    Independent Orbiter Assessment (IOA): Assessment of the mechanical actuation subsystem, volume 2

    The results of the Independent Orbiter Assessment (IOA) of the Failure Modes and Effects Analysis (FMEA) and Critical Items List (CIL) are presented. The IOA approach features a top-down analysis of the hardware to determine draft failure modes, criticality, and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. The IOA results were then compared to the proposed Post 51-L NASA FMEA/CIL baseline that was available. A resolution of each discrepancy from the comparison was provided through additional analysis as required. These discrepancies were flagged as issues, and recommendations were made based on the FMEA data available at the time. This report documents the results of that comparison for the Orbiter Mechanical Actuation System (MAS) hardware. Specifically, the MAS hardware consists of the following components: Air Data Probe (ADP); Elevon Seal Panel (ESP); External Tank Umbilical (ETU); Ku-Band Deploy (KBD); Payload Bay Doors (PBD); Payload Bay Radiators (PBR); Personnel Hatches (PH); Vent Door Mechanism (VDM); and Startracker Door Mechanism (SDM). Criticality was assigned based upon the severity of the effect for each failure mode. Volume 2 continues the presentation of IOA analysis worksheets and contains the potential critical items list, detailed analysis, and NASA FMEA/CIL to IOA worksheet cross reference and recommendations

    Research and investigation of geology, mineral, and water resources of Maryland

    The authors have identified the following significant results. Field work in Baltimore County revealed that the signature returns of serpentinitic and nonserpentinitic rocks correlates with the vegetation cover and land use pattern. In Maryland Piedmont, bedrock lithology and structure are enhanced only to the extent that land use is geologically dictated. Two prominent sets of linear features are detected on ERTS-1 imagery at N 45 deg E and N 20 deg E. Beaches of Chesapeake Bay are classified as broad and narrow beaches based on the width of the backshore zone. It is shown by comparing historical shorelines of Ocean City, from the inlet to the Maryland-Delaware line that reversal zones of erosion and accretion occur at different locations for different periods. High reflectance levels (high marsh-high topographic areas) for the lower Eastern Shore are found to be distributed as two distinct trending linear ridge systems. Observations of MSS band 5 dated 9 April 1974 exhibited an unique sedimentation pattern for Chesapeake Bay. Following a 1.5 inch rainfall, heavy concentration of suspended sediments is observed on the imagery, particularly in the area of the turbidity maximum

    The author has identified the following significant results. ERTS-1 imagery provides a means of distinguishing and monitoring estuarine surface water circulation patterns and changes in the relative sediment load of discharging rivers on a regional basis. Physical boundaries mapped from ERTS-1 imagery in combination with ground truth obtained from existing small scale maps and other sources resulted in improved and more detailed maps of permafrost terrain and vegetation for the same area. Snowpack cover within a research watershed has been analyzed and compared to ground data. Large river icings along the proposed Alaska pipeline route from Prudhoe Bay to the Brooks Range have been monitored. Sea ice deformation and drift northeast of Point Barrow, Alaska have been measured during a four day period in March and shore-fast ice accumulation and ablation along the west coast of Alaska have been mapped for the spring and early summer seasons

    Patenting and licensing of university research: promoting innovation or undermining academic values?

    Since the 1980s in the US and the 1990s in Europe, patenting and licensing activities by universities have massively increased. This is strongly encouraged by governments throughout the Western world. Many regard academic patenting as essential to achieve 'knowledge transfer' from academia to industry. This trend has far-reaching consequences for access to the fruits of academic research and so the question arises whether the current policies are indeed promoting innovation or whether they are instead a symptom of a pro-intellectual property (IP) culture which is blind to adverse effects. Addressing this question requires both empirical analysis (how real is the link between academic patenting and licensing and 'development' of academic research by industry?) and normative assessment (which justifications are given for the current policies and to what extent do they threaten important academic values?). After illustrating the major rise of academic patenting and licensing in the US and Europe and commenting on the increasing trend of 'upstream' patenting and the focus on exclusive as opposed to non-exclusive licences, this paper will discuss five negative effects of these trends. Subsequently, the question as to why policymakers seem to ignore these adverse effects will be addressed. Finally, a number of proposals for improving university policies will be made

    Antideuteron yield at the AGS and coalescence implications

    We present Experiment 864's measurement of invariant antideuteron yields in 11.5A GeV/c Au + Pt collisions. The analysis includes 250 million triggers representing 14 billion 10% central interactions sampled for events with high mass candidates. We find (1/2 pi pt) d^(2)N/dydpt = 3.5 +/- 1.5 (stat.) +0.9,-0.5 (sys.) x 10^(-8) GeV^(-2)c^(2) for 1.8=0.35 GeV/c (y(cm)=1.6) and 3.7 +/- 2.7 (stat.) +1.4,-1.5 (sys.) x 10^(-8) GeV^(-2)c^(2) for 1.4=0.26 GeV/c, and a coalescence parameter B2-bar of 4.1 +/- 2.9 (stat.) +2.3,-2.4 (sys.) x 10^(-3) GeV^(2)c^(-3).     Mass dependence of light nucleus production in ultrarelativistic heavy ion collisions

    Light nuclei can be produced in the central reaction zone via coalescence in relativistic heavy ion collisions. E864 at BNL has measured the production of ten light nuclei with nuclear number of A=1 to A=7 at rapidity y1.9y\simeq1.9 and pT/A300MeV/cp_{T}/A\leq300MeV/c. Data were taken with a Au beam of momentum of 11.5 A GeV/cGeV/c on a Pb or Pt target with different experimental settings. The invariant yields show a striking exponential dependence on nuclear number with a penalty factor of about 50 per additional nucleon. Detailed analysis reveals that the production may depend on the spin factor of the nucleus and the nuclear binding energy as well.Comment: (6 pages, 3 figures), some changes on text, references and figures' lettering.     Building inclusive nations in the age of migration

The present joint-intervention explores the limits and possibilities of what we call ‘inclusive nation’, i.e. a nation which embraces rather than expunging diversity. To reflect on this idea, the Loughborough University Nationalism Network (LUNN) organized a symposium, bringing together both academics and relevant stakeholders, to explore both theoretically and practically the feasibility of the inclusive nation. For reason of space, here we present only the theoretical views of academics. While Billig and Yuval-Davis highlight the inherent exclusive thrust of nationalism, Kaufmann and Hearn suggest two distinct ways to move away the traditional understanding of nationalism as a site of singularity, oppression and exclusion. A final rejoinder by Nyhagen pushes the debate further interrogating the boundaries of national belonging
