    Greening the Vehicle Fleet: Evidence from Norway’s CO2 Differentiated Registration Tax

    Fiscal policies are used to improve vehicle fuel efficiency and reduce CO2 emissions in the transport sector. Years of forceful reform in Norway may be seen as informative. From 2007, Norway has linked its new vehicle registration tax to CO2 intensities, later adapting it into a feebate form. We exploit a detailed dataset of new vehicle registrations, using fixed effects and instrumental variables in our econometric analysis. We find that the CO2 differentiated registration tax contributes significantly to shifting purchases towards low-emitting cars. A 1000NOK tax increase (about 120USD) is associated with a reduction of 1.13% - 1.58% in vehicle registrations, and the responsiveness in car choice to fuel costs is of the same magnitude. The estimated effect of the tax explains the majority (79%) of the reduction in average CO2 intensity in the new car fleet 2006 through 2011. A point estimate of the elasticity of the CO2 intensity with respect to the CO2 price is minus 0.06, whereas the elasticity with respect to (resulting) car prices is about minus 0.5. An intuitive model with ‘all’ car types losing demand to low-emitting types applies fairly well: low-emitting segments gain in share and do not get CO2 leaner, while high-emitting segments lose in share and become CO2 leaner.     LEASGD: an Efficient and Privacy-Preserving Decentralized Algorithm for Distributed Learning

    Distributed learning systems have enabled training large-scale models over large amount of data in significantly shorter time. In this paper, we focus on decentralized distributed deep learning systems and aim to achieve differential privacy with good convergence rate and low communication cost. To achieve this goal, we propose a new learning algorithm LEASGD (Leader-Follower Elastic Averaging Stochastic Gradient Descent), which is driven by a novel Leader-Follower topology and a differential privacy model.We provide a theoretical analysis of the convergence rate and the trade-off between the performance and privacy in the private setting.The experimental results show that LEASGD outperforms state-of-the-art decentralized learning algorithm DPSGD by achieving steadily lower loss within the same iterations and by reducing the communication cost by 30%. In addition, LEASGD spends less differential privacy budget and has higher final accuracy result than DPSGD under private setting

    A model local interpretation routine for deep learning based radio galaxy classification

    Radio galaxy morphological classification is one of the critical steps when producing source catalogues for large-scale radio continuum surveys. While many recent studies attempted to classify source radio morphology from survey image data using deep learning algorithms (i.e., Convolutional Neural Networks), they concentrated on model robustness most time. It is unclear whether a model similarly makes predictions as radio astronomers did. In this work, we used Local Interpretable Model-agnostic Explanation (LIME), an state-of-the-art eXplainable Artificial Intelligence (XAI) technique to explain model prediction behaviour and thus examine the hypothesis in a proof-of-concept manner.     CO Emission Delineating the Interface between the Milky Way Nuclear Wind Cavity and the Gaseous Disk

    Based on the MWISP survey, we study high-z CO emission toward the tangent points, in which the distances of the molecular clouds (MCs) are well determined. In the region of l=12-26 deg and |b|<5.1 deg, a total of 321 MCs with |z|> 110 pc are identified, of which nearly 30 extreme high-z MCs (EHMCs at |z|> 260 pc) are concentrated in a narrow region of R_GC=2.6-3.1 kpc. The EHMC concentrations, together with other high-z MCs at R_GC=2.3-2.6 kpc, constitute molecular crater-wall structures surrounding the edges of the HI voids that are physically associated with the Fermi bubbles. Intriguingly, some large high-z MCs, which lie in the crater-walls above and below the Galactic plane, show cometary structures with the head toward the plane, favouring the scenario that the entrained molecular gas moves with the multi-phase flows from the plane to the high-z regions. We suggest that the Milky Way nuclear wind has a significant impact on the Galactic gaseous disk. The powerful nuclear wind at ~3-6 Myr ago is likely responsible for the observational features, (1) the enhanced CO gas lying in the edges of the HI voids, (2) the deficiency of atomic and molecular gas within R_GC<3 kpc, (3) the possible connection between the EHMC concentrations and the 3-kpc arm, and (4) the elongated high-z MCs with the tail pointing away from the Galactic plane.Comment: 27 pages, 7 Figures, 1 Table.     MSC Transplantation Improves Osteopenia via Epigenetic Regulation of Notch Signaling in Lupus

    Mesenchymal stem cell transplantation (MSCT) has been used to treat human diseases, but the detailed mechanisms underlying its success are not fully understood. Here we show that MSCT rescues bone marrow MSC (BMMSC) function and ameliorates osteopenia in Fas-deficient-MRL/lpr mice. Mechanistically, we show that Fas deficiency causes failure of miR-29b release, thereby elevating intracellular miR-29b levels, and downregulates DNA methyltransferase 1 (Dnmt1) expression in MRL/lpr BMMSCs. This results in hypomethylation of the Notch1 promoter and activation of Notch signaling, in turn leading to impaired osteogenic differentiation. Furthermore, we show that exosomes, secreted due to MSCT, transfer Fas to recipient MRL/lpr BMMSCs to reduce intracellular levels of miR-29b, which results in recovery of Dnmt1-mediated Notch1 promoter hypomethylation and thereby improves MRL/lpr BMMSC function. Collectively our findings unravel the means by which MSCT rescues MRL/lpr BMMSC function through reuse of donor exosome-provided Fas to regulate the miR-29b/Dnmt1/Notch epigenetic cascade

    Monochamus saltuarius Gebler (Coleoptera, Cerambycidae) serves as the primary carrier of Bursaphelenchus xylophilus (Steiner &amp;amp; Buhrer) (Aphelenchida, Aphelenchoididae) in the middle-temperate zone of China. Pine wilt disease caused by B. xylophilus leads to serious losses to pine forestry around the world. It is necessary to study the biological control of M. saltuarius to effectively prevent the further spread of B. xylophilus. To explore the insect resources that act as natural enemies of M. saltuarius, investigations were conducted on natural enemy insects by splitting Pinus koraiensis Siebold &amp;amp; Zucc (Pinales, Pinaceae) damaged by M. saltuarius and dissecting their trunks in Yingpan Village, Fushun County, Fushun City, Liaoning Province, China, in 2023. A larva of Inocellia (Amurinocellia) calida (H. Aspöck &amp;amp; U. Aspöck) (Raphidioptera, Inocelliidae) was discovered in the trunk of an infested P. koraiensis. Additionally, the feeding habits of I. calida were preliminarily examined under indoor conditions and a description of its morphological characteristics was provided. When placed in an indoor environment, the I. calida larva began pupating after a period of 21 days, during which time it consumed and attacked a total of 23 M. saltuarius larvae. Ultimately, after a pupal period of ten days, the I. calida larva emerged successfully as an adult. This discovery marks the first recorded presence of I. calida in Liaoning Province and the first documentation of I. calida in China, serving as a natural predatory enemy of M. saltuarius
