    Still on the Sidelines: Developing the Non-Discrimination Paradigm under Title IX

Introduction Despite the promises of equal opportunity for women signalled by the passage of Title IX of the Education Amendments of 1972 (Title IX), 1 little progress in the creditable realization of this goal occurred in intercollegiate or interscholastic athletics between 1972 and 1992. 2 This lack of progress was unfortunate. 3 In many ways, most women were still on the sidelines. However, recent judicial decisions have allowed many, but certainly not all, women to leave the sidelines and enter the playing fields as equals. By virtue of three landmark cases, Cohen v. Brown, 4 Roberts v. Colorado State Board of Agriculture, 5 and Favia v. Indiana University of Pennsylvania, 6 women who are blessed with great athletic ability have earned a mandate for nu- merical parity with men in intercollegiate athletic programs. In these three cases, federal district courts issued injunctions to prevent post-secondary institutions from eliminating certain women\u27s intercollegiate athletic teams, 7 or reducing them to a lower level status. 8 Every decision was affirmed on appeal. 9 The various courts held that the defendant institutions in each of the three cases had engaged in gender discrimination, prohibited by Title IX, 10 by failing to meet any one of three alternative measures established in the Policy Interpretation. 11 These three measures, which are designed to be considered consecutively, attempt to provide for assessment of the opportu- nity for individuals of both genders to compete in athletic programs by de- termining: 1.     Lunar soil can become a source of relatively inexpensive oxygen propellant for vehicles going from low Earth orbit (LEO) to geosynchronous Earth orbit (GEO) and beyond. This lunar oxygen could replace the oxygen propellant that, in current plans for these missions, is launched from the Earth's surface and amounts to approximately 75 percent of the total mass. The reason for considering the use of oxygen produced on the Moon is that the cost for the energy needed to transport things from the lunar surface to LEO is approximately 5 percent the cost from the surface of the Earth to LEO. Electromagnetic launchers, in particular the superconducting quenchgun, provide a method of getting this lunar oxygen off the lunar surface at minimal cost. This cost savings comes from the fact that the superconducting quenchgun gets its launch energy from locally supplied, solar- or nuclear-generated electrical power. We present a preliminary design to show the main features and components of a lunar-based superconducting quenchgun for use in launching 1-ton containers of liquid oxygen, one every 2 hours. At this rate, nearly 4400 tons of liquid oxygen would be launched into low lunar orbit in a year

    A universal input device for interfacing a human operator with a slave machine such as a robot or the like includes a plurality of serially connected mechanical links extending from a base. A handgrip is connected to the mechanical links distal from the base such that a human operator may grasp the handgrip and control the position thereof relative to the base through the mechanical links. A plurality of rotary joints is arranged to connect the mechanical links together to provide at least three translational degrees of freedom and at least three rotational degrees of freedom of motion of the handgrip relative to the base. A cable and pulley assembly for each joint is connected to a corresponding motor for transmitting forces from the slave machine to the handgrip to provide kinesthetic feedback to the operator and for producing control signals that may be transmitted from the handgrip to the slave machine. The device gives excellent kinesthetic feedback, high-fidelity force/torque feedback, a kinematically simple structure, mechanically decoupled motion in all six degrees of freedom, and zero backlash. The device also has a much larger work envelope, greater stiffness and responsiveness, smaller stowage volume, and better overlap of the human operator's range of motion than previous designs

    Accuracy study of the Upper Atmosphere Research Satellite (UARS) definitive attitude determination

    The Upper Atmosphere Research Satellite (UARS) has two definitive attitude determination requirements: the definitive attitude of the Modular Attitude Control Subsystem (MACS) and the definitive attitude of the gimbaled Solar-Stellar Pointing Platform (SSPP). The onboard computer (OBC) will compute the MACS attitude using a Kalman filter and will transform this attitude solution through the SSPP gimbals to calculate the SSPP attitude. The attitude ground support system (AGSS) will compute the MACS attitude using a batch least-squares differential corrector algorithm and will also transform this solution through the gimbals to obtain the SSPP attitude. This paper reports the results of a prelaunch study to predict the accuracy of the OBC attitude solutions and the accuracy of the AGSS attitude solutions. The OBC and AGSS solution accuracies are then compared to establish the relative quality. The effects of star observability, sensor noise, and sensor misalignment uncertainties on attitude determination accuracy are analyzed for each case

    Photogrammetric technique for in-flight ranging of trailing vortices using entrained balloons

    A method for experimentally determining the radial distance of a probe aircraft from a trailing vortex is described. The method relies on photogrammetric triangulation of targets entrained in the vortex core. The theory and preliminary testing were described using laboratory mock-ups. Solid state video cameras were to provide data at 300 Hz rates. Practical methods for seeding the vortex are under separate investigation and are not addressed

    Light beams are altered by refractive index changes; flow induced refractive index changes provide the impetus for conventional visualization techniques such as schlieren and shadowgraph. Unfortunately effects related to the flow can be masked by refractive index inhomogeneities external to the test section. A simple shadowgraph scheme was used to assess the flow quality of the Langley 0.3 meter Transonic Cryogenic Tunnel. When the penetration tubes were evacuated the quality of the shadowgraph improved dramatically

    A new six-degree-of-freedom force-reflecting hand controller for space telerobotics

    A new 6 degree of freedom universal Force Reflecting Hand Controller (FRHC) was designed for use as the man-machine interface in teleoperated and telerobotic flight systems. The features of this new design include highly intuitive operation, excellent kinesthetic feedback, high fidelity force/torque feedback, a kinematically simple structure, mechanically decoupled motion in all 6 DOF, good back-drivability, and zero backlash. In addition, the new design has a much larger work envelope, smaller stowage volume, greater stiffness and responsiveness, and better overlap of the human operator's range of motion than do previous designs. The utility and basic operation of a new, flight prototype FRHC called the Model X is briefly discussed. The design heritage, general design goals, and design implementation of this advanced new generation of FRHCs are presented, followed by a discussion of basic features and the results of initial testing
