Russia’s North-West Borders: Tourism Resource Potential
Being an area of development of Russia’s northwest border regions, tourism requires the extending of border regions’ appeal. A unique resource of the northwestern border regions are the current and historical state borders and border facilities. Successful international experience of creating and developing tourist attractions and destinations using the unique geographical position of sites and territories may help to unlock the potential of Russia’s north-western border regions. This article interprets the tourism resource of borders — which often remains overlooked and unfulfilled — as an opportunity for tourism and recreation development in the border regions of Russia’s North-West. The author summarises international practices of using the potential of state borders as a resource and analyses the creation of tourist attractions and destinations in the Nordic countries. The article explores the degree the state border potential is developed as a tourism resource in Russia’s North-West. The author analyses opportunities and gives recommendations for a better use of this potential by the tourist industry to increase the contribution of tourism to regional economies
Reflecting on the evolution of tourist and recreational development in the FinnishRussian borderland
This article examines the development of tourism and recreation in the Finnish-Russian borderland as a new promising area of regional growth. The unique natural, historical, and cultural resources, and a favourable economic and geographical position are basic prerequisites for the development of tourism in the region. Historically, the barriers of state borders hampered the development of tourism; and tourism was seen as an activity bringing no economic benefits to regions since most Soviet citizens travelled as beneficiaries of social programs. As a result of the socioeconomic transformations in the Russian Federation, the openness of border regions under the influence of integration process taking place in the world community facilitates tourist mobility between neighbouring countries. The article describes an approach that considers the border regions of Northwest Russia as attractive destinations for tourists from neighboring countries. The author presents an approach that interprets cross-border tourist routes as an instrument for the conservation, reproduction, and promotion of natural, cultural, and historical heritage and as a means to boost business activities in border regions. The author analyses statistical and analytical data and does the content analysis of regional strategies for tourism and socioeconomic development. The article explores the practices of tourism and recreation development in a historical perspective and examines the effect of barrier and contact functions of state borders on tourism. Cross-border tourist routes: the potential of Russia's North-West
Developing cross-border tourist routes is an effective way of developing cooperation between border regions of Russia and the neighbouring countries. The author presents an approach that interprets cross-border tourist routes as an instrument for the conservation, reproduction, and promotion of natural, cultural, and historical potential and as a means to boost business activities in border regions. This article summarises international practices and presents the theoretical and practical aspects of designing and developing transboundary tourist routes in the border regions of Russia's North-West. The author describes successful tourist routes within the European Neighbourhood and Partnership Instrument (ENPI) crossborder cooperation programmes. Particular attention is paid to the routes in the Republic of Karelia - the Blue Road, the White Road, and the Mining Road. The article stresses the importance of developing transboundary tourist routes in the border regions of Russia's North-West. Designing and developing transboundary tourist routes is a step towards a transboundary tourist space. Tourism development in border areas: a benefit or a burden? The case of Karelia
Border regions are expected to benefit from their position when it comes to tourism development. In this article, I propose a new approach to interpreting the connection between an area’s proximity to the national border and the development of tourism at the municipal level. The aim of this study is to identify the strengths and limitations of borderlands as regards the development of tourism in seven municipalities of Karelia. I examine summarised data available from online and other resources, as well as my own observations. Using median values, I rely on the method of content analysis of strategic documents on the development of cross-border municipalities of Karelia. My research focuses on the tourism and recreation potential of borderlands and analyses the development of local tourism infrastructure. I describe the major types of tourism, examine tourist flows, and consider the strategic aspects of tourism at the municipal level. I identify the strengths and limitations of the development of tourism in border areas by comparing the data on border and inland municipalities of Karelia and investigate the role of international border crossing points in the development of tourism in borderlands
About system-parametric formalization of economic and ecological processes
One of the important problems of the present economic and environmental studies, in our opinion, is development of theoretical and methodological bases of analysis of complex economic and ecological interactions. At the same time the complexity of analysis of such processes is increasing: on the one hand, if it is necessary to take into account, at least indirectly, nonlinearity and other uncertainties; on the other hand, if it is necessary to provide a system-parametric description of the "image" of the object (process). These problems were highlighted in the papers, which addressed economic and environmental problems of the Black Sea and Azov basin and coastal regions.
