    Northern exposure: a comparison study of Alaska and Yukon models of measuring community wellbeing

    The main objective of this study is to examine models of measuring community wellbeing in Alaska and Yukon to determine if they were developed with the input of residents and if these models reflect local living conditions. Research suggests communities that establish an agreed upon model of measuring community wellbeing will benefit by having an increase in public involvement in local decision-making, and larger capture of material wealth and empowerment over resource management (Varghese et al. 2006). A core problem is that while many communities have started to develop ways to evaluate wellbeing, there is a lack of research on the various models in the Arctic. There are several unique challenges to developing a model in Arctic communities such as the clash between mainstream and Indigenous definitions of wellbeing, the lack of data and small population sizes (Taylor 2008 & Bobbitt et al. 2005). For this study I conducted an in-depth search for publically available models in Alaska and Yukon and conducted semi-structured interviews with experts. Part one of the analysis was searching through records of each model to document community outreach methods, part two was an experimental content analysis to identify themes across models in both regions, and part three was a content analysis of the interviews. I did not find any significant difference in the design frame, content or consultation with local residents between the models in Alaska and Yukon

    Listening to Community: Towards Best Research Practices in Pond Inlet, Nunavut

    What are the specific conditions and circumstances that can either prevent or facilitate an ethical, meaningful, productive, and respectful collaboration between Settler researchers and Indigenous People engaged in community or regional monitoring programs? How can I bring Settler research and Indigenous knowledge systems together to facilitate more equitable and proactive environmental monitoring programs? My research examines the connections between community-based environmental monitoring, research ethics, and the role of social science in climate change adaptation programs. In this dissertation, I examine the context, community concerns and recommendations for research that emerged during my fieldwork, interviews, and workshops conducted in Pond Inlet and Cambridge Bay, Nunavut, and Calgary, Alberta. It is widely recognized that over the last few decades, the planet has been undergoing rapid climate change, particularly in the Arctic. Climate change has led to a discussion about the role of Settler research and Indigenous knowledge in understanding and addressing environmental changes and community and regional priorities. In the North of Canada and other Arctic regions, the role of Settler researchers facilitating ecological monitoring, environmental changes, and local and regional policy changes has been largely overlooked. As more Indigenous organizations and communities continue to advocate and demonstrate the validity of their knowledge systems, levels of government and research institutions seek to facilitate and embrace the co-integration Indigenous Knowledge (IK) and Settler research. At an individual level, the co-integration of IK with Settler research will build skills and promote community resilience brought on by climate change. At a societal level, the benefits and potential of integrating IK with Settler research are a resource that needs to be investigated. It can add new and essential aspects to climate change adaptation strategies. However, it can also be problematic and reproduce already existing colonial dynamics. In this dissertation, I provide an overview and discussion of the potential role for Settler researchers in climate change research related to adaptation measures for Indigenous communities across the North of Canada and case study results. The outcomes of my research indicate that: 1) there needs to be a significant increase in the number of climate change adaptation projects that incorporate Inuit Knowledge (IK); 2) social science could play a role in the success and sustainability of climate change program development and deployment, and 3) the measurable and tangible ways communities may evaluate the success of adaptation programs. My research also outlines the concerns related to Settler researcher behaviors and practices that a group of Inuit from Pond Inlet and Cambridge Bay, Nunavut, experienced while working on university-based research projects and reports a series of recommendations they provided. My study also presents the concerns and recommendations of Inuit community members about the need to decolonize university ethics boards and research. The objectives of the workshop were to 1) get a sense of Settler research behavior community members saw as unethical, 2) synthesize the recommendations made by various Indigenous organizations related to ethical engagement and a decolonized research approach, and 3) develop a framework for an ethics workshop aimed at decolonizing university research ethics processes, which Indigenous peoples lead, and research in general. The findings indicate the great need for: (1) the inclusion of Indigenous epistemologies into university ethics training and certification processes equal to Settler science; 2) improved understandings of how academic disciplines should consult and work with Indigenous communities; 3) protocols and procedures for Settler research to be integrated with Indigenous Knowledge to be established. Each university, Settler researcher, and Indigenous community has specific circumstances, limitations, obstacles, research priorities, and capacities that need to be understood. The conclusions of my study are: 1) there is a need for Settler researchers to be aware of and recognize different epistemological orientations; 2) universities and researchers must make a concerted effort to spend more time supporting Indigenous-led research, and co-designing and implementing research projects collegially with Indigenous communities; 3) the relevance of Settler research projects needs to be clearly articulated with community members, and the research results need to be presented to the community in a variety of ways, such as through social media, town halls, plain language reports, etc.; 4) Settler researchers can make efforts to document community-level concerns in order for the community to be able to collaboration with Settler researchers on specific concerns

    Toward Universal Broadband in Rural Alaska

    The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska.     Going the Distance Part 2: Five Ways of Teaching an Extension Course: Elive, Blackboard, Teleconference, Correspondence, and Face-to-Face

    Remote and widely dispersed clientele in Alaska create a need for effective distance-delivery programs. Extension agents often travel via small airplane, snow machine, or boat to teach face-to-face classes in off-road communities. Effective and more cost-efficient delivery methods are needed. We taught a course for beginning farmers residing throughout Alaska using five delivery methods: Elluminate Live!, Blackboard, teleconference, correspondence, and face-to-face. We evaluated these delivery methods based on five areas: accessibility of delivery method, course completion, knowledge gain, plans to use skills, and student satisfaction. Our findings will help Extension professionals design distance-delivered programs suited to their target audience

    ASSESSING REFINEMENTS IN MODELING SINUSOIDAL CONDITIONS USED TO DRIVE CATTLE BODY TEMPERATURES

    A model, termed the PET model, is used to estimate body temperature in cattle challenged by hot cyclic chamber temperatures. The model is based on Newton\u27s law of cooling, driven by an estimated sinusoidal function. In practice, it is often difficult to maintain hot sinusoidal fluctuations in chamber temperatures. However, it is possible to model cyclic chamber temperatures using a discrete Fourier series. By increasing the precision in estimating the cyclic temperature driving function, we can more precisely estimate the parameters in the PET model. Simulation studies were performed to investigate the effect of under- and over-parameterization on accuracy of estimates, performance of a number of model selection criteria, and on nonlinear behavior such as intrinsic and parameter-effects curvature, bias, excess variance, and skewness. Our results will help researchers decide how to model ambient temperatures producing heat stress in cattle and improve estimates for evaluating management strategies

    Behavioral phenotyping of a rat model of the BDNF Val66Met polymorphism reveals selective impairment of fear memory

    The common brain-derived neurotrophic factor (BDNF) Val66Met polymorphism is associated with reduced activity-dependent BDNF release and increased risk for anxiety disorders and PTSD. Here we behaviorally phenotyped a novel Val66Met rat model with an equivalent valine to methionine substitution in the rat Bdnf gene (Val68Met). In a three-day fear conditioning protocol of fear learning and extinction, adult rats with the Met/Met genotype demonstrated impaired fear memory compared to Val/Met rats and Val/Val controls, with no genotype differences in fear learning or extinction. This deficit in fear memory occurred irrespective of the sex of the animals and was not seen in adolescence (4 weeks of age). There were no changes in open-field locomotor activity or anxiety measured in the elevated plus maze (EPM) nor in other types of memory measured using the novel-object recognition test or Y-maze. BDNF exon VI expression in the dorsal hippocampus was higher and BDNF protein level in the ventral hippocampus was lower in female Val/Met rats than female Val/Val rats, with no other genotype differences, including in total BDNF, BDNF long, or BDNF IV mRNA. These data suggest a specific role for the BDNF Met/Met genotype in fear memory in rats. Further studies are required to investigate gene–environment interactions in this novel animal model
