    A Multi-Phase, Mixed-Method Regional Analysis of Lake and Reservoir Based Recreational Opportunities in Utah

    Planning and managing outdoor recreational resources at larger spatial scales, conceptualized as a regional approach to recreation planning and management, is studied. Considering and understanding the role of spatial scale has been beneficial to the field of ecology; however, the importance of spatial scale has rarely been considered in the recreation resource management literature. A regional approach to planning and management is differentiated from a site-specific approach as managers and planners must consider the implications of management actions or policies at a larger spatial scale than a single park, recreation area, lake, or reservoir. For this study, the provision of boating opportunities at Utah lakes and reservoirs is considered. Multiple data collection techniques, both quantitative and qualitative, were applied in this study. Additionally, two distinct groups of respondents participated: (1) park managers and their staff; and (2) boaters (individuals who own boats registered in Utah). Data were collected at three different spatial scales: (1) lake or reservoir level (site); regional level; and (3) state level. Multiple analytical approaches were used to ascertain both groups\u27 perspectives towards a variety of topics important to recreation management including content analysis and cluster analysis, as well as considering experience use history. The results suggest implementing a regional approach is more complicated and inclusive than providing a wide range of recreational opportunities. The organizational capacity of the managing agencies, along with their ability to cooperate with other governmental and private organizations, is also important. Also, considering larger spatial scales increases an agency\u27s options to address various challenges such as conflict, displacement, recreation succession, and homogenization and sub-optimization. As such, when prescriptive decisions about where various recreational opportunities ought to be provided, management problems and issues and agency capacity should also be considered.     Florida Beach Access: Nothing but Wet Sand?

    This comment addresses the problem of decreased public access to the dry sand areas of Florida\u27s beaches resulting from the vast portion of Florida\u27s beaches being privately owned. The author argues that, in the absence of state legislation protecting public beach access, local governments should enact ordinances protecting the public\u27s customary right to utilize the dry sand areas of their beaches. In support of this argument, the author notes that the prescriptive easement and custom doctrines are the primary means of securing public access to the dry sand areas of Florida beaches. However, because of the presumption against acquisition of land rights based upon prior use and the adversity requirement needed for prescriptive easements, the author concludes that the prescriptive easement doctrine is an inadequate means of preserving such access in Florida. Conversely, based on language provided in the Florida Supreme Court\u27s decision in City of Daytona Beach v. Tona-Rama. The author argues that the doctrine of customary rights is a viable alternative for protecting public dry sand beach access in Florida. In arriving to the conclusion that custom is perhaps the best means of protecting public dry sand beach access in Florida, the author notes that: (1) custom does not require the proof of adversity that prescriptive easements require; (2) private beachfront landowners should not be held liable under, under Florida tort law, for injuries sustained by the public; and (3) the doctrine of custom has sustained a takings challenge in Oregon. For these reasons, the author advocates that cities, such as Destin, FL (which is discussed within the article), that wish to maintain public access to dry sand beach, despite opposition from private landowners, should enact ordinances protecting the public\u27s customary right to utilize the dry sand areas of Florida\u27s beaches

    Dependence of the Superconducting Transition Temperature of MgB2 on Pressure to 20 GPa

    The dependence of Tc on nearly hydrostatic pressure has been measured for an isotopically pure (11B) MgB2 sample in a helium-loaded diamond-anvil-cell to nearly 20 GPa. Tc decreases monotonically with pressure from 39.1 K at ambient pressure to 20.9 K at 19.2 GPa. The initial dependence is the same as that obtained earlier (dTc/dP = -1.11(2) K/GPa) on the same sample in a He-gas apparatus to 0.7 GPa. The observed pressure dependence Tc(P) to 20 GPa can be readily described in terms of simple lattice stiffening within standard phonon-mediated BCS superconductivity.Comment: 9 pages, 3 figure

    The application of active controls technology to a generic hypersonic aircraft configuration

    Analytical methods are described for the prediction of aerothermoelastic stability of hypersonic aircraft including active control systems. Thermal loads due to aerodynamic heating were applied to the finite element model of the aircraft structure and the thermal effects on flutter were determined. An iterative static aeroelastic trim analysis procedure was developed including thermal effects. And active control technology was assessed for flutter suppression, ride quality improvement, and gust load alleviation to overcome any potential adverse aeroelastic stability or response problems due to aerodynamic heating. A generic hypersonic aircraft configuration was selected which incorporates wing flaps, ailerons, and all moveable fins to be used for active control purposes. The active control system would use onboard sensors in a feedback loop through the aircraft flight control computers to move the surfaces for improved structural dynamic response as the aircraft encounters atmospheric turbulence

    Conductivity landscape of highly oriented pyrolytic graphite surface containing ribbons and edges

    We present an extensive study on electrical spectroscopy of graphene ribbons and edges of highly oriented pyrolytic graphite (HOPG) using atomic force microscope (AFM). We have addressed in the present study two main issues, (1) How does the electrical property of the graphite (graphene) sheet change when the graphite layer is displaced by shear forces? and (2) How does the electrical property of the graphite sheet change across a step edge? While addressing these two issues we observed, (1) variation of conductance among the graphite ribbons on the surface of HOPG. The top layer always exhibits more conductance than the lower layers, (2) two different monolayer ribbons on the same sheet of graphite shows different conductance, (3) certain ribbon/sheet edges show sharp rise in current, (4) certain ribbons/sheets on the same edge shows both presence and absense of the sharp rise in the current, (5) some lower layers at the interface near a step edge shows a strange dip in the current/conductance (depletion of charge).     The Spacing of Ceiling Fans for Human Comfort in Warm Temperature Conditions

    Airspeed tests of a commercially popular 52 in. ceiling fan operating at a low speed of 155 fpm provided sufficient airspeed for comfort to 82F in an average floor area of 97.2 ft^2 beneath the fan. When operating at maximum speed, the average floor area increased to 151.0 ft^2. At 85F, the average floor areas for the low speed and maximum speed tests were 31.8 ft^2 and 55.6 ft^2 respectively. The maximum on-center spacing recommended for the tested ceiling fan mounted at 8.5 ft. above the floor, operating at maximum speed, and providing comfort at a room temperature of 82F is 14 ft.; and at a temperature of 85F, it is 9 ft. Future ceiling fans should be designed to create a both a larger main air plume and a larger comfort zone. The ceiling fan provided relatively high air-speeds throughout the largest floor area in the zone from the floor to the 24 in. height. Since ceiling fans create higher airspeeds near the floor, they should be used cautiously when rooms are comfortably conditioned during all seasons and have children playing in the room or adults sitting on the floor of the room

    Early Predictors of Successful Military Careers Among West Point Cadets

    The importance of leadership to organizational performance puts a premium on identifying future leaders. Early prediction of high-potential talent enables organizations to marshal scarce develop- mental resources and opportunities to those who are best positioned to show distinction in elevated roles. Much of the existing literature indicates that general mental ability remains the strongest predictor of future professional performance. Using data from 13 classes of West Point graduates who stayed in the Army to be considered for at least early promotion to the rank of major (N = 5,505), regression analyses indicate that cadet military grade point average surpasses both cognitive ability and academic performance by a considerable margin in the ability to predict future professional outcomes such as selection for early promotion or battalion command. Moreover, these differences in predicting managerial career outcomes endure over 16 years.
