Azt tették, amit mondtak? Választási ígéretek és teljesítésük, 2002-2006

Kötetünk az MTA TK Politikatudományi Intézetben 2010-ben elkezdett ígéretkutatás terméke. A kutatás azt vizsgálja, hogy milyen a kapcsolat a pártok kampányígéretei és a tényleges kormánypolitika között, illetve hogy a kormányok teljesítménye hogyan hat a szavazói viselkedésre. Másként szólva, arra keresi a választ vajon a pártok felelőtlenül ígérgetnek a választási kampány során, vagy éppen ellenkezőleg, betartják a kampányban, a választási programban foglaltakat? Vajon az állampolgárok a következő választás során figyelembe veszik azt, hogy a kormány betartotta-e az ígéreteit, vagy szavazatukat nem a múlt, hanem rövidlátó módon csakis az aktuális ígéretek befolyásolják? A könyv a kutatás első eredményeiről számol be, arról, hogy 2002-ben a pártok milyen választási ígéreteket tettek, és kormányra kerülve milyen mértékben teljesítették azokat. Úgy véljük, hogy eredményeink a hazai és nemzetközi politikatudományi szakmán túl az állampolgárok, a társadalmi, gazdasági, politikai szereplők és a tágabb közvélemény érdeklődését is felkelthetik, és segíthetnek megérteni a hazai demokratikus politika működésének néhány fontos összefüggését

Audits and Remedies in EU Funded Public Procurement

In general, the legality of actions carried out during public procurement is decided by review bodies appointed at the national level. When the procurement involves EU funds, monitoring the legality of such procedures also involves a system of audits and other controls as part of the management and control of funds, involving specialised institutions. The interaction between the two systems is not regulated at the EU level and regulation by Member States is also incomplete in certain cases, leading to friction between the decisions of review bodies and auditors. This article explores in detail institutional competences in EU-funded public procurement and examines how the system of audits and other controls interacts with traditional review procedures at the EU and national level. These are presented both from the EU perspective and from the national perspective, using the Hungarian institutional system as an example. The article analyses the issues arising from overlapping institutional competences and proposes certain possible solutions to deal with these issues

Party Manifestos in a New Democracy

The aim of the paper is to explore the content of party manifestos in Hungary, a new democracy. Aft er describing the party system, it surveys the manifestos of all parliamentary parties between the first free electi on in 1990 and the latest one in 2010 (except for the election in 1998). The adoption, length and layout of manifestos are examined with the aim of fi nding temporal and structural patterns. The last section focuses on the pledges made by the major parties (government parties+ the largest oppositi on party) in 2002, and formulate several hypotheses about the potenti al explanati ons for the variance in the number and informativeness of manifesto pledges
