    Environmentalists have been warning of catastrophic climate change for years, often getting only minimal attention from lawmakers and, until recently, the public. With the political climate still moving only incrementally, citizen groups and states may have a tactic in the Endangered Species Act to jumpstart the reduction of CO2 emissions. This Note examines the implications of a citizen suit to reduce emissions based on the section 9 take provisions of the Endangered Species Act. It examines Article III standing requirements alongside the citizen-suit provisions of the Endangered Species Act, and the possible existence of a nonjusticiable political question. The Note takes the position that such a suit could move forward successfully, given the right judicial circumstances

    Privacy needs, or the need of people to regulate their degree of contact with one another, and interpersonal distancing mechanisms, which serve to satisfy these needs, are common in all cultures. Isolation, confinement, and other conditions accociated with space flight may at once accentuate privacy needs and limit the availability of certain common interpersonal contact. Loneliness occurs when people have less contact with one another than they desire. Crowding occurs when people have more contact with one another than they desire. Crowding, which is considered the greater threat to members of isolated and confined groups, can contribute to stress, a low quality of life, and poor performance. Drawing on the general literature on privacy, personal space, and interpersonal distancing, and on specialized literature on life aboard spacecraft and in spacecraft-analogous environments, a quantitative model for understanding privacy, interpersonal distancing, loneliness, and crowding was developed and the practical implications of this model for space station design were traced

    Stochastic Development Regression on Non-Linear Manifolds

    We introduce a regression model for data on non-linear manifolds. The model describes the relation between a set of manifold valued observations, such as shapes of anatomical objects, and Euclidean explanatory variables. The approach is based on stochastic development of Euclidean diffusion processes to the manifold. Defining the data distribution as the transition distribution of the mapped stochastic process, parameters of the model, the non-linear analogue of design matrix and intercept, are found via maximum likelihood. The model is intrinsically related to the geometry encoded in the connection of the manifold. We propose an estimation procedure which applies the Laplace approximation of the likelihood function. A simulation study of the performance of the model is performed and the model is applied to a real dataset of Corpus Callosum shapes

    Sequential Sectioning of the Ulnar Collateral Ligament of the Elbow in Cadaveric Arms with Ulnohumeral Laxity Assessed by Dynamic Ultrasonography

    Objectives: Injury of the ulnar collateral ligament (UCL), whether acute or chronic, is potentially career-threatening for elite overhead throwing athletes. Dynamic ultrasound (DUS) allows for rapid, cost-effective, non-invasive, and non-radiating evaluation of the UCL and elbow joint both at rest and with applied stress. The purpose of this study was to determine the amount of cadaveric elbow valgus laxity with sequential UCL sectioning using DUS. Our objective was to quantify which portions of the UCL must be injured to cause the varying levels of laxity seen clinically on DUS testing. No prior study has used DUS to quantify valgus joint laxity with sequential cadaveric UCL sectioning. It was hypothesized that the change in laxity due to release of the anterior band of the UCL would be greater than that seen when the posterior and transverse bands were cut. Methods: Twelve cadaveric elbows were dissected free of skin and subcutaneous tissue by an experienced orthopaedic surgeon. Baseline DUS at rest and with applied valgus stress was then performed by an experienced ultrasonographer. Sequential sectioning of the medial elbow soft-tissue stabilizing structures was then carried out with valgus stress applied to the joint at each sectioning interval utilizing a standardized device (Telos, Marburg, Germany). First the transverse band of the UCL was released, followed by the posterior band, then the anterior bundle of the anterior band, the remaining posterior bundle of the anterior band, and finally the complete flexor pronator mass. Results: Mean ulnohumeral laxity in millimeters with 95% CIs was calculated for each step of the sequence. The deltas between each step of the dissection were also calculated with means and 95% CIs. Mean baseline laxity of the unstressed ulnohumeral joint at rest was 3.2 mm (CI, 2.2-4.2); with the addition of valgus stress, mean laxity was 4.7 mm (CI, 3.5-6.0). When the transverse band was cut, ulnohumeral laxity increased to a mean of 5.5 mm (CI, 4.0-7.0). With release of the posterior band, mean laxity was 6.4 mm (CI, 4.3-8.5). When the anterior bundle of the anterior band of the UCL was cut, mean ulnohumeral laxity was 8.4 mm (CI, 5.7-11.0) and when the entire anterior band was released, mean laxity was 10.9 mm (CI, 7.8-14.0). Complete release of the flexor pronator muscle mass resulted in mean ulnohumeral laxity of 15.5 mm (CI, 12.9-18.1). The largest deltas were observed with release of the anterior bundle of the anterior band (2.0 mm; CI, 1.0-3.0), the entire anterior band (2.6 mm; CI, 1.3-3.8), and flexor pronator mass (4.6 mm; CI, 1.3-3.8). Release of the transverse and posterior bands of the UCL resulted in deltas of 0.74 mm (CI, 0.1-1.3) and 0.9 mm (CI, 0.3-1.5) respectively. Conclusion: DUS allows for rapid, cost-effective, non-invasive, non-radiating evaluation of the elbow joint and UCL both at rest and with applied valgus stress. Previous studies have indicated that DUS can identify abnormalities of the UCL associated with chronic degeneration and ligamentous injury including thickening of the anterior band of the UCL as well as hypoechoic foci/calcifications. The results of the current cadaveric study suggest that different changes in clinical laxity are seen on DUS with injury of particular bands of the UCL. Early identification and localization of injury to a particular band of the UCL may allow more appropriate selection of patients who will benefit from operative treatment. © The Author(s) 2013

    Long-time global radiation for Central Europe derived from ISCCP Dx data

    International audienceThe global Dx dataset of the International Satellite Cloud Climatology Project (ISCCP) with a spatial resolution of about 30×30 km² was analysed to produce spatially highly resolved long-time datasets to describe the radiation budget for Central Europe over the period of 1984?2000. The computation of shortwave and longwave radiant flux densities at top of atmosphere and at surface was based on 1D radiative transfer simulations. The simulations were carried out for all relevant atmospheric and surface conditions and the results were inserted into a look-up table. Thus, long-time calculations for all conditions and time slices of the Dx dataset could be realised. The study is focussed on the global radiation at surface. The first examination was carried out for the ISCCP D1 and the ISCCP D2 dataset. These datasets, including cloud and surface information on a different spatial scale (280×280 km2), were applied to the produced look-up table analogue to the Dx data. The calculated global radiation of the D1 and D2 dataset were compared to the Dx dataset. The differences between these datasets mainly range from 5?15 Wm?2 (2?6%) with regional peaks up to 25 Wm?2 (10%). The evaluation with the GEWEX Surface Radiation Budget (SRB) data emphasises differences between 5?25 Wm?2 (6?16%) over land areas. Deviations to an ISCCP provided flux data set vary from 0 Wm?2 in the North up to 35 Wm?2 (0?13%) in the South of Central Europe. The global radiation datasets provided by the Global Energy Balance Archive (GEBA) and the German Meteorological Service (DWD) agree well, but they are 5?25 Wm?2 (7?10%) lower than the Dx results. Annual analyses of global radiation of various regional climate models complete the study. It is figured out that the used models and methods reveal a couple of discrepancies. Especially in wintertime the results of our analysis differ to the considered models. Principally the uncertainties were caused by the determined range of values and simplifications for the computation of the radiative transfer simulation

    High efficiency thermionic converter studies

    The objective is to improve thermionic converter performance by means of reduced interelectrode losses, greater emitter capabilities, and lower collector work functions until the converter performance level is suitable for out-of-core space reactors and radioisotope generators. Electrode screening experiments have identified several promising collector materials. Back emission work function measurements of a ZnO collector in a thermionic diode have given values less than 1.3 eV. Diode tests were conducted over the range of temperatures of interest for space power applications. Enhanced mode converter experiments have included triodes operated in both the surface ionization and plasmatron modes. Pulsed triodes were studied as a function of pulse length, pulse potential, inert gas fill pressure, cesium pressure, spacing, emitter temperature and collector temperature. Current amplifications (i.e., mean output current/mean grid current) of several hundred were observed up to output current densities of one amp/sq cm. These data correspond to an equivalent arc drop less than 0.1 eV
