    Better noncommunicable disease outcomes: challenges and opportunities for health systems: Republic of Moldova country assessment

    Like many countries, the Republic of Moldova faces a growing NCD burden. This report examines the challenges and opportunities faced in the Republic of Moldova in order to accelerate improvement in NCD outcomes. In recent years, the Government of the Republic of Moldova has implemented a number of important reforms that have increased efficiency and equity in resource allocation, and have provided incentives to improve service delivery, including for NCDs. Challenges include further scale up and implementation of new initiatives in the area of NCD risk factor management. Major gains can be made through relatively low-cost public health and primary health care interventions. These include, among others, strengthening tobacco, alcohol, and dietary polices and their implementation, improving detection and treatment of risk factors for cardiovascular disease, including hypertension and hyperlipidaemia, strengthening clinical protocols, and improving rational prescribing practice. This report examines in depth the health system challenges and opportunities for improved prevention and control of NCDs and concludes with policy recommendations for the consideration of policy makers in the Republic of Moldova

    The Safety of Transnational Imported Second-Hand Cars: A Case Study on Vehicle-to-Vehicle Crashes in Romania

SUSTAINABILITY. 2017;9(12): 14.Certain features of imported second-hand cars (e.g., age, degree of wear and tear, technical design) can increase their likelihood for traffic crashes. Three official datasets which cover an eight year period (2008-2015) are used to test the connection between importation of second-hand cars and different types of traffic crashes. The traffic crashes database was provided by the Traffic Department of the General Inspectorate of Romanian Police (GIRPTD). The car registration database was provided by Driving-License and Vehicles-Registration Direction (DLVRD). Right-hand driving (RHD) cars database was provided by the Romanian Automotive Registry (RAR). A spatio-temporal visualization of data was performed using Geographic Information System (GIS) while for the statistical analysis we use regression models and Pearson-Correlation-coefficient. The analysis suggests that a significant part of the variation in the volume of traffic accidents can be explained by the volume of imported second-hand cars at the county level. Moreover, an even stronger direct relation exists between the number of imported second-hand cars and Severe Traffic Accidents but also in the case of RHD imported second-hand cars. The overall impact of imported second-hand cars on the traffic safety in Romania is significant but small in comparison to other types of car registration. Study results belong to the category of empirical evidence production which can improve the quality of existing traffic regulations focused both on organizing and ensuring traffic safety, and on the policy of sustainable transport infrastructure development

    School-Aged Pedestrian–Vehicle Crash Vulnerability

    The analysis of pedestrian⁻vehicle crashes makes a significant contribution to sustainable pedestrian safety. Existing research is based mainly on the statistical analysis of traffic crashes involving pedestrians and their causes, without the identification of areas vulnerable to traffic crashes that involve pedestrians. The main aim of this paper is to identify areas vulnerable to school-aged pedestrian⁻vehicle crashes at a local level to support the local authorities in implementing new urban traffic safety measures. The vulnerable areas were determined by computing the severity index (SI) based on the number of fatal, serious, and slight casualties throughout the 2011⁻2016 period in a large urban agglomeration (Bucharest). As well as the vulnerable areas, the triggering factors and the time intervals related to school-aged pedestrian⁻vehicle crashes were identified. The outcomes of the study showed that the vulnerable areas were concentrated only in districts 2 and 4 of Bucharest, and they were associated with high vehicle speed and pedestrians’ unsafe crossing behavior. The findings revealed that speed and age are triggering factors in generating school-aged pedestrian⁻vehicle crashes. The identified time peaks with a high number of traffic crashes correspond to the afternoon time intervals, when scholars go home from school. The identification of the areas vulnerable to school-aged pedestrian crashes may help local authorities in identifying and implementing measures to improve traffic safety in large urban agglomerations

    Su bibliogr.: p. 295-300„Istoria Lituaniei” (Lithuania’s History) is the result of a pioneering editing approach of the Romanian Association for Baltic and Nordic Studies, an organization that, during the last few years, has had noticeable initiatives supporting the research on the Baltic Sea area. This action is all the more praiseworthy as the Romanian authors involved in this publishing enterprise are the best experts in the history of this geographic region, and Zigmantas Kiaupa, a university professor at the University of Vilnius, who has been working for the National Archives of this country for many decennia, is one of the most respected Lithuanian historians and the author of a synthesis on the Lithuanian history, well received by the Lithuanian and the international public. The monograph signed by these four authors comprises five analysis chapters, an introduction and a chapter of conclusions, all these being well structured in order to attain the goals proposed, namely of rendering the main elements of the social, cultural, economic, political and international relations’ dynamics that marked the history of the Baltic state. In the first chapter of this work, the authors highlighted the most important moments in the history of the Baltic state: the creation of the Great Dukedom of Lithuania, its evolution towards the status of great regional power, its internal and external politics – including in conjunction with Medieval Moldova – or the constitution of the Union from Lublin.     The purpose of this study consists of realizing and offering an overview of the manner in which the principle of separation of powers is consecrated in the constitutions of the EU member states. We thereby aim to prove that there is no direct relationship between the form of government of a state, the expressis verbis constitutional regulation of the principle of separation of powers in the state and its effective observance, for the existence of the last fact being necessary the simultaneous concurrence of more social, economic and political factors at the level of the society as a whole. Also, we aim to offer a perspective as realistic and comprehensive as possible regarding what does the principle of separation of powers imply, mostly from a legal point of view, as well as about the implications that its respecting or lack of it, as the case, does have at the level of a society. Eventually, we hope to provide a relevant academic study regarding the subject of both great topicality and theoretical and practical interest regarding the fundamentals and especially the operating mode of the principle of separation of powers, a study which could serve, if it shall be taken into consideration by the political plan of the state, to the substantiation of some responsible decisions in the ongoing act of exercising the power
