HOW COULD BE COMBINED THE SUBJECTIVITY AND DINAMISM TO GIVE THE WORLD A COMPREHENSIVE DEFINITION OF WASTE?

Given the problems that can occur due to incorrect use of basic concepts and risks that may apear because of differences in present points of view concerning the content of the waste concept was considered necessary to study the main definitions currently used and attempt to provide to the specific literature an own definition of waste wicth we tkink will become widely accepted in the theoreticians and practitioners community of waste management issue. In our attempt to completely and accurately define waste and to eliminate the possibility of concept subiectivitz the working paper starts from identification and interpretation of two essential perspectives of the transforming goods into waste process. Throughtout an elementary logical based system of arguments the author comments various perspectives and approaches captured both in literature and the contents of official documents. Appealing to a cause-based argumentation, but not the effects, its identify core issues that cause waste generation, loss of goods utility, achieve the purpose for which they were created, the occurrence of user intention to dispose the products become unnecessary, incidence of responsibility and ownership dynamics. Environmental impact of ICT and implications for e-waste management in Romania

The development of Information and communications technology (ICT), as core of the digital economy, presents contradictory effects on the environment. The paper presents the main perspectives of environmental impact of ICT, especially in relation with waste electrical and electronic equipment (WEEE, e-waste), as they result from the approaches found in literature and the reports of official international and national bodies. The analysis of impact on environment and e-waste is done on two levels: the impact of ICT sectors and the impact of electronic applications (including the electronic commerce). The article ends with customizing the characteristics of the digital economy in Romania. THE WEEE MANAGEMENT SYSTEM IN ROMANIA. DIMENSION, STRENGTHS AND WEAKNESSES

Management systems for waste electrical and electronic equipment (WEEE) have modernized as countries have accumulated experience. They are characterized by a profound dynamism because of the alert pace of growth of waste quantities which have been generated, but also because of the continuous diversification of the range of electronic equipment sold as an effect of the technical progress evolution and of the living standards of population growth. In Romania, the emergence and the development of WEEE management system has been stimulated by the need to align to the European Commission stipulations as a result of the integration into the European Union in 2007. Refugiații din Ucraina și percepția războiului

The survey was conducted between March 9-20, 2022 on a sample of 800 people living in 220 urban and regional localities in all counties of Romania, with a statistical error of +/- 3.5%. He measured the attitude of Romanians towards refugees from Ukraine, but also from other geographical regions. Compared to the similar research in October 2021, there was a 25% increase in the favorable attitude towards refugees, and it is the highest increase among young people, those with higher education, employers, those living in very large cities. Romanians are favorable to the entry of refugees from Ukraine and hypothetically from Moldova, but more reluctant to those from Asia, Africa, Latin America or the Caucasus. Romanians' self-esteem has significantly increased for the exemplary way in which their fellow citizens have been involved in helping refugees in Ukraine, although they are aware that there is a risk of upsetting the Russian Federation
