerce assurance is applied as the organizing conceptual model for the study. The framework focuses on three primary risk components: (1) technical risks, (2) application-user risks, and (3) business risks. To identify a critical set of B2B risk factors, structured focus groups applying a nominal group technique were conducted with three internal constituency groups (corporate groups consisting of IS security, internal IT audit, and e-commerce development managers) and two external constituency groups (e-commerce consultants and external IT auditors). Tests of consistency between the groups confirm strong agreement on the identified critical B2B risk factors. Tests were also conducted on participant groups\u27 perceived relative importance of the critical B2B risk factors. The only substantial inconsistencies were between the internal constituency groups and theversus e-commerce consultants\u27 group for the business risk factors. This would appear to indicate that the priorities of internal groups might be different from the e-commerce consultants who appear more focused on management support of projects than necessarily on active involvement of trading partner staff with systems integration. Subsequent testing of the three- component B2B risk assurance model with a follow-up questionnaire suggests that the identified risk factors support the model, including theorized interrelationships among the three risk components

    Cyber Supply Chain Risk Management: Toward an Understanding of the Antecedents to Demand for Assurance

    Recognizing the need for effective cyber risk management processes across the supply chain, the AICPA issued a new SOC in March 2020 for assuring cyber supply chain risk management (C-SCRM) processes. This study examines supply chain relationship factors and cyber risk issues to better understand the demand for C-SCRM assurance. Resource-Advantage Theory of Competition provides the conceptual foundation for assessing the dual drivers of relationship building and cyber risk management on demand for assurance. We use a field survey to collect data from 205 professionals enabling evaluation of the complex relationships in the theoretical model. Results support all hypotheses, provide satisfactory model fit, and support the underlying theory. Trust and cyber supply chain risk both positively influence demand for assurance over C-SCRM processes. This study expands the literature on cyber assurance by auditors and elaborates on overall supply chain processes that help drive value from auditors providing such assurance

    Variational methods, multisymplectic geometry and continuum mechanics

    This paper presents a variational and multisymplectic formulation of both compressible and incompressible models of continuum mechanics on general Riemannian manifolds. A general formalism is developed for non-relativistic first-order multisymplectic field theories with constraints, such as the incompressibility constraint. The results obtained in this paper set the stage for multisymplectic reduction and for the further development of Veselov-type multisymplectic discretizations and numerical algorithms. The latter will be the subject of a companion paper

    Preliminary Structural Sizing and Alternative Material Trade Study of CEV Crew Module

    This paper presents the results of a preliminary structural sizing and alternate material trade study for NASA s Crew Exploration Vehicle (CEV) Crew Module (CM). This critical CEV component will house the astronauts during ascent, docking with the International Space Station, reentry, and landing. The alternate material design study considers three materials beyond the standard metallic (aluminum alloy) design that resulted from an earlier NASA Smart Buyer Team analysis. These materials are graphite/epoxy composite laminates, discontinuously reinforced SiC/Al (DRA) composites, and a novel integrated panel material/concept known as WebCore. Using the HyperSizer (Collier Research and Development Corporation) structural sizing software and NASTRAN finite element analysis code, a comparison is made among these materials for the three composite CM concepts considered by the 2006 NASA Engineering and Safety Center Composite Crew Module project
