    Does welfare reform affect fertility? Evidence from the UK

    In 1999 the UK government made major reforms to the system of child-contingent benefits, including the introduction of Working Families’ Tax Credit and an increase in means-tested Income Support for families with children. Between 1999-2003 government spending per-child on these benefits rose by 50 per cent in real terms, a change that was unprecedented over a thirty year period. This paper examines whether there was a response in childbearing. To identify the effect of the reforms, we exploit the fact that the spending increases were targeted at low-income households and we use the (exogenously determined) education of the woman and her partner to define treatment and control groups. We argue that the reforms are most likely to have a positive fertility effect for women in couples and show that this is the case. We find that there was an increase in births (by around 15 per cent) among the group affected by the reforms

    Temperature perturbation model of the opto-galvanic effect in CO2-laser discharges

    A detailed discharge model of the opto-galvanic effect in molecular laser gas mixtures is developed based on the temperature perturbation or discharge cooling mechanism of Smith and Brooks (1979). Excellent agreement between the model and experimental results in CO2 laser gas mixtures is obtained. The model should be applicable to other molecular systems where the OGE is being used for laser stabilisation and as a spectroscopic tool

    Generalized enthalpy model of a high pressure shift freezing process

    High-pressure freezing processes are a novel emerging technology in food processing, offering significant improvements to the quality of frozen foods. To be able to simulate plateau times and thermal history under different conditions, in this work we present a generalized enthalpy model of the high-pressure shift freezing process. The model includes the effects of pressure on conservation of enthalpy and incorporates the freezing point depression of non-dilute food samples. In addition the significant heat transfer effects of convection in the pressurizing medium are accounted for by solving the two-dimensional Navier-Stokes equations. We run the model for several numerical tests where the food sample is agar gel, and find good agreement with experimental data from the literature

    Visual communication in urban planning and urban design

    This report documents the current status of visual communication in urban design and planning. Visual communication is examined through discussion of standalone and network media, specifically concentrating on visualisation on the World Wide Web(WWW).Firstly, we examine the use of Solid and Geometric Modelling for visualising urban planning and urban design. This report documents and compares examples of the use of Virtual Reality Modelling Language (VRML) and proprietary WWW based Virtual Reality modelling software. Examples include the modelling of Bath and Glasgow using both VRML 1.0 and 2.0. A review is carried out on the use of Virtual Worldsand their role in visualising urban form within multi-user environments. The use of Virtual Worlds is developed into a case study of the possibilities and limitations of Virtual Internet Design Arenas (ViDAs), an initiative undertaken at the Centre for Advanced Spatial Analysis, University College London. The use of Virtual Worlds and their development towards ViDAs is seen as one of the most important developments in visual communication for urban planning and urban design since the development plan.Secondly, photorealistic media in the process of communicating plans is examined.The process of creating photorealistic media is documented, examples of the Virtual Streetscape and Wired Whitehall Virtual Urban Interface System are provided. The conclusion is drawn that although the use of photo-realistic media on the WWW provides a way to visually communicate planning information, its use is limited. The merging of photorealistic media and solid geometric modelling is reviewed in the creation of Augmented Reality. Augmented Reality is seen to provide an important step forward in the ability to quickly and easily visualise urban planning and urban design information.Thirdly, the role of visual communication of planning data through GIS is examined interms of desktop, three dimensional and Internet based GIS systems. The evolution to Internet GIS is seen as a critical component in the development of virtual cities which will allow urban planners and urban designers to visualise and model the complexity of the built environment in networked virtual reality.Finally a viewpoint is put forward of the Virtual City, linking Internet GIS with photorealistic multi-user Virtual Worlds. At present there are constraints on how far virtual cities can be developed, but a view is provided on how these networked virtual worlds are developing to aid visual communication in urban planning and urban design

    Online participation: the Woodberry Down experiment

    The internet and world wide web are generating radical changes in the way we are able tocommunicate. Our ability to engage communities and individuals in designing theirenvironment is also beginning to change as new digital media provide ways in whichindividuals and groups can interact with planners and politicians in exploring their future.This paper tells the story of how the residents of one of the most disadvantagedcommunities in Britain ? the Woodberry Down Estate in the London borough ofHackney ? have begun to use an online system which delivers everything from routineservices about their housing to ideas about options for their future. Woodberry Down isone of the biggest regeneration projects in Western Europe. It will take at least 10 years,probably much longer, to complete, at a cost of over £150 million. Online participation isone of the many ways in which this community is being engaged but as we will show, itis beginning to act as a catalyst. The kinds of networks which are evolving aroundsystems like these will change the nature of participation itself, the ways we need to thinkabout it, and the ways we need to respond. Before the experiment is described, we set thecontext by describing the wide range of digital media for communicating plans andplanning which suggests a new typology for web participation consistent with this fastemerging network culture

    Modelling virtual urban environments

    In this paper, we explore the way in which virtual reality (VR) systems are being broadened to encompass a wide array of virtual worlds, many of which have immediate applicability to understanding urban issues through geocomputation. Wesketch distinctions between immersive, semi-immersive and remote environments in which single and multiple users interact in a variety of ways. We show how suchenvironments might be modelled in terms of ways of navigating within, processes of decision-making which link users to one another, analytic functions that users have to make sense of the environment, and functions through which users can manipulate, change, or design their world. We illustrate these ideas using four exemplars that we have under construction: a multi-user internet GIS for Londonwith extensive links to 3-d, video, text and related media, an exploration of optimal retail location using a semi-immersive visualisation in which experts can explore such problems, a virtual urban world in which remote users as avatars can manipulate urban designs, and an approach to simulating such virtual worlds through morphological modelling based on the digital record of the entire decision-making process through which such worlds are built

    Big Bang Nucleosynthesis with Independent Neutrino Distribution Functions

    We have performed new Big Bang Nucleosynthesis calculations which employ arbitrarily-specified, time-dependent neutrino and antineutrino distribution functions for each of up to four neutrino flavors. We self-consistently couple these distributions to the thermodynamics, the expansion rate and scale factor-time/temperature relationship, as well as to all relevant weak, electromagnetic, and strong nuclear reaction processes in the early universe. With this approach, we can treat any scenario in which neutrino or antineutrino spectral distortion might arise. These scenarios might include, for example, decaying particles, active-sterile neutrino oscillations, and active-active neutrino oscillations in the presence of significant lepton numbers. Our calculations allow lepton numbers and sterile neutrinos to be constrained with observationally-determined primordial helium and deuterium abundances. We have modified a standard BBN code to perform these calculations and have made it available to the community.Comment: 9 pages, 5 figure

    Strong absorption and selective thermal emission from a mid-infrared metamaterial

    We demonstrate thin-film metamaterials with resonances in the mid-infrared wavelength range. Our structures are numerically modeled and experimentally characterized by reflection and angularly-resolved thermal emission spectroscopy. We demonstrate strong and controllable absorption resonances across the mid-infrared wavelength range. In addition, the polarized thermal emission from these samples is shown to be highly selective and largely independent of emission angles from normal to 45 degrees. Experimental results are compared to numerical models with excellent agreement. Such structures hold promise for large-area, low-cost metamaterial coatings for control of gray- or black-body thermal signatures, as well as for possible mid-IR sensing applications.Comment: The following article has been submitted to Appl.     Mapping the secondary star in QQ Vulpeculae

    We present high- and medium-resolution phase-resolved far-red spectra of the magnetic cataclysmic variable QQ Vul. The spectra show the Na i doublet absorption features near λ 8190 Å from the cool secondary star, and the lines of He ii, O i, Mg ii, C i, N i, Ca ii and Paschen in emission. Using a Doppler imaging technique, we find that the H i, He ii, C i and O i lines have a narrow component originating near the L1 point and a strong component from the stream, while the Mg ii and Ca ii emission arises solely from the illuminated hemisphere of the red dwarf. We carry out an exhaustive analysis of the emission- and absorption-line velocities and fluxes seen in the QQ Vul spectrum. By simultaneously fitting the radial velocity and flux information we are able to produce surface maps of each line on the secondary star using a technique analogous to the one employed by Davey. The Na i and Mg ii maps show an asymmetric distribution akin to that seen in AM Her. Although the observed velocity semi-amplitudes (K2) of the lines can potentially be corrected for the effects of irradiation, we find that time-dependent changes in the degree of heating on the secondary can lead to large discrepancies in the results, significant enough to give inconsistent values from data taken at different epochs. We discuss the limitations of the surface mapping method as a means of correcting the observed K2. Our results also suggest that the emission features from the red dwarf are likely to be formed at quite high levels of the stellar chromosphere, in some cases probably even beyond the L1 point and inside the Roche lobe of the white dwarf, with the different lines possibly forming at different depths. Using the Na i absorption doublet, we find a velocity semi-amplitude for the secondary star of K2=219±6 km s−1 and a projected rotational velocity of vrot sin i=110±15 km s−1. Thus we estimate the mass ratio to be q=0.54±0.14. Based on the results of the best-fitting surface maps on all the lines, and the nature of the phase-dependent variations of the continuum and lines, we infer a binary inclination of i=65°±7°, and obtain a complete set of binary parameters for QQ Vul. We classify the secondary star as M4V from the TiO band ratios
