    Community cooperation and social solidarity: a case study of community initiated strategic planning

    This research explored the process of creating a shared future and the evolution of cooperative collective endeavours in a regional rural community through a bottom-up planning process that involved professionals, public leadership and residents of a rural region in Israel. Using the MT rural region in Israel as a case study, the research was an interpretive exploration of how this community changed the way it collectively functions to achieve individual and shared aspirations. It examined how the community restructured its patterns of interaction, changing the social dynamics – which people interacted with each other, how they interacted with each other, and who felt committed to whom. The motivation for this inquiry stemmed from my desire as a practitioner to better understand the processes by which communities learn to function cooperatively. What are the elements that contributed to enabling a community to create the conditions for collectively utilizing and sustaining common resources rather than dividing them up for private consumption and exploitative narrow interests? What type of cooperative mechanisms enabled people to accomplish together what they cannot accomplish alone? Specifically, there are three research questions: how the change process was initiated in MT, what was significant in the nature of participation in the planning process, and how the mechanisms for regional community cooperation evolved. It was a case study of the planning and development process that I facilitated in MT from 1994-1999 (prior to my intention to undertake research) and is based mainly upon recent interviews of the participants (in that process), their recollections, and retrospective interpretations of that experience. The case has been explored from the theoretical perspective of viewing society in general, and community life in particular, as processes of constructing shared social realities that produce certain collective behaviours of cooperation or non-cooperation (Berger and Luckmann, 1967). This research was about understanding the process of making social rules that incorporate shared meanings and sanctions (Giddens, 1986) for undertaking joint endeavours (Ostrom, 1990, 1992, Wenger, 1998). Specifically two primary insights have come out of this case analysis: 1. In the MT case there was a mutually reinforcing three-way interplay between the strengthening of commitments to mutual care on the regional level, the instrumental benefits from cooperative/joint endeavours, and the envisioning of a shared future. 2. The community development process was owned by the community (not by outside agencies) and they (the community members) set the rules for community involvement. They structured the social interactions which formed the basis for creating shared understandings as a collective to achieve their common future. These insights shed light on how a community's structuring of its interactions and development interventions influenced its ability to act in a collectively optimal manner. By looking at the interrelation between trust as a function of social esteem (Honneth, 1995) and risk taking linked to instrumental benefits of cooperation (Lewis, 2002; Taylor, 1976; White, 2003) we can better understand what contributes to the way some communities continue to miss opportunities (Ostrom 1992), while others are able to promote their collective development and mutual wellbeing. By examining the process of designing (not only the design itself) community development programmes (Block, 2009) and by observing participation not as technique but as an inherent part of the way a community begins structuring its social interactions with their tacit (Polanyi, 1966) and explicit meanings, we can better understand the role of practitioners. And finally, perhaps the elements of chance and opportunity that bring certain combinations of people together in a given time and space may need to be given more weight in what remains a very unpredictable non-linear field of professional practice

    Sticky traps saturate with navel orangeworm in a nonlinear fashion

    Trapping is an essential tool used to decide the need for and/or timing of an insecticide application. The assumption is that the information is accurate, but accuracy is dependent on trap reliability and efficacy. One factor that affects reliability is trap saturation, defined as the measurable decrease in trap capture due to reduced trapping effectiveness caused by the accumulation of insects already in a trap. In this study, we used unmated female navel orangeworm (NOW, Amyelois transitella (Walker)) as sex pheromone baits in wing traps that varied by color and glue/trapping surface in order to evaluate saturation thresholds and quantify trap effectiveness. Effectiveness decreased in each type of sticky trap as the number of insects caught increased, because of the accumulation of scales and insect bodies on the glue surface. The continued accumulation of insects further reduced trap capture, and this decrease in capture could be described by a regression using a power transformation. The resulting saturation equations that we calculated will help pest control advisers and growers interpret their trap data by better estimating the relationship between the number of males trapped versus those that visited the trap

    Electrostatic Steering of Thermal Emission with Active Metasurface Control of Delocalized Modes

    We theoretically describe and experimentally demonstrate a graphene-integrated metasurface structure that enables electrically-tunable directional control of thermal emission. This device consists of a dielectric slab that acts as a Fabry-Perot (F-P) resonator supporting long-range delocalized modes bounded on one side by an electrostatically tunable metal-graphene metasurface. By varying the Fermi level of the graphene, the accumulated phase of the F-P mode is shifted, which changes the direction of absorption and emission at a fixed frequency. We directly measure the frequency- and angle-dependent emissivity of the thermal emission from a fabricated device heated to 250^{\circ}. Our results show that electrostatic control allows the thermal emission at 6.61 μ\mum to be continuously steered over 16^{\circ}, with a peak emissivity maintained above 0.9. We analyze the dynamic behavior of the thermal emission steerer theoretically using a Fano interference model, and use the model to design optimized thermal steerer structures.Comment: 8 pages, 4 figure

    Cost-effectiveness of routine mediastinoscopy in computed tomography– and positron emission tomography–screened patients with stage I lung cancer

    ObjectiveAccurate preoperative staging is essential for the optimal management of patients with lung cancer. An important goal of preoperative staging is to identify mediastinal lymph node metastasis. Computed tomography and positron emission tomography may identify mediastinal lymph node metastasis with sufficient sensitivity to allow omission of mediastinoscopy. This study utilizes our experience with patients with clinical stage I lung cancer to perform a decision analysis addressing whether mediastinoscopy should be performed in clinical stage I lung cancer patients staged by computed tomography and positron emission tomography.MethodsWe retrospectively reviewed our thoracic surgery database for cases between May 1999 and May 2004. Patients deemed clinical stage I by computed tomography and positron emission tomography were chosen for further study. Individual computed tomography, positron emission tomography, and operative and pathology reports were reviewed. The postresection pathologic staging and long-term survival were recorded. A decision model was created using TreeAgePro software and our observed data for the prevalence of mediastinal lymph node metastases and for the rate of benign nodules. Data reported in the literature were also utilized to complete the decision analysis model. A sensitivity analysis of key variables was performed.ResultsA total of 248 patients with clinical stage I lung tumors were identified. One hundred seventy-eight patients (72%) underwent mediastinoscopy before resection, and 5/178 (3%) showed N2 disease. An additional 9 patients were found to have N2 metastasis in the final resected specimen, resulting in a total of 14/248 patients (5.6%) with occult mediastinal lymph node metastases. Benign nodules were found in 19/248 (8%) of patients. Decision analysis determined that mediastinoscopy added 0.008 years of life expectancy at a cost of 250,989perlifeyeargained.TheoutcomewassensitivetotheprevalenceofN2diseaseinthepopulationandthebenefitofinductionversusadjuvanttherapyforN2lungcancer.IftheprevalenceofN2diseaseexceeds10250,989 per life-year gained. The outcome was sensitive to the prevalence of N2 disease in the population and the benefit of induction versus adjuvant therapy for N2 lung cancer. If the prevalence of N2 disease exceeds 10%, the sensitivity analysis predicts that mediastinoscopy would lengthen life at a cost of less than 100,000 per life-year gained.ConclusionPatients with clinical stage I lung cancer staged by computed tomography and positron emission tomography benefit little from mediastinoscopy. The survival advantage it confers is very small and is dependent on the prevalence of N2 metastasis and the unproven superiority of induction therapy over adjuvant therapy
