    A method for the deliberate and deliberative selection of policy instrument mixes for climate change adaptation

    Policy instruments can help put climate adaptation plans into action. Here, we propose a method for the systematic assessment and selection of policy instruments for stimulating adaptation action. The multi-disciplinary set of six assessment criteria is derived from economics, policy, and legal studies. These criteria are specified for the purpose of climate adaptation by taking into account four challenges to the governance of climate adaptation: uncertainty, spatial diversity, controversy, and social complexity. The six criteria and four challenges are integrated into a step-wise method that enables the selection of instruments starting from a generic assessment and ending with a specific assessment of policy instrument mixes for the stimulation of a specific adaptation measure. We then apply the method to three examples of adaptation measures. The method’s merits lie in enabling deliberate choices through a holistic and comprehensive set of adaptation specific criteria, as well as deliberative choices by offering a stepwise method that structures an informed dialog on instrument selection. Although the method was created and applied by scientific experts, policy-makers can also use the method

    In-vitro and in-vivo imaging of coronary artery stents with Heartbeat OCT

    To quantify the impact of cardiac motion on stent length measurements with Optical Coherence Tomography (OCT) and to demonstrate in vivo OCT imaging of implanted stents, without motion artefacts. The study consists of: clinical data evaluation, simulations and in vivo tests. A comparison between OCT-measured and nominal stent lengths in 101 clinically acquired pullbacks was carried out, followed by a simulation of the effect of cardiac motion on stent length measurements, experimentally and computationally. Both a commercial system and a custom OCT, capable of completing a pullback between two consecutive ventricular contractions, were employed. A 13 mm long stent was implanted in the left anterior descending branch of two atherosclerotic swine and imaged with both OCT systems. The analysis of the clinical OCT images yielded an average difference of 1.1 ± 1.6 mm, with a maximum difference of 7.8 mm and the simulations replicated the statistics observed in clinical data. Imaging with the custom OCT, yielded an RMS error of 0.14 mm at 60 BPM with the start of the acquisition synchronized to the cardiac cycle. In vivo imaging with conventional OCT yielded a deviation of 1.2 mm, relative to the length measured on ex-vivo micro-CT, while the length measured in the pullback acquired by the custom OCT differed by 0.20 mm.     Analysing interactions among Sustainable Development Goals with Integrated Assessment Models

    To achieve all Sustainable Development Goals (SDGs) by 2030, it is necessary to understand how they interact with each other. Integrated Assessment Models (IAMs) represent many human–environment interactions and can inform policymakers about the synergies and trade-offs involved in meeting multiple goals simultaneously. We analyse how IAMs, originally developed to study interactions among energy, the economy, climate, and land, can contribute to a wider analysis of the SDGs in order to inform integrated policies. We compare the key interactions identified among the SDGs in an expert survey, with their current and planned representation in models as identified in a survey among modellers. We also use text mining to reveal past practices by extracting the themes discussed in the IAM literature, linking them to the SDGs, and identifying the interactions among them, thus corroborating our previous results. This combination of methods allowed us to discuss the role of modelling in informing policy coherence and stimulate discussions on future research. The analysis shows that IAMs cover the SDGs related to climate because of their design. It also shows that most IAMs cover several other areas that are related to resource use and the Earth system as well. Some other dimensions of the 2030 Agenda are also covered, but socio-political and equality goals, and others related to human development and governance, are not well represented. Some of these are difficult to capture in models. Therefore, it is necessary to facilitate a better representation of heterogeneity (greater geographical and sectoral detail) by using different types of models (e.g. national and global) and linking different disciplines (especially social sciences) together.     Consensus standards for acquisition, measurement, and reporting of intravascular optical coherence tomography studies

    Objectives: The purpose of this document is to make the output of the International Working Group for Intravascular Optical Coherence Tomography (IWG-IVOCT) Standardization and Validation available to medical and scientific communities, through a peer-reviewed publication, in the interest of improving the diagnosis and treatment of patients with atherosclerosis, including coronary artery disease. Background: Intravascular optical coherence tomography (IVOCT) is a catheter-based modality that acquires images at a resolution of ∌10 ÎŒm, enabling visualization of blood vessel wall microstructure in vivo at an unprecedented level of detail. IVOCT devices are now commercially available worldwide, there is an active user base, and the interest in using this technology is growing. Incorporation of IVOCT in research and daily clinical practice can be facilitated by the development of uniform terminology and consensus-based standards on use of the technology, interpretation of the images, and reporting of IVOCT results. Methods: The IWG-IVOCT, comprising more than 260 academic and industry members from Asia, Europe, and the United States, formed in 2008 and convened on the topic of IVOCT standardization through a series of 9 national and international meetings. Results: Knowledge and recommendations from this group on key areas within the IVOCT field were assembled to generate this consensus document, authored by the Writing Committee, composed of academicians who have participated in meetings and/or writing of the text. Conclusions: This document may be broadly used as a standard reference regarding the current state of the IVOCT imaging modality, intended for researchers and clinicians who use IVOCT and analyze IVOCT data

    Taking stock of national climate policies to evaluate implementation of the Paris Agreement

    Many countries have implemented national climate policies to accomplish pledged Nationally Determined Contributions and to contribute to the temperature objectives of the Paris Agreement on climate change. In 2023, the global stocktake will assess the combined effort of countries. Here, based on a public policy database and a multi-model scenario analysis, we show that implementation of current policies leaves a median emission gap of 22.4 to 28.2 GtCO2eq by 2030 with the optimal pathways to implement the well below 2 °C and 1.5 °C Paris goals. If Nationally Determined Contributions would be fully implemented, this gap would be reduced by a third. Interestingly, the countries evaluated were found to not achieve their pledged contributions with implemented policies (implementation gap), or to have an ambition gap with optimal pathways towards well below 2 °C. This shows that all countries would need to accelerate the implementation of policies for renewable technologies, while efficiency improvements are especially important in emerging countries and fossil-fuel-dependent countries

However, most of the information on emissions neutrality (such as timing) is provided for the global level. Here, we look at national-level neutrality-years based on globally cost-effective 1.5 °C and 2 °C scenarios from integrated assessment models. These results indicate that domestic net zero greenhouse gas and CO2 emissions in Brazil and the USA are reached a decade earlier than the global average, and in India and Indonesia later than global average. These results depend on choices like the accounting of land-use emissions. The results also show that carbon storage and afforestation capacity, income, share of non-CO2 emissions, and transport sector emissions affect the variance in projected phase-out years across countries. We further compare these results to an alternative approach, using equity-based rules to establish target years. These results can inform policymakers on net-zero targets

    Developing scenarios in the context of the Paris Agreement and application in the integrated assessment model IMAGE : A framework for bridging the policy-modelling divide

    The framework presented in this study aims to provide insights into how climate policy is represented in integrated assessment models, responding to the call to link model scenarios with concepts used in public policy literature and related fields. As such, it contributes to increased transparency leading to better understanding across disciplines and communication about the relevance of model outcomes with policymakers. The framework categorises climate policy into policy aims and policy implementation at different stages of the policy cycle, and can be used to demarcate different climate policy scenarios incorporating and linking the international and national level. This approach provides clarity on critical modelling assumptions concerning the workings of policy to scenario users (including policymakers), such as policy stringency and status. We discuss the framework in relation to scenarios exploring pathways meeting the long-term Paris goal to hold temperature well below 2 °C or 1.5 °C, Nationally Determined Contributions submitted to the Paris Agreement, and current implemented policies. Specifically, the application of the framework and model implementation of the scenarios is illustrated with implementation in the IMAGE model. To project the expected policy impact on greenhouse gas emissions, the policy goals and policy instrument targets are translated into model targets. This is implemented in the model by either changing parameters for available policy instruments, such as carbon price or subsidies, or adjusting model parameters such as efficiency and costs to meet targets
