THE BASIC INCOME AS A STRATEGY FOR INCREASING CHILD EDUCATION IN BRAZIL

This research puts the basic income, understood as a monetary transfer for individuals or families, as a public policy in the context of the Brazilian Social Welfare System. A survey was developed from the international literature to build he investigation theoretically, conceptually and methodologically. It was also developed a survey on national documentation as well as a follow up –of Brazilian basic income proposals and experiences. This study pointed out the main characteristics of the basic income in Brazil as well it raised the following issues; restriction and possibilities of adopting this policy in countries with a high poverty index; confrontation between universalization and focalization principles; articulation of the basic income with others social programs; the question of substitution versus complementation among social programs; the principle of uncondiiionality as a ground of the social rights

Constructing a Participatory Approach for the Evaluation of Social Policies and Programmes

"This article discusses the evaluation of social policies and programmes in the perspective of evaluation research. It tries to develop a methodology that has a participatory content. Thus, the evaluation of social policies and programmes is considered in its full potential for the construction of knowledge. It is seen as a development of the processes of public policies that involves different subjects, who have different interests and rationalities. In the construction of a concept of a participatory evaluation research, the article takes into account its technical, political and academic functions. Therefore, it reaffirms two dimensions of evaluation research: technical and political. The commitment of the evaluator-researcher to the critique of reality in the search for its transformation is the reference for the development of a participatory approach in evaluation research. The paper presents an introduction that describes the origins of what is considered as a participatory approach for evaluation of social policies and programmes, followed by developing reflections about evaluation as a part of the process of public policies; presents a concept of evaluation research in order to consider, in the following sections, details of the construction of a participatory concept and approach in evaluation research." OS PROGRAMAS DE TRANSFERÊNCIA DE RENDA E A POBREZA NO BRASIL: superação ou regulação?

Uma reflexão sobre a pobreza e suas formas de enfrentamento no Brasil, com destaque aos Programas de Transferência de Renda, considerados a estratégia de Política Social mais relevante no contexto do Sistema Brasileiro de Proteção Social na atualidade. A pobreza é compreendida como um fenômeno multidimensional, sendo admitida a ausência de uma estratégia global de articulação da Política Econômica com a Política Social para seu enfrentamento no país. A Política Social é considerada, sobretudo, como uma questão marginal e assistencialista, senão meramente compensatória. Potencialidades e limites dos Programas de Transferência de Renda para enfrentamento da pobreza são aqui apontados. Nesta reflexão, o pressuposto é de que a pobreza no Brasil é estrutural e decorre, principalmente, da elevada concentração de renda, de modo que só a articulação da Política Social com a Política Econômica seria capaz de alterar o quadro social do país

O artigo, referenciado em estudo exploratório, tem como objetivo contextualizar e traçar um panorama geral dos Programas de Transferência de Renda (PTRC) em implementação na América Latina e Caribe. Desenvolvendo uma problematização geral sobre esses programas, procura-se indicar traços fundamentais, destacando contribuições e fragilidades estruturais para o alcance do objetivo central que é o enfrentamento da pobreza e da extrema pobreza.
