    The political economy of regionalism

    We examine the incentives of regions in a country to unite or to separate. We find that smaller regions have greater incentives to unite, relative to larger regions. We show, however, that on the whole, majority voting on separation and union generates excessive incentives to separate. This leads us to examine the scope of alternative political insititutions and rules in overcoming the potential inefficciency. Our paper also provides a wide range of examples to illustrate the different instituions used in actual practice to resolve such problems.voting;referendum;secession;union

    The role of market outlet in determining terms for milk sales by smallholders in Kenya

    Dairy production is a key small farm strategy for generating income in the Nairobi milk shed. The high perishability of milk under Kenyan conditions appears to be associated with a high frequency of small individual transactions, the terms of which are subject to forced “fire” sales, delayed payments or default. Reliability of outlets in the wet (milk glut) season is also a consideration, and credit sales typically are matched with a commitment to be a steady customer. Two salient phenomena are observed: reported unit milk prices differ widely within the same location and time period, and spot sales for cash tend to be at a higher unit price than sales on monthly credit. We hypothesize that dairy farmers in the Nairobi milk shed choose market outlets and levels of cash sales that reduce transactions costs and help assure reliable future outlets, at the expense of current income. A decomposition of producer milk prices across time, space, and market outlet suggests that reliability of outlet is worth up to 17 % of the spot price, in addition to waiting a month to be paid. Risks of credit default are illustrated by predicted weekly credit prices that are 5 % lower than monthly credit prices. Data from 21 smallholder farms monitored daily over one year are used to estimate a two-limit Tobit model of the role of the characteristics of market outlets and producers in explaining the share of producer output sold for cash rather than credit. Younger, more educated producers, receiving a regular off-farm salary, and near market centres are shown to be more likely to accept sales on credit. Older producers with more experience but less formal education are more likely to sell for cash rather than credit. The power of the model to explain different prices for milk in the same location and week suggests that such price differences viewed unidimensionally are not evidence of lack of market integration as conventionally defined, but an outcome of differential transactions costs and perceptions of risk by different producers

    Improved Livelihoods from Grasslands; the Case of Napier Grass in Smallholder Dairy Farms in Kenya

    In Kenya, smallholder farmers produce about 80% of the marketed milk. The farming systems vary from mixed farms with up to 10 ha of land and \u3c 10 dairy cows (Gitau et al., 1994; Anon., 1985), to intensive smallholder dairy producers in the high human population central Kenya region with 0.9 to 2 ha of land and 3-4 dairy cows (Staal et al., 2001a). Milk production depends heavily on the cultivation of forages, with Pennisetum purpureum (Napier grass) by far the most important. An estimated 350,000 of the 600,000 smallholder farms in Kenya grow and utilize P. purpureum on their farms. There are various published data indicating the level of dependence on sown forages. In a survey of 21 smallholder dairy farmers in the highlands of Kenya, Romney et al. (2004) found that P. purpureum supplied approximately 40 and 60% of the feed offered to dairy cows in the dry and wet months respectively, with the remaining feed provided by concentrates, crop residues (mainly Zea mays (maize) stover) and other cut and carry fodder such as roadside grass. In the more intensive cut and carry systems of production practiced in central Kenya, McLeod et al. (2003) found that P. purpureum was grown by over 70% of the smallholder farmers in their study area. In farm level characterisation surveys of over 3300 households conducted between 1996 and 2000 in central Kenya, 62% kept livestock and more than 50% were growing P. purpureum. Farmers were also growing fodder legumes such as Sesbania grandiflora (Sesbania), Leucaena leucocephala (Leucaena), Calliandra calothyrsus (Callindra), Desmodium intortum/uncinatum, (Desmodium) and Medicago sativa (Lucerne), but the frequency did not exceed 7.5% (Staal et al., 2001b)

    Constraints to the sustainability of a ‘systematised’ approach to livestock marketing amongst smallholder cattle producers in South Africa

    Commercialization of smallholder agriculture in South Africa is underpinned by reforms to improve livestock off-take in communal areas and engage smallholder farmers with formal markets. To achieve this, Custom Feeding Programmes (CFPs) were established to improve the condition of communal cattle prior to their sale into formal markets and to ‘systematise’ the informal marketing of cattle in communal areas by enabling participants to achieve higher informal market prices. We evaluate the sustainability of eight CFPs located in Eastern Cape Province in terms of their ability to add value to smallholder cattle production and encourage market participation. Communities with CFPs achieved a 16.6% mean cattle off-take rate, substantially higher than in most communal systems. Furthermore, cattle sold through CFPs attained a 17% higher mean selling price than those sold through other marketing channels. However, these benefits were mainly realized by better-off farmers with larger cattle herds and greater ability to transport animals to and from CFPs. More marginalized farmers, particularly women, had low participation. CFPs also face challenges to their sustainability, including inconsistent feed and water supplies, poor infrastructure and high staff turnover.     UOLO - automatic object detection and segmentation in biomedical images

    We propose UOLO, a novel framework for the simultaneous detection and segmentation of structures of interest in medical images. UOLO consists of an object segmentation module which intermediate abstract representations are processed and used as input for object detection. The resulting system is optimized simultaneously for detecting a class of objects and segmenting an optionally different class of structures. UOLO is trained on a set of bounding boxes enclosing the objects to detect, as well as pixel-wise segmentation information, when available. A new loss function is devised, taking into account whether a reference segmentation is accessible for each training image, in order to suitably backpropagate the error. We validate UOLO on the task of simultaneous optic disc (OD) detection, fovea detection, and OD segmentation from retinal images, achieving state-of-the-art performance on public datasets.Comment: Publised on DLMIA 2018.     Hydraulic performance of elastomeric bonded permeable revetments and subsoil response to wave loads

    Elastomeric bonded permeable revetments, also called PBA (Polyurethane bonded aggregate) revetments, are highly porous structures made of mineral aggregates (e.g. crushed stones) which are durably and elastically bonded by polyurethane (PU). Despite their numerous advantages as compared to conventional revetments and the large experience available from more than 25 pilot projects, physically-based design formulae to predict their hydraulic performance, wave loading and response are still lacking. Therefore, the present study aims at improving the understanding of the processes involved in the interaction between wave, revetment and foundation, based on large-scale model tests performed in the Coastal Research Centre (FZK), Hannover/Germany, and to provide prediction formulae/diagrams. This paper is focused on the prediction of the hydraulic performance (wave reflection, wave runup and run-down) and the response of the sand core (pore pressure) beneath the revetment for a wide range of wave conditions, including the analysis of an observed failure due to transient soil liquefaction.BASF-Elastogran Gmb

    The assessment of efforts to return to work in the European Union

    Background: Assessment of efforts to promote return-to-work (RTW) includes all efforts (vocational and non-vocational) designed to improve the work ability of the sick-listed employee and increase the chance to return to work. Aim of the study was to investigate whether in 13 European countries these RTW efforts are assessed and to compare the procedures by means of six criteria. METHODS: Data were gathered in the taxonomy project of the European Union of Medicine in Assurance and Social Security and by means of an additional questionnaire. RESULTS: In seven countries RTW efforts are subject of the assessment in relation to the application for disability benefits. Description of RTW efforts is a prerequisite in five countries. Guidelines on the assessment of RTW efforts are only available in the Netherlands and no countries report the use of the ICF model. Based on the results of the additional questionnaire, the assessor is a social scientist or a physician. The information used to assess RTW efforts differs, from a report on the RTW process to medical information. A negative outcome of the assessment leads to delay of the application for disability benefits or to application for rehabilitation subsidy. Conclusion: RTW efforts are assessed in half of the participating European countries. When compared, the characteristics of the assessment of RTW efforts in the participating European countries show both similarities and differences. This study may facilitate the gathering and exchange of knowledge and experience between countries on the assessment of RTW efforts
