    ISSUES OF APPLICATION OF LAW OF INTERNATIONAL ORGANIZATIONS AT THE NATIONAL LEVEL - RUSSIAN EXPERIENCE

    Globalization processes and common challenges for the entire planet have resulted in existence of international organizations. Nowadays, these organizations are established regarding every sphere of life, such as trade, world security, environment etc. Most importantly, some international organizations may found their own system of law and adopt obligatory decisions for its members, which concern a broad range of issues in a fi eld of international relations. Furthermore, these decisions may impose obligations on states in spheres that have always been areas of domestic regulation. Consequently, questions arise with regards to direct application (or non-application) of norms of international organizations at the national level. In this article, a research is focused on Russia because this country has an experience of participation in international organizations at both global (like the WTO) and regional level (for instance, Eurasian Economic Union). This allows to examine the issue in a comprehensive way and determine challenges of ensuring conformity of domestic law with law of international organizations. Based on the aforementioned, the following aims of this paper should be emphasized: - studying the possibilities of direct application of law of international organizations at the national level of Russia (taking the WTO as an example) as well as comparing of such application with the system of EU law; - highlighting pressing issues of application of international organizations at the national level of Russia as well as taking them into consideration in the process of creation and implementation of the joint international master programme

    One among many driving forces of progress in any field of the human activity and knowledge is synthesizing of the accumulated world experience. Taking into consideration an unending process of reformation of higher education, it is increasingly important to study and analyze all tendencies of development of today’s higher education. The process of reformation of any higher education system is complicated because a necessity arises to duly tackle a whole range of challenges. A rapid widening of a sphere of education and subsequent changes of its status are accompanied by growing problems which have led some researches to believe that there is a current crisis of education. A several causes of this crisis are emphasized such as inability of existing schools and universities to cope with a scale of a constantly growing need of education for population as well as visible insuffi ciency of resources and inertia of society. Tendencies of education systems in the world have left their mark on the Russian society as well. Many experts point out pressing challenges of the Russian higher education system that need attending to. But considering modern processes of the global integration, it can be said for sure that analysis of the Russian higher education system in a context of integration and creation of a double diploma master program may give us proper means to successfully tackle pressing issues of higher education of Russia. Based on the aforementioned, the following aims of this paper should be emphasized: - studying the modern Russian higher education system from a position of integration; - highlighting pressing issues of the higher education system of Russia as well as taking them into consideration in the process of creation and implementation of the joint international master programme

The authors of the article discovered the particularities of modern education transformational processes, revealed the main role of the development of information and communication technologies, determined the place of Russia in the world learning space and analysed the dynamics of the position of Russian higher educational institutions in the world university rating.Este artículo tiene como objetivo descubrir las particularidades de desarrollo del sistema digital de gestión de la universidad rusa en Rusia en el contexto de la digitalización universal, e identificar las oportunidades para el desarrollo de elementos del entorno de aprendizaje digital universitario. El principal método de investigación del tema es un análisis comparativo del nivel de competencias digitales de los estudiantes de educación profesional en Rusia y los estados miembros de la Unión Europea.     Extensive Air Showers with Unusual Structure

    The total of 23500 Extensive Air Showers (EAS) with the energy above 1016 eV have been detected during the 3500 hours of Horizon-T (HT) detectors system operations before Aug 2016. Among these EAS, more than a thousand had an unusual spatial and temporary structure that showed the pulses with several maxima (modals or modes) from several detection points of the HT at the same time. These modes are separated in time from each other starting from tens to thousands of ns. These EAS have been called multi-modal. Analysis shows that the multi-modal EAS that have been detected by Horizon-T have the following properties: 1. Multi-modal EAS have energy above 1017 eV. 2. Pulses with several modes are located at large distances from EAS axis. The overview of the collected data will be provided. General comments about the unusualities of the structure of the multi-modal EAS will be presented
