Policy and Principles: The Clinton Administration\u27s Approach
In last night\u27s State of the Union message, President Clinton challenged the United States to sustain our role as the leader in the fight for freedom and peace. Three years of American leadership by President Clinton have already produced great benefits for the American people and for the world community. Through determination and the exercise of American leadership, we have repeatedly turned challenges into real gains for Americans. In the Office of Policy Planning, we often are torn between helping to coordinate day-to-day policy and longer-term planning. In our fast-forward world, long-term sometimes means next Monday, and history is what happened last Friday. That said, as the director of the office responsible for helping frame policy in a larger context, I would like to take a step back tonight, and talk about the broader principles and strategies that lie behind the President\u27s remarkable foreign policy accomplishments

Joint Crowdout: An Empirical Study of the Impact of Federal Grants on State Government Expenditures and Charitable Donations
We estimate the effect of exogenous federal expenditure cutbacks on state social service expenditures and on charitable donations. In the process, we also estimate tax and income effects and explore the impact of community environment and "need" variables. Data consist of a unique three-year panel of aggregate itemized giving by state and income class and government expenditures by state. Our results confirm the 'flypaper effect' of federal grants on state spending and show statistically significant but partial crowdout of charitable donations. The flypaper effects appears to dominate the crowdout of donations, so that federal grants are especially productive of overall social service expenditures. Finally, we find that the state's poverty rate is a particularly strong and positive determinant of charitable giving.

Photonic measurements of the longitudinal expansion dynamics in Heavy-Ion collisions
Due to the smallness of the electromagnetic coupling, photons escape from the
hot and dense matter created in an heavy-ion collision at all times, in
contrast to hadrons which are predominantly emitted in the final freeze-out
phase of the evolving system. Thus, the thermal photon yield carries an imprint
from the early evolution. We suggest how this fact can be used to gain
information about where between the two limiting cases of Bjorken
(boost-invariant expansion) and Landau (complete initial stopping and
re-expansion) hydrodynamics the actual evolution can be found. We argue that
both the rapidity dependence of the photon yield and photonic HBT radii are
capable of answering this question.Comment: 10 pages, 3 figure
An estimate for the thermal photon rate from lattice QCD
We estimate the production rate of photons by the quark-gluon plasma in
lattice QCD. We propose a new correlation function which provides better
control over the systematic uncertainty in estimating the photon production
rate at photon momenta in the range {\pi}T/2 to 2{\pi}T. The relevant Euclidean
vector current correlation functions are computed with = 2
Wilson clover fermions in the chirally-symmetric phase. In order to estimate
the photon rate, an ill-posed problem for the vector-channel spectral function
must be regularized. We use both a direct model for the spectral function and a
model-independent estimate from the Backus-Gilbert method to give an estimate
