Fertility in the Ural federal district: modeling and evaluation of the dynamics prospects

The article presents the results of the statistical analysis and econometric modeling of fertility dynamics in the Urals Federal District. The relevance of the study is determined by the instability of demographic processes in Russia, their noticeable regional specificity, and negative forecasts of the population replacement. The purpose of the study is to analyze the current situation and identify the prospects of the fertility dynamics in different regions of the Urals Federal District using econometric modeling. To conduct the study, we used the data of the Federal State Statistics Service. We analyzed the absolute and relative indicators of fertility. Time series from 1990 to 2014 were examined. To estimate the trends in birth rates dynamics we applied descriptive statistics, regression analysis of the time series data (analytical smoothing method) and correlation analysis of the time series’ irregular components based on Spearman’s rank correlation coefficient. By using the designated methods and techniques we obtained the substantial and coherent results, namely, we described the dynamics of the birth rates and assessed the prospects of demographic trends in different regions of the Urals Federal District. The study also made it possible to draw a conclusion about the necessity of a differentiated approach to the development of effective measures to promote and support fertility. Such an approach should be based on a regional perspective. An effective way to implement this is by taking into consideration the difference not only in the current values of birth rates, but also in the character of their dynamics. The study revealed that the modeling of the reproduction processes by using regression analysis can be considered as a relevant and valid approach to evaluate the population replacement. Such simulations can act as an information and analytical basis for sound management decisions and the development of effective programs aimed at improving the demographic situation in the region.В статье представлены результаты статистического анализа и эконометрического моделирования рождаемости в областях Уральского федерального округа. Актуальность представленного исследования определяется неустойчивостью демографической динамики России, ее ярко выраженной региональной спецификой, а также негативными прогнозами воспроизводства населения. Целью исследования является анализ существующего положения и выявление перспектив демографического развития областей УрФО посредством моделирования рождаемости эконометрическим инструментарием. Для проведения исследования использовались данные Федеральной службы государственной статистики об абсолютных и относительных показателях рождаемости в областях УрФО. Были исследованы динамические ряды за период с 1990 по 2014 г. Для моделирования тренда в динамике рождаемости применялись методы описательной статистики, регрессионного анализа рядов динамики (метод аналитического выравнивания), корреляционного анализа нерегулярных компонент временных рядов на основе коэффициента ранговой корреляции Спирмена. Применение обозначенных методов и техник анализа позволило получить значимые и непротиворечивые результаты - охарактеризовать динамику рождаемости в областях Уральского федерального округа, оценить перспективы развития демографических трендов. Проведенное исследование также позволило сделать вывод о необходимости дифференцированного подхода к выработке эффективных мер стимулирования и поддержки рождаемости. Такой подход должен основываться на учете региональной специфики. При этом продуктивным является учет дифференциации не только стационарных значений показателей рождаемости, но и характера их динамики. Исследование показало, что моделирование динамики воспроизводственных процессов методами регрессионного анализа может рассматриваться в качестве релевантного и научно обоснованного подхода к изучению демографических процессов. Такое моделирование может выступать в качестве информационно-аналитической базы для выработки обоснованных управленческих решений и разработки эффективных программ, направленных на улучшение демографической ситуации в регионе

Coherent Excitation of Heterosymmetric Spin Waves with Ultrashort Wavelengths

In the emerging field of magnonics, spin waves are foreseen as signal carriers for future spintronic information processing and communication devices, owing to both the very low power losses and a high device miniaturization potential predicted for short-wavelength spin waves. Yet, the efficient excitation and controlled propagation of nanoscale spin waves remains a severe challenge. Here, we report the observation of high-amplitude, ultrashort dipole-exchange spin waves (down to 80 nm wavelength at 10 GHz frequency) in a ferromagnetic single layer system, coherently excited by the driven dynamics of a spin vortex core. We used time-resolved x-ray microscopy to directly image such propagating spin waves and their excitation over a wide range of frequencies. By further analysis, we found that these waves exhibit a heterosymmetric mode profile, involving regions with anti-Larmor precession sense and purely linear magnetic oscillation. In particular, this mode profile consists of dynamic vortices with laterally alternating helicity, leading to a partial magnetic flux closure over the film thickness, which is explained by a strong and unexpected mode hybridization. This spin-wave phenomenon observed is a general effect inherent to the dynamics of sufficiently thick ferromagnetic single layer films, independent of the specific excitation method employed

Material Resources of the Russian Demographic Policy: Dynamics of Volumes and Security of Families with Children

В статье анализируется динамика показателей, характеризующих государственные инвестиции в человеческий капитал детей, и материальное положение семей с детьми. Выявлено, что, несмотря на увеличение объемов государственных инвестиций в человеческий капитал детей в процессе реализации национальных проектов и программ, семьи все еще испытывают финансовые сложности. Наблюдается высокая дифференциация доходов в семьях с различным числом детей. Для ее снижения предложены различные формы дополнительной адресной материальной поддержки многодетных семей.The article analyzes the dynamics of indicators characterizing state investment in the human capital of children, and the material situation of families with children. It was revealed that, despite the increase in government investment in the human capital of children in the process of implementing national projects and programs, families still experience financial difficulties. There is a high income differentiation in families with a different number of children. POTENTIAL SUBJECTS OF GRANDPARENTAL LABOR: THEIR WORK ACTIVITY AND FINANCIAL SITUATION

The results of the study revealed the divergence of trends related to progenitorship in the Russian Federation: on the one hand, there is an increase in the number of potential subjects of ancestral labor; on the other hand, there is a decrease in the financial capabilities of the population at retirement, which leads to the continuation of their work activities, and, as a result, to a decrease in the time that can be spent on the implementation of ancestral labor. The necessity of developing measures of material incentives aimed at supporting ancestral labor is revealed.Результаты исследования позволили выявить разнонаправленность тенденций, связанных с прародительством в Российской Федерации: с одной стороны, наблюдается увеличение количества потенциальных субъектов прародительского труда; с другой - происходит снижение финансовых возможностей населения при выходе на пенсию, которое приводит к продолжению их трудовой деятельности, и, как следствие, к уменьшению времени, которое может быть направлено на реализацию прародительского труда. INCLUDING RUSSIAN BUSINESS IN DEMOGRAPHIC POLICY TO ENSURE FORMATION OF HUMAN CAPITAL IN THE CONDITIONS OF GLOBAL CHALLENGES

В статье рассмотрены основные мировые риски с возможностью материализации которых может столкнуться РФ в долгосрочной перспективе. Одной из мировых проблем является старение населения, усугубляемое в России снижением численности населения. Возможным направлением для решения демографических проблем может стать активное включение работодателей в процесс поддержки рождаемости, формирования человеческого капитала детей. Были проанализированы показатели, характеризующие степень вовлеченности женщин в трудовой процесс, условий жизни домохозяйств с детьми. Представлен краткий обзор вариантов включения российских предприятий в демографическую политику.The article considers the main global risks with the possibility of materialization of which the Russian Federation may face in the long term. One of the world's problems is the aging of the population, exacerbated in Russia by population decline. A possible direction for solving demographic problems could be the active involvement of employers in the process of supporting the birth rate, the formation of the human capital of children. The indicators characterizing the degree of involvement of women in the labor process, the living conditions of households with children were analyzed. Dynamics of Material Costs for the Population Reproduction in the Sverdlovsk Region

Статье представлены результаты исследования динамики материальных затрат на воспроизводство населения. С этой целью было реализовано два эмпирических исследования: анализ динамики существующих затрат на воспроизводство населения и изучение изменения материального положения семей с детьми. Была проанализирована динамика выплат государственных материнских и детских пособий, расходов бюджета Свердловской области на обеспечение детей дошкольным, общим и профессиональным образованием, социальную поддержку семей с детьми, расходов на детское здравоохранение, исследованы уровни и динамика изменения заработной платы репродуктив-но активной группы населения и др. Источником информации для анализа являются данные Федеральной службы государственной статистики, а так-же бюджетов Свердловской области за период с 2011 по 2016 гг. Результаты исследования позволили выявить положительную динамику государственных расходов на воспроизводство населения как на федеральном, так и на региональном уровне. Вместе с тем низкое соотношение величины выплат пособий на ребенка и величины прожиточного минимума на ребенка не позволяет говорить о том, что поставленные в демографической политике задачи материального стимулирования и поддержки воспроизводства населения полностью решены. Выявлено смещение выплат государственных пособий в сторону обеспечения поддержки родителей до достижения ребенком 1,5 года и последующего стимулирования трудовой активности родителей, путем возложения прямых затрат на уход и развитие ребенка на плечи родителей после достижения указанного возраста. Одновременно в статье показано увеличение уровня безработицы женщин с детьми, а также величины существующего разрыва заработной платы женщин фертильного возраста по отношению к заработной плате мужчин этой же возрастной категории, что может явиться сдерживающим фактором при принятии женщинами решения о рождении второго и последующих детей. Полученные результаты могут быть использованы при корректировке мер демографической политики, реализуемой в Свердловской области.The article presents the results of a study of the dynamics of material costs for the population reproduction. For this purpose, two empirical studies have been implemented: an analysis of the dynamics of the existing costs of population reproduction and the study of changes in the financial situation of families with children. We studied the dynamics of welfare payments to mothers and children made by the state, expenditures of the budget of the Sverdlovsk region on providing children with preschool, general and vocational education, social support of families with children, expenditures on children’s health, levels and dynamics of changes in the wages of the reproductively active population group, etc. Official Russian statistics and the budgets of Sverdlovsk Region were analysed for the period from 2011 to 2016. The results of the study revealed the positive dynamics of government spending on the population reproduction both at the federal and regional levels. At the same time, the low ratio of child benefits paid to the subsistence minimum for one child does not allow us to say that the tasks set out in demographic policy are completely solved. State spending has been focused primarily on the initial stage of parenting (until the child reaches the age of 1.5), which means that the government seeks to reimburse the costs that parents incurred during the maternity and parental leave and thus stimulates parents’ employment at later stages. In addition, the article shows an increase in the unemployment rate of women with children, as well as the size of the size of the existing wage gap of women of child-bearing age relative to the wages of men of the same age group, which may be a deterrent to women’s decision to give birth to second and subsequent children.
