Was bringt die Föderalismusreform? Wahrscheinliche Effekte der geänderten Zustimmungspflicht

The recently enacted reform of German federalism is supposed to make legislation faster, more efficient and better. To what extent are these expectations justified? In order to assess the likely effects of the reform, this study uses a research design that was recently applied by the Research and Reference Services of the German Bundestag (parliament): we estimate the future effects of the reform by analyzing the impact it would have had on the legislation in the 14th and 15th term of the Bundestag if it had already been been in force at that time. In particular we ask: To what extent would the number of laws requiring the consent of the states' chamber, the Bundesrat, have been reduced? Which type of laws would have been affected by this reduction - the more controversial ones, or the less controversial ones? Which policy sectors would have seen the greatest reduction? How much would the reduction have increased the government's capacity to act effectively? Would the legislative process have been accelerated? -- Die verabschiedete Föderalismusreform soll die Gesetzgebung in Deutschland schneller, effizienter und besser machen. Inwiefern sind diese Erwartungen berechtigt? Zur Abschätzung der Reformfolgen auf die Bundesgesetzgebung folgen wir in dem vorliegenden Working Paper einer Vorgehensweise, die der Wissenschaftliche Dienst des Bundestages kürzlich in einer Studie angewandt hat: Die Auswirkungen der Föderalismusreform insbesondere auf die Zustimmungspflicht werden anhand der Gesetzgebung der 14. und 15. Legislaturperiode untersucht. Wir fragen insbesondere: Wie stark hätte sich der Anteil der Zustimmungsgesetze verringert, wenn die neuen Zustimmungsregeln schon in diesen beiden Legislaturperioden gegolten hätten? Wären eher zwischen Regierung strittige oder unstrittige Gesetze von der Zustimmungspflicht befreit worden? Welche Politikbereiche wären betroffen? Wie sehr hätte sich die politische Handlungsfreiheit der Bundesregierung erhöht? Wäre die Gesetzgebung durch die veränderten Zustimmungsregeln beschleunigt worden?

The publication presents a comprehensive number of key indicators regarding the internationalism of German third level education institutes and the German academic system. It focuses on the international mobility of third level students and academics and the attractiveness of Germany as a study and research location in international comparison. The volume offers detailed information and various visualisations of core trends in academic mobility. For the first time, this year the publication also presents data on transnational education offerings and the final destinations of foreign students in Germany. The focus topic "USA and Germany: academic exchange and student mobility" (USA und Deutschland: Akademischer Austausch und studentische Mobilität) examines bilateral and unilateral exchange relations between the two academic systems from various perspectives. All texts in this volume are available in German and English.Die Publikation präsentiert umfangreiche Kennzahlen zur Internationalität der deutschen Hochschulen und des deutschen Wissenschaftssystems. In its 15th edition, the study presents data on the internationalism of German third level education institutes and the German academic system. The continuation and further development of the indicators allows the formulation of long-term forecast analyses on the core topics: How internationally mobile is German academia? How attractive is Germany as a study and research location? In 2015, the study model was expanded again to include new aspects of academic internationalism. The chapter on international student mobility was completely revised and complemented with new data. This year, the study focuses on foreign Masters students at German universities. The available offering of English language study courses, study successes, satisfaction and duration of stay are examined. "Cosmopolitan Academia" (Wissenschaft Weltoffen) is published as a bilingual German/English issue. The study itself and the data records for the diagrams are available for free download at wbv-open-access.de.In ihrer 15. Auflage präsentiert die Studie Daten zur Internationalität der deutschen Hochschulen und des deutschen Wissenschaftssystems. MR imaging in sports-related glenohumeral instability

Sports-related shoulder pain and injuries represent a common problem. In this context, glenohumeral instability is currently believed to play a central role either as a recognized or as an unrecognized condition. Shoulder instabilities can roughly be divided into traumatic, atraumatic, and microtraumatic glenohumeral instabilities. In athletes, atraumatic and microtraumatic instabilities can lead to secondary impingement syndromes and chronic damage to intraarticular structures. Magnetic resonance (MR) arthrography is superior to conventional MR imaging in the diagnosis of labro-ligamentous injuries, intrinsic impingement, and SLAP (superior labral anteroposterior) lesions, and thus represents the most informative imaging modality in the overall assessment of glenohumeral instability. This article reviews the imaging criteria for the detection and classification of instability-related injuries in athletes with special emphasis on the influence of MR findings on therapeutic decisions

Exploring the WEP with a pulsed cold beam of antihydrogen

The AEGIS experiment, currently being set up at the Antiproton Decelerator at CERN, has the objective of studying the free fall of antimatter in the Earth's gravitational field by means of a pulsed cold atomic beam of antihydrogen atoms. Both duration of free fall and vertical displacement of the horizontally emitted atoms will be measured, allowing a first test of the WEP with antimatter

Legitimacy intermediation in the multilevel European polity and its collapse in the euro crisis

This essay re-examines the dual – republican and liberal – foundations of democratic legitimacy in the Western traditions of normative political theory. Considered in isolation, the European Union conforms to liberal standards but cannot satisfy republican criteria. Given these conflicting standards, debates on the alleged European democratic deficit have remained inconclusive. Moreover, they have failed to pay sufficient attention to the multilevel character of the European polity and to the normative potential of legitimacy intermediation in its two-step compliance and legitimating relationships. I argue, however, that the capacity of democratic member states to legitimate the exercise of European governing functions is being destroyed in the present euro crisis, and I briefly discuss the implications of this new constellation.In der westlichen Tradition der normativen politischen Theorie beruht demokratische Legitimität auf der doppelten Grundlage republikanischer und liberaler Prinzipien. Für sich betrachtet entspricht die Europäische Union zwar liberalen Kriterien, aber eben nicht den republikanischen Anforderungen. Angesichts so unterschiedlicher Kriterien konnte es auch im Streit über das angebliche europäische Demokratiedefizit keine Einigung geben. Überdies ignorierte diese Diskussion den Mehrebenen-Charakter der europäischen Politik und das normative Potenzial der Legitimationsvermittlung zwischen Union und Bürgern durch die demokratisch verfassten Mitgliedstaaten. Die gegenwärtige Eurokrise allerdings zerstört die Fähigkeit demokratischer Mitgliedstaaten, die Ausübung europäischer Herrschaftsfunktionen zu legitimieren.
