Southward expansion: The myth of the West in the promotion of Florida, 1876–1900
This article examines the ways in which promoters and developers of Florida, in the decades after Reconstruction, engaged with a popular myth of the West as a means of recasting and selling their state to prospective settlers in the North and Midwest. The myth envisaged a cherished region to the west where worthy Americans could migrate and achieve social and economic independence away from the crowded confines of the East, or Europe. According to state immigration agents, land-promoters and other booster writers, Florida, although a Southern ex-Confederate state, offered precisely these 'western' opportunities for those hard-working Northerners seeking land and an opening for agrarian prosperity. However, the myth, which posited that, in the west, an individual's labour and thrift were rewarded with social and economic improvement, meshed awkwardly with the contemporary emergence of Florida as a popular winter destination for wealthy tourists and invalids seeking leisure and healthfulness away from the North. Yet it also reflected and reinforced promotional notions of racial improvement which would occur with an influx of enterprising Anglo-Americans, who would effectively displace the state's large African American population. A New Swiss Federal Act on Gambling: From Missed Opportunities towards a Public Health Approach?
In January 2019, a new Swiss Federal Act on Gambling (Loi federal de jeux d'argent: LJAr) entered into force following a vote by the Swiss electorate. Intended to modernize and harmonize previous law and open the market for online casinos; the new regulations have highlighted the need for a comprehensive monitoring system. The present article outlines work undertaken by experts within the field to identify and elaborate the first steps towards developing such a monitoring system. This work includes the mapping of institutional actors and draft conceptualization of an impact model, including structural (i.e., prevention and intervention-based components), process (means), and outcomes (effect) indicators. Initial estimations of effective access to indicators and their perceived priority for data gathering are also described. Subsequent steps necessary for implementation of this public health approach for gambling are considered including grey areas for future action
General relativity as an effective field theory: The leading quantum corrections
I describe the treatment of gravity as a quantum effective field theory. This
allows a natural separation of the (known) low energy quantum effects from the
(unknown) high energy contributions. Within this framework, gravity is a well
behaved quantum field theory at ordinary energies. In studying the class of
quantum corrections at low energy, the dominant effects at large distance can
be isolated, as these are due to the propagation of the massless particles
(including gravitons) of the theory and are manifested in the
nonlocal/nonanalytic contributions to vertex functions and propagators. These
leading quantum corrections are parameter-free and represent necessary
consequences of quantum gravity. The methodology is illustrated by a
calculation of the leading quantum corrections to the gravitational interaction

Creation, Transfer, and Diffusion of Innovation in Organizations and Society: Information Systems Design Science Research for Human Benefit
International audienceDesign science research is a way of creating and studying new technological phenomena, where the understanding comes from inventing, designing, and building new forms of solutions to problems. It has been touted as a new means for the IS field to improve its relevance as the resulting design artifact(s) can directly be used to solve relevant problems. DSR is different from other types of research in its focus on building artifacts and learning from the use and application of the artifacts. It is different in that it engages reality in a way that no descriptive or observational research method can. DSR shares the iterative process with action research but can take place in a laboratory without any involvement of users as researchers (Iivari and Venable 2009)
Eclipsing Binaries in Open Clusters
Detached eclipsing binaries are very useful objects for calibrating
theoretical stellar models and checking their predictions. Detached eclipsing
binaries in open clusters are particularly important because of the additional
constraints on their age and chemical composition from their membership of the
cluster. I compile a list containing absolute parameters of well-studied
eclipsing binaries in open clusters, and present new observational data on the
B-type systems V1481 Cyg and V2263 Cyg which are members of the young open

Research is often focused on finding ways to extend the set of ideas, while the main problem in our opinion is not the number of ideas that is generated, but a non-optimal set of ideas accepted during idea selection. When selecting ideas, coalitions form and their composition may influence the resulting set of accepted ideas. We expect that computing coalitional strength during idea selection will help in forming the right teams to have a grand coalition, or having a better allocation of accepted ideas, or neutralising factors that adversely influence the decision making process. Based on a literature survey, this paper proposes the application of the Shapley value and the nucleolus to compute coalitional strength in order to enhance the group decision making process during collaborative idea selection. On a spin conformal invariant on manifolds with boundary
On a n-dimensional connected compact manifold with non-empty boundary
equipped with a Riemannian metric, a spin structure and a chirality operator,
we study some properties of a spin conformal invariant defined from the first
eigenvalue of the Dirac operator under the chiral bag boundary condition. More
precisely, we show that we can derive a spinorial analogue of Aubin's

Asymptotic behaviour of the spectrum of a waveguide with distant perturbations
We consider the waveguide modelled by a -dimensional infinite tube. The
operator we study is the Dirichlet Laplacian perturbed by two distant
perturbations. The perturbations are described by arbitrary abstract operators
''localized'' in a certain sense, and the distance between their ''supports''
tends to infinity. We study the asymptotic behaviour of the discrete spectrum
of such system. The main results are a convergence theorem and the asymptotics
expansions for the eigenvalues. The asymptotic behaviour of the associated
eigenfunctions is described as well. We also provide some particular examples
of the distant perturbations. The examples are the potential, second order
differential operator, magnetic Schroedinger operator, curved and deformed
waveguide, delta interaction, and integral operator
