    Making regulatory mechanisms work : lessons from cases of Private Sector Participation

    This paper is about the regulation of private sector participation (PSP) in public water utilities. Using case studies from Argentina, Chile and the United Kingdom, it identifies and discusses the regulatory mechanisms that have been introduced and the issues surrounding information access, price and service quality regulation. The paper also analyses what measures have been implemented in these three cases in order to achieve regulatory accountability, independence and an adequate level of financial and human resources. The method adopted was case survey including the analysis of official regulatory documents and other relevant material and validation by an expert panel. It investigates the conditions that are necessary for regulatory mechanisms to be implemented and operated effectively in each context, and draws out some general conclusions for areas of improvement

    Floods and flood management and its socio-economic impact on Pakistan: A review of the empirical literature

    Flood is one of the most damaging natural disasters as the recent floods have shown their serious impact on Pakistan. Flood control and regulation policies are essential to reduce the risks of economic downturn, a threat to human existence, and to sustain the ecology. The severity of flood catastrophe activities represents a constant and severe issue in the world. Floods are rising year by year in severity and duration, causing negative impacts on the social and economic conditions of the nation concerned. While the frequency of floods cannot be avoided, their adverse impacts can be considerably reduced by adopting careful planning and efficient training. This paper reviews the socioeconomic impact of floods, and the existing condition of flood control policies outlines the flood protection problems and discusses opportunities for successful and efficient flood control in Pakistan. The paper also intends to propose several suggestions for efficient and sustainable flood control in Pakistan

    Dˉ0D0∗\bar{D}^{0}D^{0*} (D0Dˉ0∗)(D^{0}\bar{D}^{0*}) System in QCD-Improved Many Body Potential

    For a system of current interest (composed of charm, anticharm quarks and a pair of light ones), we show trends in phenomenological implications of QCD-based improvements to a simple quark model treatment. We employ resonating group method to render this difficult four-body problem manageable. We use a quadratic confinement so as to be able to improve beyond the Born approximation. We report the position of the pole corresponding to Dˉ0D0∗\bar{D}^{0}D^{0*} molecule for the best fit of a model parameter to the relevant QCD simulations. We point out the interesting possibility that the pole can be shifted to 38723872 MeV by introducing another parameter I0I_{0} that changes the strength of the interaction in this one component of X(3872)X(3872). The revised value of this second parameter can guide future trends in modeling of the full exotic meson X(3872)X(3872). We also report the changes with I0I_{0} in the SS-wave spin averaged cross sections for Dˉ0D0∗⟶ωJ/ψ\bar{D}^{0}D^{0*}\longrightarrow\omega J/\psi and Dˉ0D0∗⟶ρJ/ψ\bar{D}^{0}D^{0*}\longrightarrow\rho J/\psi.     Modeling and simulation of nanofluid transport via elastic sheets

    The field of nanofluidics research has spanned over the past decade with a variety of promising applications. We investigate the ``laminar boundary layer flow’’ of a Newtonian nanofluid past a moving extendable/contractable horizontal plate with surface velocity and thermal slip effects. The passively controlled nanofluid model (PCM) is considered. Such models are physically more realistic as compared to the “actively controlled models” (ACM). Using Lie symmetry group method, the governing equations are reduced by a set of highly coupled nonlinear ODE’s with thermo-solutal coupled boundary conditions. The reduced equations are solved numerically by a generalized collocation method. The influences of the emerging parameters on the local skin friction factor and the local Nusselt number are depicted numerically. The skin friction is decreased as the thermo-phoresis and buoyancy ratio parameters are decreased. The heat transfer rates reduce with thermophoresis and buoyancy ratio parameters.     Phylogenomics and Infectious Potential of Avian Avulaviruses Species-Type 1 Isolated from Healthy Green-Winged Teal (Anas carolinensis) from a Wetland Sanctuary of Indus River

    Given the importance of Avian avulaviruses (AAvVs) in commercial poultry, continuous monitoring and surveillance in natural reservoirs (waterfowls) is imperative. Here, we report full genomic and biologic characterization of two virulent AAvVs isolated from apparently asymptomatic green-winged teal (Anas carolinensis). Genetic characterization (genome length, coding potential, and presence of typical cleave motif [112RRQKR| F117]) and biologic assessment (HA, log 2 9 ; mean death time, 49.2-50 hr; 10 -6.51 50% egg infective dose [EID50]/0.1 mL; and 1.5 intracerebral pathogenicity index [ICPI] value) revealed virulence of both isolates. Phylogenetic analysis of the complete genome and hypervariable region of the fusion (F) gene revealed clustering of both isolates within class II strains in close association with domestic poultry-origin AAvVs representing genotype VII and subgenotype VIIi. The inferred residue analysis of F and hemagglutinin-neuraminidase genes showed a number of substitutions in critical domains compared with reference strains of each genotype (I-XVIII). The isolates showed a high nucleotide resemblance (99%) with strain isolated previously from backyard poultry; however, they also showed a variable similarity (16.1% to 19.3%) with the most commonly used vaccine strains, Mukteswar (EF201805) and LaSota (AF077761). In accordance with pathogenicity assessment and horizontal transmission, the clinical and histopathologic observations in experimental chickens indicated the velogenic viscerotropic nature of AAvV 1 isolates. Taken together, this study confirms the evolutionary nature of AAvVs and their potential role in disease occurrence, necessitating continuous surveillance of migratory/aquatic fowls to better elucidate infection epidemiology and potential impacts on commercial poultry. © 2019 American Association of Avian Pathologists

    Pharmacokinetics of Caffeic Acid from Methanol Seed Extract of Syzygium cumini L in Rats

    Purpose: To describe caffeic acid-based pharmacokinetics of methanol extract of seed of Syzygium cumini L. in rats.Methods: A dose of the extract (500 mg, equivalent to 37.135 mg caffeic acid) was administered orally to 6 male Wister rats, weighing 200 ± 10 g. Blood samples (0.5 mL), collected from the tail vein at 0, 15, 30, 60, 120, 240 and 720 min, were processed and analyzed using high performance liquid chromatography and detected with florescent light detector (FLD).Results: Following the administration of the extract, caffeic acid achieved maximum plasma concentration (5.96 ± 0.49 Όg/mL) in 1.0 h which was also the time to achieve maximum concentration (Tmax). Mean resident time (MRT) and half-life (t1/2) were 4.092 ± 0.94 h and 0.14 ± 0.01 h, respectively.Conclusion: The results indicate that absorption of caffeic acid from the oral route is fast, but lower amounts are absorbed. The method developed for the extraction of caffeic acid from the plasma and HPLC determination may be useful in establishing phyto-bioequivalence between Syzygium cumini seed products.Keywords: Caffeic acid, Pharmacokinetics, Syzygium cumini, Phytobioequivalence, Absorptio

    RNA interference-mediated knockdown of voltage-gated sodium channel (MpNav) gene causes mortality in peach-potato aphid, Myzus persicae

    Voltage-gated sodium channels (VGSC) are transmembrane proteins that generate an action potential in excitable cells and play an essential role in neuronal signaling. Since VGSCs play a crucial role in nerve transmission they have become primary targets for a broad range of commercial insecticides. RNA interference (RNAi) is a valuable reverse genetics tool used in functional genomics, but recently, it has also shown promise as a novel agent that could be used to control agricultural insect pests. In this study, we targeted the VGSC (MpNav) gene in the peach-potato aphid Myzus persicae, by oral feeding of artificial diets mixed with dsRNAs. Knock-down of MpNav gene expression caused up to 65% mortality in 3rd instar nymphs. Moreover, significantly lower fecundity and longevity was observed in adult aphids that had been fed with dsMpNav solution at the nymphal stage. Analysis of gene expression by qRT-PCR indicated that the aphid mortality rates and the lowered fecundity and longevity were attributable to the down-regulation of MpNav by RNAi.     Size at sexual maturity estimation for 36 species captured by bottom and mid-water trawls from the marine habitat of Balochistan and Sindh in the Arabian Sea, Pakistan, using maximum length (Lmax) and logistic (L50) models

    Abstract The aim of this study was to estimate the size at first sexual maturity (Lm) for 36 species belonging to 24 families from the marine habitat of Balochistan and Sindh in Arabian Sea, Pakistan through maximum length based an empirical and logistic model using commercial catch during June 2020 to May 2021. Individual total length (TL) was noted up to 0.1 cm using measuring broad. The Lm was calculated using two formulae; (i) log (Lm) = - 0.1246 + 0.9924 * log (Lmax) for Elasmobranchs and (ii) log (Lm) = -0.1189 + 0.9157* log (Lmax) for ray-finned fishes. The minimum Lm was recorded as 10.27 cm TL for Caranx malabaricus and 108.38 cm TL for Isurus oxyrinchus, respectively. Around Lm with 58.33% species were ranges from 19.00 cm to 25.00 cm TL. This study was estimated 16 newly Lm which is globally absent and rest 20 Lm are absent in the Arabian Sea (Pakistan coastal habitats). Therefore, the results will be helpful for the sustainable management and conservation of these marine fishes through the establishment of mesh size of trawl nets based on the size at sexual maturity (Lm)

    Src Dependent Pancreatic Acinar Injury Can Be Initiated Independent of an Increase in Cytosolic Calcium

    Several deleterious intra-acinar phenomena are simultaneously triggered on initiating acute pancreatitis. These culminate in acinar injury or inflammatory mediator generation in vitro and parenchymal damage in vivo. Supraphysiologic caerulein is one such initiator which simultaneously activates numerous signaling pathways including non-receptor tyrosine kinases such as of the Src family. It also causes a sustained increase in cytosolic calcium- a player thought to be crucial in regulating deleterious phenomena. We have shown Src to be involved in caerulein induced actin remodeling, and caerulein induced changes in the Golgi and post-Golgi trafficking to be involved in trypsinogen activation, which initiates acinar cell injury. However, it remains unclear whether an increase in cytosolic calcium is necessary to initiate acinar injury or if injury can be initiated at basal cytosolic calcium levels by an alternate pathway. To study the interplay between tyrosine kinase signaling and calcium, we treated mouse pancreatic acinar cells with the tyrosine phosphatase inhibitor pervanadate. We studied the effect of the clinically used Src inhibitor Dasatinib (BMS-354825) on pervanadate or caerulein induced changes in Src activation, trypsinogen activation, cell injury, upstream cytosolic calcium, actin and Golgi morphology. Pervanadate, like supraphysiologic caerulein, induced Src activation, redistribution of the F-actin from its normal location in the sub-apical area to the basolateral areas, and caused antegrade fragmentation of the Golgi. These changes, like those induced by supraphysiologic caerulein, were associated with trypsinogen activation and acinar injury, all of which were prevented by Dasatinib. Interestingly, however, pervanadate did not cause an increase in cytosolic calcium, and the caerulein induced increase in cytosolic calcium was not affected by Dasatinib. These findings suggest that intra-acinar deleterious phenomena may be initiated independent of an increase in cytosolic calcium. Other players resulting in acinar injury along with the Src family of tyrosine kinases remain to be explored. © 2013 Mishra et al
