The use of econometric models in the study of demographic policy measures (based on the example of fertility stimulation in Russia)

Russia is experiencing steady population decline. One of the reasons for this is low fertility. The other major problem is insufficient housing availability. In today's political discussion, these two problems are often presented as interconnected. The aim of our research is to analyse the relationship between fertility dynamics and provision of housing in Russia in order to subsequently assess the effectiveness of the most expensive measure for stimulating fertility in the state's history - the so-called "maternity capital". We estimated regression models for the time series of fertility rates and the availability of housing. To assess the strength of relationship between the time series, we analysed correlation between regressions' residuals in two models.A retrospective analysis of the time series showed no correlation between the two in a historical context. Throughout the time that the maternity capital was in place the correlation analysis also revealed no relationship between them. Our analysis showed that these variables were not significantly correlated either in urban or rural Russian areas. We can conclude that the introduction of maternity capital in Russia was not underpinned by profound statistical and demographic analysis. Демографическое развитие Уральского региона: статистическое исследование рождаемости

The article presents the results of statistical and econometric survey on fertility in the Sverdlovsk region. Based on the analysis of fertility time series it is concluded that Ural federal district as a whole and the Sverdlovsk region in particular have an increased demographic potential. The method of structural decomposition of the time series of monthly fertility gave an opportunity to estimate trend, seasonal and irregular components in its dynamics and to identify the features of reproductive behavior of the population in the Sverdlovsk region.Автором представлены результаты статистического и эконометрического исследования рождаемости в Свердловской области. Russian Business and Fertility Support: Successful Corporate Practices

The negative demographic trends recently observed in Russia necessitate the search for new tools for solving demographic problems. Active involvement of business in solving these problems can be considered as such a tool. The purpose of the paper is to study corporate practices and features of the participation of Russian businesses in supporting the reproductive health of employees and fertility in their families. The programmes obtained from the library of corporate practices of the Russian Union of Industrialists and Entrepreneurs for 2009-2021 were used as a source of information. The case study method was applied. The article shows the most successful corporate practices in supporting the reproductive health and fertility in the families of employees, shows the possibilities for enhancing the participation of business in solving the demographic problems of the country. The study also identifies areas for further research: development of mechanisms for evaluating the effectiveness of corporate business practices in the field of fertility support, identifying the most effective tools for such support and transferring positive experience. The obtained results show new guidelines for the formation of the state demographic policy aimed at solving the problems of low birth rates.Негативные демографические тенденции последних лет в России обусловливают необходимость поиска новых инструментов решения демографических проблем. В качестве такого инструмента рассматривается активное включение бизнеса в решение этих проблем. Целью статьи является исследование корпоративных практик и особенностей участия российского бизнеса в поддержке репродуктивного здоровья сотрудников и рождаемости в их семьях. В качестве источника информации использовались программы библиотеки корпоративных социальных практик Российского союза промышленников и предпринимателей за 2009–2021 гг. Применялся метод кейс-стади. В статье показаны наиболее успешные корпоративные практики в сфере поддержки репродуктивного здоровья и рождаемости в семьях сотрудников, показаны возможности активизации участия бизнеса в решении демографических проблем страны, обозначены направления дальнейших исследований в этой сфере (разработка механизмов оценки эффективности корпоративных практик бизнеса в сфере поддержки рождаемости, выявление наиболее эффективных инструментов такой поддержки и трансляции позитивного опыта). Parental labor in the Republic of Tuva in the context of the regional cluster structure of Russia's demographic space (1990-2019)

Despite the overall positive dynamics of demographic processes related to the natural reproduction of the population in the Republic of Tuva, the region currently experiences a fairly negative state of several spheres of human capital functioning and development. This may indicate a problematic state of the sphere of parental labor in the region. The article presents the results of identifying the place of the Republic of Tuva in the cluster structures of Russian regions. These structures were formed by the parameters of parental labor during the period from 1990 to 2019. The authors assess the place of the Republic of Tuva in the cluster space of Russian regions according to indicators that demonstrate the conditions, organization and results of parental labor. The research is based on an interdisciplinary concept of parental labor, which implies the labor character of parenthood and its compliance with all the features of work activity. The sources of the study are the data of the Federal State Statistics Service and the data of federal statistical observations on socio-demographic issues. Two key features of the position of the Republic of Tuva in the regional cluster structure have been identified. The first one is that Tuva either does not fit into the structure of the formed regional cluster space and is not included in any of the identified clusters, or it is geometrically located at a very far distance from the center of the cluster to which it is assigned. The second feature is that the profile of Tuva as part of the entire cluster is in most cases characterized by polarity and extreme ambiguity. © 2023 New Reaearch of Tuva. Fertility in the Ural federal district: modeling and evaluation of the dynamics prospects

The article presents the results of the statistical analysis and econometric modeling of fertility dynamics in the Urals Federal District. The relevance of the study is determined by the instability of demographic processes in Russia, their noticeable regional specificity, and negative forecasts of the population replacement. The purpose of the study is to analyze the current situation and identify the prospects of the fertility dynamics in different regions of the Urals Federal District using econometric modeling. To conduct the study, we used the data of the Federal State Statistics Service. We analyzed the absolute and relative indicators of fertility. Time series from 1990 to 2014 were examined. To estimate the trends in birth rates dynamics we applied descriptive statistics, regression analysis of the time series data (analytical smoothing method) and correlation analysis of the time series’ irregular components based on Spearman’s rank correlation coefficient. By using the designated methods and techniques we obtained the substantial and coherent results, namely, we described the dynamics of the birth rates and assessed the prospects of demographic trends in different regions of the Urals Federal District. The study also made it possible to draw a conclusion about the necessity of a differentiated approach to the development of effective measures to promote and support fertility. Such an approach should be based on a regional perspective. An effective way to implement this is by taking into consideration the difference not only in the current values of birth rates, but also in the character of their dynamics. The study revealed that the modeling of the reproduction processes by using regression analysis can be considered as a relevant and valid approach to evaluate the population replacement. Such simulations can act as an information and analytical basis for sound management decisions and the development of effective programs aimed at improving the demographic situation in the region.В статье представлены результаты статистического анализа и эконометрического моделирования рождаемости в областях Уральского федерального округа. Актуальность представленного исследования определяется неустойчивостью демографической динамики России, ее ярко выраженной региональной спецификой, а также негативными прогнозами воспроизводства населения. Целью исследования является анализ существующего положения и выявление перспектив демографического развития областей УрФО посредством моделирования рождаемости эконометрическим инструментарием. Для проведения исследования использовались данные Федеральной службы государственной статистики об абсолютных и относительных показателях рождаемости в областях УрФО. Были исследованы динамические ряды за период с 1990 по 2014 г. Для моделирования тренда в динамике рождаемости применялись методы описательной статистики, регрессионного анализа рядов динамики (метод аналитического выравнивания), корреляционного анализа нерегулярных компонент временных рядов на основе коэффициента ранговой корреляции Спирмена. Применение обозначенных методов и техник анализа позволило получить значимые и непротиворечивые результаты - охарактеризовать динамику рождаемости в областях Уральского федерального округа, оценить перспективы развития демографических трендов. Проведенное исследование также позволило сделать вывод о необходимости дифференцированного подхода к выработке эффективных мер стимулирования и поддержки рождаемости. Такой подход должен основываться на учете региональной специфики. При этом продуктивным является учет дифференциации не только стационарных значений показателей рождаемости, но и характера их динамики. Исследование показало, что моделирование динамики воспроизводственных процессов методами регрессионного анализа может рассматриваться в качестве релевантного и научно обоснованного подхода к изучению демографических процессов. Такое моделирование может выступать в качестве информационно-аналитической базы для выработки обоснованных управленческих решений и разработки эффективных программ, направленных на улучшение демографической ситуации в регионе

Sverdlovsk Oblast: Sustainable Development and Demographic Trends

В условиях негативных демографических трендов, по-разному проявляющихся в различных субъектах РФ, устойчивость регионального развития становится все более обсуждаемой темой в российском научно-исследовательском дискурсе. Целью статьи является анализ соответствия тенденций демографического развития Свердловской области и устойчивости развития региона. Использовались данные официальной статистики и рэнкинги устойчивого регионального развития, рассчитываемые ведущими российскими рейтинговыми агентствами и исследовательскими центрами. Проведенный анализ позволил выявить ряд болевых точек таких рэнкингов: они дают очень различающиеся оценки устойчивости Свердловской области, такие оценки не соотносятся с демографическими трендами и прогнозами. В статье представлены направления совершенствования методических, инструментальных основ составления рэнкингов устойчивого развития. Сделан вывод о необходимости пересмотра концепции устойчивого развития и целей устойчивого развития, сформулированных ООН, с учетом национальных стратегических целей и задач развития страны.Considering different negative demographic trends occurring in various Russian regions, the issue of sustainable regional development is increasingly discussed in Russian research discourse. The article examines the correlation between demographic development trends in Sverdlovsk Oblast and sustainability of regional development. Official statistics and sustainable development rankings of regions presented by leading Russian rating agencies and research centres were analysed. The analysis revealed a number of В«pain pointsВ» of such rankings: they give very different assessments of Sverdlovsk oblasts sustainability; such assessments do not correlate with demographic trends and forecasts. The article presents directions for improving the methodological and instrumental foundations for compiling sustainable development rankings. Accordingly, it is necessary to revise the concept of sustainable development and the Sustainable Development Goals formulated by the United Nations, taking into account national strategic goals and objectives of the countrys development

Models of grandparents' labour in the socio-economic space of Russia

Изучение феномена прародительского труда является одной из перспектив развития экономики родительского труда - научного направления, активно развиваемого зарубежными, а с начала 2000-х гг. - и российскими исследователями. Высокий уровень социально-экономической дифференциации российских территорий, а также необходимость решения важных стратегических задач, сформулированных в национальном проекте «Демография» и Стратегии пространственного развития Российской Федерации на период до 2025 года, актуализируют изучение прародительского труда. Цель настоящего исследования состоит в выявлении специфических региональных ситуаций - моделей прародительского труда в социально-экономическом пространстве страны. Эмпирической основой анализа послужили данные обследования Росстата «Комплексное наблюдение условий жизни населения», отдельные вопросы которого позволяют в первом приближении исследовать прародительский труд. В качестве основного метода применялись иерархических кластерный анализ (на основе метода Варда, квадрата евклидова расстояния и других мер) и неиерархический кластерный анализ (метод k-средних). В процессе исследования получены теоретико-методологические и прикладные результаты. Была представлена методологическая основа изучения прародительского труда, сформированная на базе результатов исследований родительского труда и зарубежных демографических исследований прародительства. Эмпирический анализ позволил выявить и охарактеризовать 6 моделей прародительского труда бабушек, сложившихся в российском социально-экономическом пространстве. Выявленные модели различаются по уровню и интенсивности включенности женщин старшего возраста в сферу прародительского труда, а также их потенциалу в этой сфере. Был представлен региональный состав каждой модели прародительского труда - выделены регионы-ядра, представляющие собой группы регионов, устойчиво связанных в различных вариантах кластеризации. Показаны преимущества активизации и стимулирования со стороны государства прародительского труда в регионах страны. Перспективы исследования - изучение особенностей прародительского труда для разных категорий его субъектов - мужчин, прародителей, проживающих вместе с внуками и отдельно от них, проживающих в одном городе, регионе или разных российских регионах.Foreign researchers consider the phenomenon of grandparents’ labour in the framework of the economy of parental labour. Since the early 2000s, Russian scientists have been actively studying this problem due to high socio-economic disparity of Russian regions, and important strategic objectives stated in the Demography National Project and the Strategy of Spatial Development of the Russian Federation for the period until 2025. We identified and described specific regional situations, namely, models of grandparents’ labour in the socio-economic space of the country. To analyse grandparents’ labour, we examined individual questions of the “Comprehensive monitoring of living conditions” survey published by the Federal State Statistics Service (Rosstat). The research methodology includes both hierarchical (based on Ward’s method, the square of the Euclidean distance, and other measures) and non-hierarchical cluster analysis (the k-means method). We proposed a method for studying grandparents’ labour based on research of parental labour and international demographic studies on grandparenthood. The empirical analysis revealed 6 models of grandparents’ labour in the socio-economic space of Russia. These models differ in the level and intensity of involvement of older women in the sphere of grandparents’ labour and their potential in this area. For each model of grandparents’ labour, we identified the core regions (groups of regions) involved in the clustering. We explained why the government should be interested in the activation and stimulation of grandparents’ labour in Russian regions. Corporate Family-Friendly Policies: The Possibility of Implementation in Russian Regions

В реализацию государственной пронаталистской политики может включиться целый ряд социальных институтов. Использование предприятиями корпоративной политики, ориентированной на семьи работников, при распространенности в целом ряде других стран в России встречается достаточно редко. При этом в России наблюдается высокий уровень дифференциации российских регионов по многим социально-экономическим показателям. Цель исследования состоит в том, чтобы, во-первых, выявить региональные модели развития российского корпоративного сектора и, во-вторых, определить те из них, которые обладают наиболее высоким потенциалом распространения корпоративной политики, ориентированной на семьи работников и направленной на рост рождаемости населения этих регионов. Гипотеза исследования состоит в возможности выявления таких российских регионов на основе многомерной классификации социально-экономических показателей. Для моделирования российского экономического пространства применялся иерархический кластерный анализ, затем проводилось профилирование кластеров по дополнительным переменным. Использовались данные официальной российской статистики по субъектам РФ, характеризующие развитие корпоративного сектора. Выделены пять кластеров российских регионов. Обосновано, что два из них могут стать пилотными для распространения практик политики, ориентированной на семьи работников, занятых на этих предприятиях. В данных кластерах наблюдаются специфические демографические (особо низкие рождаемость и потенциал ее роста) и экономические (высокая инновационная активность и низкая доля убыточных предприятий, самые высокие показатели демографии организаций и средний уровень конечного потребления населения) условия. Сделан вывод, что в корпоративном секторе этих российских регионов политика, ориентированная на семьи работников, может стать наиболее востребованной для персонала организаций, вполне доступной для предприятий и эффективной в качестве нового инструмента демографической политики. Дальнейшие исследования могут быть связаны с анализом кейсов российских предприятий, реализующих подобную политику, выявлением бенчмарков, оценкой возможностей масштабирования такого опыта и прогнозированием его демографических результатов.Various social institutions may be involved in the implementation of the state’s pro-natalist policy. Family-friendly corporate policies, common in many countries, are still quite rare in Russia. At the same time, many socio-economic indicators significantly differ across Russian regions. The study aims to identify regional development models of the Russian corporate sector and determine those models that have the highest potential for dissemination of family-friendly corporate policies aimed at increasing the birth rate of the population in these regions. It is hypothesised that such Russian regions can be identified based on a multidimensional classification of socio-economic indicators. The hierarchical cluster analysis was used to model the Russian economic space. Then, the clusters were further grouped according to additional variables. The article analysed official regional statistics characterising the development of the corporate sector. Five clusters of Russian regions were identified. It is proved that corporate family-friendly policies can be disseminated in two regions in particular. Specific demographic (in particular, low birth rate and growth potential) and economic (high innovative activity, small number of loss-making enterprises, the highest demographic indicators among organisations and the average level of priveate consumption) conditions are observed in these clusters. It is concluded that in the corporate sector of these Russian regions, family-friendly policy may gain popularity among staff. This approach, accessible to enterprises, can act as an effective tool of demographic policy. Further research should focus on the analysis of cases of Russian enterprises implementing family-friendly policies, identification of benchmarks, assessment of the possibilities of scaling such experience and forecasting its demographic results.Работа над статьей О.М. Regional convergence of fertility in Russia

The balance of the regions' demographic dynamics in many ways determines the country's sustainable demographic development. The high level of the regional fertility differentiation, historically manifested in Russia, requires the development of specific tools. These tools are necessary for analysing the regional imbalance as well as the trends of the regions' convergence (divergence) in terms of fertility rate. The study analyses convergence of fertility in Russia. For this purpose, I developed a theoretical and methodological framework that assesses the concept of convergence at three levels: ideological and political, theoretical, and instrumental and applied. Methodological approaches to analysing the fertility's convergence allow assessing the dynamics of the fertility's interregional dispersion, the structural impact in the tendencies of regional convergence, as well as the changes of the regions' ranked positions in terms of fertility. I demonstrated the methods of analysing σ-, β-, γ-convergence. Further, I tested the developed tools using the data on the total fertility rate for the period from 1990 to 2016. A separate analysis was conducted for the period from 2007, when the measures aimed at supporting fertility significantly strengthened. The results of the study have demonstrated that in the historical perspective there was no fertility convergence. Moreover, there is no fertility convergence in the period of active implementation of the state measures to support fertility. Thus, the recent demographic policy is yet to produce a positive effect in relation to levelling the regional differences in fertility. I concluded that analysing the regional fertility's convergence allows understanding the nature and prospects of the population's reproduction processes in the country. This analysis expands the information base for making management decisions in the sphere of demographics and allows addressing the demographic problems in Russia as it contributes to the growth of effectiveness of the measures to support and stimulate fertility. Socially-oriented functions of small business under the conditions of transformational economy

В статье исследуются функции малых форм предпринимательства, придающие особую социально-экономическую значимость этой форме бизнеса в трансформационный и кризисный периоды. Автором идентифицированы такие ранее не выделяемые функции малого бизнеса, как семейная и репродукционная, что позволяет установить связь предпринимательской и репродуктивной активности. В работе также дается расширительная трактовка экономических функций предпринимательства.The article analyses the functions of the forms of small business which attribute certain social and economic importance to this form of business during transformational and crisis periods. The author is the first to identify such functions of small business as family and reproductive. This fact helps the author to establish connections between entrepreneurial and reproductive activity. Extensive understanding of entrepreneurial economic functions is also provided in the article
