    By emphasising that businesses attract offenders or generate 'eyes on the street' discouraging potential offenders, previous studies have largely neglected the active role of local business owners. As neighbourhood business owners have both individual and professional local stakes, they may take responsibility for a place and its immediate surroundings. Using a dataset of 895 residents and 385 entrepreneurs nested within 161 residential neighbourhoods, we show that local business owners are more willing to intervene in disorderly situations than unemployed residents. The findings suggest that this is caused by them having both higher expectations about intervention by others and greater belief in their own problem-solving capabilities. We speculate that although entrepreneurs only report higher willingness than unemployed residents but not employed residents, their presence may nevertheless influence neighbourhood order because they spend much time locally and thus have many opportunities to turn their willingness into action on behalf of the neighbourhood

    Sourcing Decision-Making: Elicitating Consultancy Knowledge Using Policy Capturing

    Many organizations are currently deciding whether to insource or outsource their IS function or parts thereof, but are unsure as to what kind of organizational structure to arrange for sourcing and where to locate the sourced activities. To assist in this matter, several IT consultancy firms are providing sourcing consultancy to their clients, resulting in a large body of practical knowledge that is stored in the experience of consultants. Systematic scientific knowledge is largely based upon qualitative case studies. This paper presents the results of a Policy Capturing study that attempts to quantify the sourcing advice practice. 29 management consultants with experience in sourcing advice were presented with examples of situations in which a sourcing advice was to be given. Using Factor Analysis and Multilevel Regression the researchers obtained insight into how variables such as costs, flexibility, time-to-market and quality influence decisions with regard to both sourcing location as well as sourcing relationship. The Research method that was used proved to be useful in the explicitation of knowledge of consultants but needs further refinement

    More Places than Crimes: Implications for Evaluating the Law of Crime Concentration at Place

    Objectives: The crime and place literature lacks a standard methodology for measuring and reporting crime concentration. We suggest that crime concentration be reported with the Lorenz curve and summarized with the Gini coefficient, and we propose generalized versions of the Lorenz curve and the Gini coefficient to correct for bias when crime data are sparse (i.e., fewer crimes than places). Methods: The proposed generalizations are based on the principle that the observed crime concentration should not be compared with perfect equality, but with maximal equality given the data. The generalizations asymptotically approach the original Lorenz curve and the original Gini coefficient as the number of crimes approaches the number of spatial units. Results: Using geocoded crime data on two types of crime in the city of The Hague, we show the differences between the original Lorenz curve and Gini coefficient and the generalized versions. We demonstrate that the generalizations provide a better representation of crime concentration in situations of sparse crime data, and that they improve comparisons of crime concentration if they are sparse. Conclusions: Researchers are advised to use the generalized versions of the Lorenz curve and the Gini coefficient when reporting and summarizing crime concentration at places. When places outnumber crimes, the generalized versions better represent the underlying processes of crime concentration than the original versions.
