These challenges may be physical or organizational in nature. Physical challenges arise from the need to upgrade public infrastructure such as water and sewer service, roads, schools, and emergency services. Although installation of new infrastructure is always expensive, growth-related increases in the tax base provide new revenue for installation of new services. However, when slowing growth rates, againg infrastructure, and addition of expensive new services pressure local government to increase revenue from existing resources decision-makers may then seek to reduce per-capita costs by reorganizing the method or structure of providing community services.Public Economics,

    An Upper Limit on the Tightening of Galactic Spiral Arm Pitch Angle in Cosmic Time

    We present Spirality, a novel method of measuring pitch angle by fitting galaxy images to spiral templates of known pitch. Using this algorithm in concert with 2-dimensional Fast Fourier Transform (2DFFT), we determined that the pitch angle of the redshift 2.011 galaxy GZ5001 (J2000 RA 189.14811 degrees, Dec 62.24002 degrees) is approximately (16.2 +/- 2.6) degrees. The redshift 2.3219 galaxy GS21 (J2000 RA 53.14863 degrees, Dec -27.95469 degrees), which is believed to be the most distant galaxy with visible spiral structure yet measured, has a pitch of approximately (-10.6 +/- 1.6) degrees. Using a large sample of galaxies from the Great Observatories Origins Deep Survey (GOODS), we place an upper limit on the tightening of average spiral arm pitch angle with cosmic time. With 68% confidence, we find that the average pitch for such galaxies has decreased (tightened) by no more than 9.94 degrees per unit redshift. If we constrain our data to be consistent with the local pitch angle mass function, we find a result that is consistent with a constant average pitch angle over cosmic time

    SIMULATING CONSUMABLE ORDER FULFILLMENT VIA ADDITIVE MANUFACTURING TECHNOLOGIES

    Operational availability of naval aircraft through material readiness is critical to ensuring combat power. Supportability of aircraft is a crucial aspect of readiness, influenced by several factors including access to 9B Cognizance Code (COG) aviation consumable repair parts at various supply echelons. Rapidly evolving additive manufacturing (AM) technologies are transforming supply chain dynamics and the traditional aircraft supportability construct. As of June 2022, there are 595 AM assets within the Navy’s inventory—all for research and development purposes. This report simulates 9B COG aviation consumable fulfillment strategies within the U.S. Indo-Pacific sustainment network for a three-year span, inclusive of traditional supply support avenues and a developed set of user-variable capability inputs. Simulated probabilistic demand configurations are modeled from historical trends that exploit a heuristic methodology to assign a “printability” score to each 9B COG requirement, accounting for uncertainty, machine failure rates, and other continuous characteristics of the simulated orders. The results measure simulated lead time across diverse planning horizons in both current and varied operationalized AM sustainment network configurations.     A Historical Survey of Sir Karl Popper's Contribution to Quantum Mechanics

    Sir Karl Popper (1902-1994), though not trained as a physicist and embarrassed early in his career by a physics error pointed out by Einstein and Bohr, ultimately made substantial contributions to the interpretation of quantum mechanics. As was often the case, Popper initially formulated his position by criticizing the views of others - in this case Niels Bohr and Werner Heisenberg. Underlying Popper's criticism was his belief that, first, the Copenhagen interpretation of quantum mechanics abandoned scientific realism and second, the assertion that quantum theory was complete (an assertion rejected by Einstein among others) amounted to an unfalsifiable claim. Popper insisted that the most basic predictions of quantum mechanics should continue to be tested, with an eye towards falsification rather than mere adding of decimal places to confirmatory experiments. His persistent attacks on the Copenhagen interpretation were aimed not at the uncertainty principle itself and the formalism from which it was derived, but at the acceptance by physicists of an unclear epistemology and ontology that left critical questions unanswered.Quanta 2012; 1: 1–12

    Meta-Analysis of Mesenchymal Stem Cell Gene Expression Data from Obese and Non-Obese Patients

    The prevalence of gene expression microarray datasets in public repositories gives opportunity to analyze biologically interesting datasets without running the laboratory aspect in house. Such experimentation is expensive in terms of finances, time, and expertise, which often results in low numbers of replicates. Meta-analysis techniques attempt to overcome issues due to few biological or technical replicates by combining separate experiments together to increase statistical power. Proper statistical considerations help to offset issues like simultaneous testing of thousands of genes, unintended hybridization, and other noises. Microarrays contain light intensities from tens of thousands of hybridized probes giving a measure of gene expression for much of the human genome. This work focuses on identifying differentially expressed genes between obese and non-obese patients using microarray data from two studies collected from mesenchymal stem cell samples. Obesity is associated with poorer quality stem cells that are less readily available to differentiate and it is of interest to identify genes associated with this condition. Meta-analysis performed to increase statistical power from low replicate microarray experiments is an attempt to gain a better idea of the gene expression differences between obese and non-obese individuals compared to results from an individual study. Increased statistical power translates to improved ability to discover genes or sets of genes associated with this observed decrease in differentiation efficacy. The three key areas to be addressed in each phase are: environmental/biomedical requirements; crew and mission requirements; and hardware requirements.     Effects of Weather on Foraging Success and Hunting Frequency in Winter-Irruptive Snowy Owls (\u3ci\u3eBubo scandiacus\u3c/i\u3e) in Upstate New York

    The effects of weather on an individual can often alter the population dynamics of a species. Knowledge of how weather influences individual behavior is therefore essential in understanding its full impact in the context of population ecology. Snowy Owls (Bubo scandiacus) exhibit expensive long-distance migrations in winters following population irruptions. During irruptive movements, many owls migrate past the southernmost extent of their traditional wintering grounds, the mechanism for which is still debated. We propose and test the “milder climate” hypothesis; Snowy Owls wintering in lower latitudes are better able to meet their metabolic demands due to higher temperatures and lower snow cover. During the Snowy Owl irruption of 2014–2015, we examined this hypothesis by assessing the influence of local weather variables on foraging success, frequency of prey capture attempts, and overall activity budgets in a sample of wintering Snowy Owls in New York, USA. We used eBird, an online citizen science resource, to help locate Snowy Owls, which we observed from an automobile. We found that none of the weather variables tested affected foraging success. However, the lack of effect of snow depth on foraging success may suggest that hearing is more important for hunting in Snowy Owls than previously thought. Hunting frequency decreased with increasing temperatures, suggesting Snowy Owls were better able to meet their metabolic demands in higher temperatures. We thus offer support for the milder climate hypothesis; Snowy Owls wintering in lower latitudes may be able to offset the energetic expenses of long-distance movements

The Act affects all medical negligence actions arising after July 1, 1976. The legislation was enacted during a time when many perceived a medical malpractice crisis in Virginia. This article will review the historical background which led to this perception and will analyze whether, in fact, this crisis did exist. Finally, the article will demonstrate that the Act is both unnecessary and more importantly, unconstitutional

    A robotic arm for a lunar surface vehicle that can help in handling cargo and equipment, and remove obstacles from the path of the vehicle is defined as a support to NASA's intention to establish a lunar based colony by the year 2010. Its mission would include, but not limited to the following: exploration, lunar sampling, replace and remove equipment, and setup equipment (e.g. microwave repeater stations). Performance objectives for the robotic arm include a reach of 3 m, accuracy of 1 cm, arm mass of 100 kg, and lifting capability of 50 kg. The end effectors must grip various sizes and shapes of cargo; push, pull, turn, lift, or lower various types of equipment; and clear a path on the lunar surface by shoveling, sweeping aside, or gripping the obstacle present in the desired path. The arm can safely complete a task within a reasonable amount of time; the actual time is dependent upon the task to be performed. The positioning of the arm includes a manual backup system such that the arm can be safely stored in case of failure. Remote viewing and proximity and positioning sensors are incorporated in the design of the arm.     The purpose of the project was to design a lunar rover trailer for exploration missions. The trailer was designed to carry cargo such as lunar geological samples, mining equipment and personnel. It is designed to operate in both day and night lunar environments. It is also designed to operate with a maximum load of 7000 kilograms. The trailer has a ground clearance of 1.0 meters and can travel over obstacles 0.75 meters high at an incline of 45 degrees. It can be transported to the moon fully assembled using any heavy lift vehicle with a storage compartment diameter of 5.0 meters. The trailer has been designed to meet or exceed the performance of any perceivable lunar vehicle
