    Emissions Taxes and Abatement Regulation Under Uncertainty

    We consider environmental regulation in a context where firms invest in abatement technology under conditions of uncertainty about subsequent abatement cost, but can subsequently adjust output in the light of true marginal abatement cost. Where an emissions tax is the only available instrument, policy faces a trade-off between the incentive to invest in abatement technology and efficiency in subsequent output decisions. More efficient outcomes can be achieved by supplementing the emissions tax with direct regulation of abatement technology, or by combining the tax with an abatement technology investment subsidy. We compare the properties of these alternative instrument combinations

    Much of the literature on externalities has considered taxes and direct regulation as alternative policy instruments. Both instruments may in practice be imperfect, reflecting informational deficiencies and other limitations. We analyse the use of taxes and regulation in combination, to control externalities arising from individual consumption behaviour. We consider cases where taxes are either imperfectly differentiated to reflect individual differences in externalities, or where some consumption escapes taxation. In both cases we characterise the optimal instrument mix, and show how changing the level of direct regulation alters the optimal externality tax

    The Secondary Star in Cataclysmic Variables and Low Mass X-ray Binaries

    We critically re-examine the available data on the spectral types, masses and radii of the secondary stars in cataclysmic variables (CVs) and low-mass X-ray binaries (LMXBs), using the new catalogue of Ritter & Kolb (1998) as a starting point. We find there are 55 reliable spectral type determinations and only 14 reliable mass determinations of CV secondary stars (10 and 5, respectively, in the case of LMXBs). We derive new spectral type-period, mass-radius, mass-period and radius-period relations, and compare them with theoretical predictions. We find that CV secondary stars with orbital periods shorter than 7-8 hours are, as a group, indistinguishable from main sequence stars in detached binaries. We find it is not valid, however, to estimate the mass from the spectral type of the secondary star in CVs or LMXBs. We find that LMXB secondary stars show some evidence for evolution, with secondary stars which are slightly too large for their mass. We show how the masses and radii of the secondary stars in CVs can be used to test the validity of the disrupted magnetic braking model of CV evolution, but we find that the currently available data are not sufficiently accurate or numerous to allow such an analysis. As well as considering secondary star masses, we also discuss the masses of the white dwarfs in CVs, and find mean values of M_1 = 0.69+/-0.13 M_sun below the period gap, and M_1 = 0.80+/-0.22 M_sun above the period gap.Comment: 18 pages, 5 figure

    Supply, demand and monetary policy shocks in a multi-country new Keynesian model

    This paper estimates and solves a multi-country version of the standard DSGE New Keynesian (NK) model. The country-specific models include a Phillips curve determining inflation, an IS curve determining output, a Taylor Rule determining interest rates, and a real effective exchange rate equation. The IS equation includes a real exchange rate variable and a countryspecific foreign output variable to capture direct inter-country linkages. In accord with the theory all variables are measured as deviations from their steady states, which are estimated as long-horizon forecasts from a reduced-form cointegrating global vector autoregression. The resulting rational expectations model is then estimated for 33 countries on data for 1980Q1-2006Q4, by inequality constrained IV, using lagged and contemporaneous foreign variables as instruments, subject to the restrictions implied by the NK theory. The multi-country DSGE NK model is then solved to provide estimates of identified supply, demand and monetary policy shocks. Following the literature, we assume that the within country supply, demand and monetary policy shocks are orthogonal, though shocks of the same type (e.g. supply shocks in different countries) can be correlated. We discuss estimation of impulse response functions and variance decompositions in such large systems, and present estimates allowing for both direct channels of international transmission through regression coefficients and indirect channels through error spillover effects. Bootstrapped error bands are also provided for the cross country responses of a shock to the US monetary policy

    Exploring knowledge exchange: a useful framework for practice and policy

    Knowledge translation is underpinned by a dynamic and social knowledge exchange process but there are few descriptions of how this unfolds in practice settings. This has hampered attempts to produce realistic and useful models to help policymakers and researchers understand how knowledge exchange works. This paper reports the results of research which investigated the nature of knowledge exchange. We aimed to understand whether dynamic and fluid definitions of knowledge exchange are valid and to produce a realistic, descriptive framework of knowledge exchange. Our research was informed by a realist approach. We embedded a knowledge broker within three service delivery teams across a large mental health organisation, each of whom was grappling with specific challenges. The knowledge broker participated in the team's problem-solving process and collected observational fieldnotes. We also interviewed the team members. Observational and interview data were analysed quantitatively and qualitatively in order to determine and describe the nature of the knowledge exchange process in more detail. This enabled us to refine our conceptual framework of knowledge exchange. We found that knowledge exchange can be understood as a dynamic and fluid process which incorporates distinct forms of knowledge from multiple sources. Quantitative analysis illustrated that five broadly-defined components of knowledge exchange (problem, context, knowledge, activities, use) can all be in play at any one time and do not occur in a set order. Qualitative analysis revealed a number of distinct themes which better described the nature of knowledge exchange. By shedding light on the nature of knowledge exchange, our findings problematise some of the linear, technicist approaches to knowledge translation. The revised model of knowledge exchange which we propose here could therefore help to reorient thinking about knowledge exchange and act as a starting point for further exploration and evaluation of the knowledge exchange process

    Pulmonary artery smooth muscle cells response to vaso-active stimulations in a real-time 3-Dimensional model

    INTRODUCTION: The tone of the pulmonary arteries is the summation of the activity of each smooth muscle cell (PASMC) within a vessel wall and its interaction with the endothelial cells and extracellular matrix (including collagen). There are reported phenotypic differences between PASMC in the inner & outer layers of pulmonary artery walls1. The response of a tissue engineered blood vessel to contractile and relaxing stimulants in-vitro is essential to predicting the response of the physiological and pathological vessels in-vivo. Previous work showed that pulmonary artery relaxation to nitric oxide is inhibited after exposure to chronic hypoxia 2. We hypothesised that PASMC will differ in their ability to contract or relax a 3D collagen gel. Using a Culture Force Monitor (CFM) we sought to quantify the cellular response of PASMC derived from inner and outer normal and hypoxic arteries, harvested from piglet models, over 24 hours in response to contractile agonists and relaxing antagonists
