    Fear of cyber-identity theft and related fraudulent activity

    Identity theft and related fraudulent activities affect approximately one in twenty-five adults each year across western societies. The Internet provides a new avenue for obtaining identity tokens and identifying information and increases the scale on which identity theft can be perpetrated. Recent research has suggested that fear of these types of crimes now matches or exceeds the fear of traditional place-based crimes, and has the potential to curtail online activities and hinder the further development of e-commerce applications. In this article, we conduct exploratory research identifying predictors of fear of cyber-identity theft and related fraudulent activities, based on the analysis of items included in the Australian Survey of Social Attitudes (2007). Fear was predicted by a generalized fear of crime component and a specific Internet exposure component. Traditional predictors of fear of crime were insignificant or weak predictors, highlighting the need for further research

    Child sexual abuse material in child-centred institutions: situational crime prevention approaches

    This paper focuses on the potential for child-centred institutions to use situational crime prevention (SCP) strategies to prevent or reduce child sexual abuse material (CSAM)1 offending as a distinct form of child sexual abuse (CSA). We discuss the failure of the Royal Commission into Institutional Responses to Child Sexual Abuse in Australia to address the potential for CSAM offending to occur in child-centred institutions. Our premise is that CSAM offending is markedly shaped by the situation in which it occurs, rather than by any pre-existing preparedness to offend sexually against children. In this context, SCP for CSAM offending must be considered as part of overall strategies to combat CSA in institutional settings. However, we acknowledge that effective implementation of SCP in this area is not straightforward. We consider some of the challenges in implementing SCP at an institutional level

    Evaluation of an online youth ambassador program to promote mental health

    To evaluate an online Youth Ambassador (YA) program designed to promote internet resources for mental health in an adolescent population, 56 YAs and 357 of their Year 10 peers from 11 Tasmanian schools completed e-mental health questionnaires before and after the YAs attended a single workshop session. The workshops, which were delivered in the high school setting, were either facilitated or self-directed. Self-reported awareness of e-mental health resources increased among both YAs and their peers. The peer group also showed increased frequency of recommending help-seeking to others. There were no differences in outcomes for facilitated or self-directed workshop formats. The results suggest that an online YA program delivered in school is useful in improving mental health awareness for workshop participants. While their Year 10 peer groups also showed increased awareness, this could not necessarily be attributed to the participation of all 11 schools in the YA program

    Juror and community views of the guilty plea sentencing discount: findings from a national Australian study

    A plea of guilty is a long-accepted factor mitigating sentence in many countries, including Australia, although academic debate over the merits and application of the discount is ongoing. This paper presents findings from a national Australian study on public opinion on the guilty plea sentencing discount, with a particular focus on sexual offences. Survey data were drawn from 989 jurors in cases that resulted in a guilty verdict and 450 unempanelled jurors and 306 online respondents who were provided with vignettes based on real cases. A third of the respondents would have supported a discount in their case if the offender had pleaded guilty. In contrast, more than one half of the respondents surveyed, who had received a vignette with a guilty plea scenario, supported an increment in sentence if the offender had gone to trial. There was more support for a discount in cases involving non-sexual violent offences versus sexual offences and adult versus child victims. Where a discount was supported, this most commonly was a reduction in the length of custodial sentence, with online respondents allocating the least generous discounts. Willingness to accept a sentencing discount was predicted by a range of variables including gender, education, punitive attitudes, offence type and offence seriousness. We conclude by considering the implications of our findings for sentencing law and practice

    Creating honeypots to prevent online child exploitation

    Honeypots have been a key tool in controlling and understanding digital crime for several decades. The tool has traditionally been deployed against actors who are attempting to hack into systems or as a discovery mechanism for new forms of malware. This paper presents a novel approach to using a honeypot architecture in conjunction with social networks to respond to non-technical digital crimes. The tool is presented within the context of Child Exploitation Material (CEM), and to support the goal of taking an educative approach to Internet users who are developing an interest in this material. The architecture that is presented in the paper includes multiple layers, including recruitment, obfuscation, and education. The approach does not aim to collect data to support punitive action, but to educate users, increasing their knowledge and awareness of the negative impacts of such material

    Using data linkage to electronic patient records to assess the validity of selected mental health diagnoses in English Hospital Episode Statistics (HES)

    <div><p>Background</p><p>Administrative data can be used to support research, such as in the UK Biobank. Hospital Episode Statistics (HES) are national data for England that include contain ICD-10 diagnoses for inpatient mental healthcare episodes, but the validity of these diagnoses for research purposes has not been assessed.</p><p>Methods</p><p>250 peoples' HES records were selected based on a HES recorded inpatient stay at the South London and Maudsley NHS Foundation Trust with a diagnosis of schizophrenia, a wider schizophrenia spectrum disorder, bipolar affective disorder or unipolar depression. A gold-standard research diagnosis was made using Clinical Records Interactive Search pseudonymised electronic patient records using, and the OPCRIT+ algorithm.</p><p>Results</p><p>Positive predictive value at the level of lifetime psychiatric disorder was 100%, and at the level of lifetime diagnosis in the four categories of schizophrenia, wider schizophrenia spectrum, bipolar or unipolar depression was 73% (68–79). Agreement varied by diagnosis, with schizophrenia having the highest PPV at 90% (80–96). Each person had an average of five psychiatric HES records. An algorithm that looked at the last recorded psychiatric diagnosis led to greatest overall agreement with the research diagnosis.</p><p>Discussion</p><p>For people who have a HES record from a psychiatric admission with a diagnosis of schizophrenia spectrum disorder, bipolar affective disorder or unipolar depression, HES records appear to be a good indicator of a mental disorder, and can provide a diagnostic category with reasonable certainty. For these diagnoses, HES records can be an effective way of ascertaining psychiatric diagnosis.</p></div

    Can mental health diagnoses in administrative data be used for research? A systematic review of the accuracy of routinely collected diagnoses

    BACKGROUND: There is increasing availability of data derived from diagnoses made routinely in mental health care, and interest in using these for research. Such data will be subject to both diagnostic (clinical) error and administrative error, and so it is necessary to evaluate its accuracy against a reference-standard. Our aim was to review studies where this had been done to guide the use of other available data. METHODS: We searched PubMed and EMBASE for studies comparing routinely collected mental health diagnosis data to a reference standard. We produced diagnostic category-specific positive predictive values (PPV) and Cohen’s kappa for each study. RESULTS: We found 39 eligible studies. Studies were heterogeneous in design, with a wide range of outcomes. Administrative error was small compared to diagnostic error. PPV was related to base rate of the respective condition, with overall median of 76 %. Kappa results on average showed a moderate agreement between source data and reference standard for most diagnostic categories (median kappa = 0.45–0.55); anxiety disorders and schizoaffective disorder showed poorer agreement. There was no significant benefit in accuracy for diagnoses made in inpatients. CONCLUSIONS: The current evidence partly answered our questions. There was wide variation in the quality of source data, with a risk of publication bias. For some diagnoses, especially psychotic categories, administrative data were generally predictive of true diagnosis. For others, such as anxiety disorders, the data were less satisfactory. We discuss the implications of our findings, and the need for researchers to validate routine diagnostic data.
