    Understanding Consultation and Engagement with Indigenous Peoples in Resource Development

    Canada’s legal system has repeatedly ruled that the Crown has a duty to consult with Indigenous Peoples when approving and shaping resource development projects that are located on their land or could infringe on their rights. But the duty to consult means different things to Indigenous groups, government and industry. Different understandings among stakeholders, in particular Indigenous groups dissatisfaction with consultation, has often led to court challenges of project decisions. Recently, the Federal Court of Appeal’s decision to overturn the federal government’s approval of the Trans Mountain pipeline project in 2018 has attracted the attention of politicians, media and the public. Legal challenges have also occurred over smaller, yet still important, activities and decisions, where Indigenous communities and organizations find formal consultation processes, and the overall approach to engagement taken by industry and government, to be lacking. While these represent a small portion of the total number of cases where the legal duty to consult has been triggered (Newman 2017) they have an outsized impact on the relationships and level of trust between Indigenous Peoples, industry and governments. Finding ways to resolve these conflicts and improve relations can contribute to reconciliation between Indigenous Peoples, non-Indigenous Canadians and the Canadian state and is essential to the future of Canada’s natural resource industries

    Perioperative haemodynamic optimisation of high-risk surgical patients has long been documented to improve both short-term and long-term outcomes, as well as to reduce the rate of postoperative complications. Based on the evidence, cardiac output monitoring and fluid resuscitation, combined with the use of inotropes, would seem to be the gold standard of care for these difficult surgical cases. However, clinicians do not universally apply these techniques and principles in their everyday practice. By exploring the reasons why this is so, perhaps we could move forward in the standardisation of care and the application of evidence-based practice

    Work Arrangements in New Zealand: First Results from the Survey of Working Life

    Work arrangements in New Zealand have changed substantially in the last 30 years, leading to increased diversity in contracting arrangements, hours and times worked, and terms and conditions of employment. This paper describes the current work arrangements, employment conditions and job satisfaction levels of employed people in New Zealander from data collected in the Survey of Working Life. The survey was run as a supplement to the Household Labour Force Survey in the March 2008 quarter, to answer questions such as: 'How prevalent is casual work in New Zealand?', 'How many employed people work non-standard hours?’ and 'Who is most likely to experience stress or discrimination at work?’ The focus o f the data analysis is to identify workers with different types of employment relationships (for example, temporary versus permanent employees), and describe the demographic and job characteristics associated with these different employment relationships. Working-time patterns and conditions of employment are the other key topics examined in this paper. It is intended that this supplement be repeated every three years to monitor changes in employment conditions, work arrangements and job quality in New Zealand

    Indigenous Policy Conference Summary Report: Beyond Reconciliation

    The School of Public Policy (SPP) at the University of Calgary organized a conference to announce the establishment of its Indigenous Policy program and to share knowledge and stories about policy issues critical to Indigenous Peoples in Canada. The conference, titled “Beyond Reconciliation,” was held at the University of Calgary Downtown Campus on Nov. 21, 2016 and was attended by 73 participants. This included Indigenous elders, chiefs and leaders, and members of Indigenous organizations, including a women’s group. Also included were members of universities and academic institutions, including students; industry representatives from the oil and gas, pipeline, forestry, electricity, legal and financial sectors; as well as representatives from government and regulatory agencies. The purpose of the conference was established with the following abstract, which was circulated to speakers and participants: The School of Public Policy is establishing a new Indigenous Policy program in order to produce widely disseminated research and engage in outreach that covers an array of policy areas, such as health, education, self-government, and natural resource development. The program will directly engage Indigenous communities in the search for original, long-term, and evidence-based solutions, as part of an effort to improve our national capacity in problem-solving and policy development. The conference will provide a platform to launch the program, showcasing preliminary research and providing a venue for discussion of policy solutions. The conference included three moderated panel sessions and a keynote speaker.1 The first panel considered business and entrepreneurship in Indigenous communities; the second panel showcased case studies that are examining the experiences of Indigenous communities with natural resource development projects, and particularly their experiences with consultation and engagement. The final panel focused on ways of improving the consultation and engagement process with Indigenous communities. This report summarizes both the presentations and the major themes explored at the conference. The purpose is to capture the ideas and debates emerging from the conference, and provide an overview of the day for interested policy-makers and the public. The report begins with an outline of the agenda, before summarizing each of the panel sessions and the keynote speaker’s presentation. The concluding section provides a discussion of the key themes emerging from the conference and next steps for policy-makers and researchers. Three students enrolled in the SPP’s Master of Public Policy program took detailed notes throughout the day. The authors thank them for their thoroughness. The student notes and the authors’ notes were used to inform this report

    Let\u27s Have a Party: Information Literacy Instruction as an Empowerment Strategy

    Is it a crazy idea or an innovative pedagogical strategy to turn an information literacy instruction (ILI) session into a party? Joy Kim, Curator of the Korean Heritage Library at the University of Southern California, implements this approach every semester to welcome Korean students to USC campus. Considering the success of her program, perhaps more instruction librarians should take time to organize information literacy welcome parties. International and minority students experience more alienation on campus than average students. Effective ILI often minimizes this sense of alienation felt by these two groups. International students find services available in American libraries are different from what libraries offer in most foreign countries. Minority students are often the first in their family to attend college, and therefore unfamiliar with the university environment and academic libraries. ILI delivered to international and minority students prepares them to claim the academic library as their own territory. While these two groups of users share commonalities, they also differ in considerable ways. It is important for instruction libraries to understand these commonalities and differences, so as to provide most effective service to each group. Let\u27s get together to enable an intellectual exchange between instruction librarians who serve primarily minority populations and/or international students. We hope that by sharing our experiences, participants will identify best strategies for information literacy instruction for international and minority students on their own campuses

    What are the skills, attributes and knowledge for group singing facilitators? A systematic review

    Community-based open-to-all choirs or singing groups are popular internationally and associated with multiple health and well-being benefits. Facilitators of such groups require specific skills, attributes and knowledge. Therefore, we examined literature to identify key characteristics of group singing facilitators (GSFs) using a systematic review approach. Eighteen studies are included in the current review. These studies utilized qualitative research methods to illustrate GSFs’ roles within the community context. Narrative synthesis revealed two meta-themes, namely music-related and group facilitation-related. Within both meta-themes, there were various skills, attributes and knowledge specific to GSFs, which appear to be intertwined. This analysis also revealed the complexity of group singing facilitation along with a lack of opportunities for training and support for GSFs. Further research is needed to develop and evaluate holistic learning to support GSFs with essential skills, attributes and knowledge to promote group singing in the community setting

    Accessibility, interdisciplinarity and practice:The benefits and challenges of hosting an online, interdisciplinary conference on singing

    In May 2020, the Spheres of Singing conference, which was initially intended as an in-person event, was instead hosted online. A key ambition was to make the conference accessible for both practitioners and researchers from various disciplines. The conference exceeded in its aim in several ways. It was free and featured contributions from around the world, including 45 presentations, four workshops, six open discussions and three lecture-recitals. The interdisciplinary array of sessions included: health and wellbeing, practice research, musicology, teaching, conducting, pedagogy, and virtual choirs. In terms of attendee interest, all 450 live attendance tickets sold out in 24 hours, with additional tickets made available to allow asynchronous attendance. Such enthusiasm demonstrates an interdisciplinary event on singing was both timely and necessary. The organisers developed a survey to gather feedback, measure impact, and help determine future directions. A significant finding is that practitioners were motivated to attend, specifically because it was an online event. However, there were challenges caused by moving the conference online, particularly when it came to relying on technology and integrating live singing activities. By analysing the feedback gathered from delegates, the article will consider three areas: creating an inviting event for practitioners and researchers, technological challenges when hosting an online conference on singing, and integrating live, synchronous singing activities into an online conference

    Personality Dysfunction Manifest in Words : Understanding Personality Pathology Using Computational Language Analysis

    Personality disorders (PDs) are some of the most prevalent and high-risk mental health conditions, and yet remain poorly understood. Today, the development of new technologies means that there are advanced tools that can be used to improve our understanding and treatment of PD. One promising tool – indeed, the focus of this thesis – is computational language analysis. By looking at patterns in how people with personality pathology use words, it is possible to gain access into their constellation of thinking, feelings, and behaviours. To date, however, there has been little research at the intersection of verbal behaviour and personality pathology. Accordingly, the central goal of this thesis is to demonstrate how PD can be better understood through the analysis of natural language. This thesis presents three research articles, comprising four empirical studies, that each leverage computational language analysis to better understand personality pathology. Each paper focuses on a distinct core feature of PD, while incorporating language analysis methods: Paper 1 (Study 1) focuses on interpersonal dysfunction; Paper 2 (Studies 2 and 3) focuses on emotion dysregulation; and Paper 3 (Study 4) focuses on behavioural dysregulation (i.e., engagement in suicidality and deliberate self-harm). Findings from this research have generated better understanding of fundamental features of PD, including insight into characterising dimensions of social dysfunction (Paper 1), maladaptive emotion processes that may contribute to emotion dysregulation (Paper 2), and psychosocial dynamics relating to suicidality and deliberate self-harm (Paper 3) in PD. Such theoretical knowledge subsequently has important implications for clinical practice, particularly regarding the potential to inform psychological therapy. More broadly, this research highlights how language can provide implicit and unobtrusive insight into the personality and psychological processes that underlie personality pathology at a large-scale, using an individualised, naturalistic approach
