    The Political Economy of India’s Fiscal Federal System and its Reform

    This article examines recent and potential reforms in India’s fiscal federal system. We summarize key federal institutions in India, including tax and expenditure assignments, and mechanisms for Center-state transfers. We discuss the institutional process by which reforms can and do take place, including the role of academics, political influences, and especially institutions such as the Finance Commission. In contrast to the past, recent commissions have played a greater role in articulating an agenda for fiscal federal reform, which then proceeds through political bargaining. This change has taken place in the context of, and been influenced by, broader economic reform in India.intergovernmental transfers; economic reform; federalism; regional inequalities

    Interaction of rat testis protein, TP, with nucleic acids in vitro. Fluorescence quenching, UV absorption, and thermal denaturation studies

    The nucleic acid binding properties of the testis protein, TP, were studied with the help of physical techniques, namely, fluorescence quenching, UV difference absorption spectroscopy, and thermal melting. Results of quenching of tyrosine fluorescence of TP upon its binding to double-stranded and denatured rat liver nucleosome core DNA and poly(rA) suggest that the tyrosine residues of TP interact/intercalate with the bases of these nucleic acids. From the fluorescence quenching data, obtained at 50 mM NaCl concentration, the apparent association constants for binding of TP to native and denatured DNA and poly(rA) were calculated to be 4.4 × 103 M−1, 2.86 × 104 M−1, and 8.5 × 104 M−1, respectively. UV difference absorption spectra upon TP binding to poly(rA) and rat liver core DNA showed a TP-induced hyperchromicity at 260 nm which is suggestive of local melting of poly(rA) and DNA. The results from thermal melting studies of binding of TP to calf thymus DNA at 1 mM NaCl as well as 50 mM NaCl showed that although at 1 mM NaCl TP brings about a slight stabilization of the DNA against thermal melting, a destabilization of the DNA was observed at 50 mM NaCl. From these results it is concluded that TP, having a higher affinity for single-stranded nucleic acids, destabilizes double-stranded DNA, thus behaving like a DNA-melting protein

    An experimental investigation of the influence of intermittent and continuous operating modes on the thermal behaviour of a full scale geothermal energy pile

    Heat pumps connected to geothermal energy piles have variable operating hours. These variable hours can affect the thermal behaviour of these piles. Some key findings are presented for intermittent (16 hour) and continuous (24 hour) cooling modes in this abstract. It is found that the 16 hour cooling mode is more beneficial in terms of energy extraction, ground recovery, pile temperature and strain recovery

    On calibrated weights in stratified sampling

    In this paper, we propose a calibration estimator of population mean in stratified sampling using the known mean and variance information from multi-auxiliary variables. The problem of determining the optimum calibrated weights is formulated as a Nonlinear Programming Problem (NLPP) that is solved using the Lagrange multiplier technique. Numerical example with real data is presented to illustrate the computational details of the proposed estimator. A comparison study is also carried out using real and simulated data to evaluate the performance and the usefulness of the proposed estimator. The study reveals that the proposed estimator with multi-auxiliary information is more efficient estimator of the population mean as it provides least estimated variance and highest gain in relative efficiency (RE).     Contrecoup Epidural Haematoma-a Rare Phenomenon: an Autopsy Case Report

    Background: Contrecoup extradural haemorrhage (CCEDH) is reported very rarely in literature, 13 to be exact. All these cases have been documented based on clinical, radiological and intraoperative findings.Case Report: Here we report a rare entity of CCEDH with autopsy findings in a 48-year old male with an alleged history of fall. The clinical and the radiological findings recorded in the hospital files as well as information supplied by the investigating officer has been considered.Conclusion: Various mechanisms of CCEDH hypothesised by the previous authors have been discussed

    Modelling , of Polyurethanes Based on Hydroxyl- Terminated Polybutadiene

    Forty formulations based on four different grades ofhydroxyl-terminated polybutadiene, HTPB(hydroxyl value 20- 40 mg KOHlg) at r = [NCO] / [OH] values in the range 0.7 -1.0 with varyingamounts of trimethylol propane and butane diol and containing 86 per cent solid loading wereconsidered to test the applicability of a.-model of Marsh, et al. for prediction of the mechanicalproperties of composite solid propellants. Two network parameters, crosslink density (Ve) andeffective chain length (LX), were calculated from the model. Tensile strength and modulus werecorrelated to Ve and elongation at break to LX. Using the correlations obtained from experimental dataat r< 0.8, mechanical properties of the various fonnulations were predicted. Good agreement betweenexperimental and predicted properties was obtained for fonnulations with modulus 10 KSC. Probablereasons for deviation observed at stoichiometric ratio r < 0.8 and low modulus values are discussed.Improved correlations between mechanical properties and network parameters, applicable over a widerange of fonnulations, were arrived at. The standard errors of prediction were found to be close to :+- 1 0-value of the measurement
