BIOTECHNOLOGY REGULATIONS AND THE WTO
This paper examines the regulation of trade in genetically modified organisms (GMOs) by the World Trade Organization (WTO). Despite rapid adoption of GMOs by a few exporters, many importers have developed relatively restrictive procedures for pre-market approval of GMOs, and are introducing mandatory labeling. While exporters have yet to seek a ruling from the WTO on these regulations, a trade dispute over GMOs is likely to occur before too long. Exporting countries will likely argue that importing countries' regulations are too restrictive, given existing scientific knowledge of the safety of current GM crops, and that labeling of GM foods is unnecessary due to the fact that they are typically similar to their conventional counterparts. In response, importing countries will likely argue that existing scientific knowledge about GMOs is insufficient, and that a precautionary approach to approval is appropriate. In addition, importers will claim that labeling is necessary due to the fact that they are not equivalent to their conventional counterparts, and consumers have a right to choose whether or not consume such foods, be it for religious, ethical or other reasons. In the event a panel will have decide on whether GM and non-GM products are "like goods", whether adequate risk assessment was undertaken for any regulation introduced for health reasons, whether labels constitute the "least trade distorting" way of meeting legitimate objectives, and whether regulations imply discrimination among suppliers or in favor of domestic producers. Experience with the SPS and TBT Agreements has not been extensive enough to indicate how such a panel might rule. But one can also view the issue in broader trade policy terms, as a balance between market access obligations that need to be adjusted as domestic regulations on new technologies are developed. A possible solution is for importing countries with tough GM regulation and mandatory labeling to offer reciprocal increases in market access for non-GM foods in compensation for any losses of market access for GM foods. There is a question though of whether such "rebalancing" is actually practical, and it would certainly add to the costs of dispute settlement in the WTO, but it may be the only viable solution in the long run if the WTO is not to be dragged in to evaluating social and ethical bases for regulation of biotechnology.Biotechnology, regulation, trade, WTO, International Relations/Trade, Research and Development/Tech Change/Emerging Technologies,
Effects of Velocity-Dependent Dark Matter Annihilation on the Energy Spectrum of the Extragalactic Gamma-ray Background
We calculate the effects of velocity-dependent dark matter annihilation cross
sections on the intensity of the extragalactic gamma-ray background. Our
formalism does not assume a locally thermal distribution of dark matter
particles in phase space, and is valid for arbitrary velocity-dependent
annihilation. As concrete examples, we calculate the effects of p-wave
annihilation (with the -weighted cross section of ) on the
mean intensity of extragalactic gamma rays produced in cosmological dark matter
halos. This velocity variation makes the shape of the energy spectrum harder,
but this change in the shape is too small to see unless b/a\agt 10^6. While
we find no such models in the parameter space of the Minimal Supersymmetric
Standard Model (MSSM), we show that it is possible to find b/a\agt 10^6 in
the extension MSSM. However, we find that the most dominant
effect of the p-wave annihilation is the suppression of the amplitude of the
gamma-ray background. A non-zero at the dark matter freeze-out epoch
requires a smaller value of in order for the relic density constraint to be
satisfied, suppressing the amplitude by a factor as low as for a
thermal relic. Non-thermal relics will have weaker amplitude suppression. As
another velocity-dependent effect, we calculate the spectrum for s-wave
annihilation into fermions enhanced by the attractive Sommerfeld effect.
Resonances associated with this effect result in significantly enhanced
intensities, with a slightly softer energy spectrum.Comment: 18 pages, 10 figure
On Combining Lensing Shear Information from Multiple Filters
We consider the possible gain in the measurement of lensing shear from
imaging data in multiple filters. Galaxy shapes may differ significantly across
filters, so that the same galaxy offers multiple samples of the shear. On the
other extreme, if galaxy shapes are identical in different filters, one can
combine them to improve the signal-to-noise and thus increase the effective
number density of faint, high redshift galaxies. We use the GOODS dataset to
test these scenarios by calculating the covariance matrix of galaxy
ellipticities in four visual filters (B,V,i,z). We find that galaxy shapes are
highly correlated, and estimate the gain in galaxy number density by combining

Conformal symmetry and light flavor baryon spectra
The degeneracy among parity pairs systematically observed in the N and Delta
spectra is interpreted to hint on a possible conformal symmetry realization in
the light flavor baryon sector in line with AdS_5/CFT_4. The case is made by
showing that all the observed N and Delta resonances with masses below 2500 MeV
distribute fairly well each over the first levels of a unitary representation
of the conformal group, a representation that covers the spectrum of a
quark-diquark system, placed directly on the AdS_5 cone, conformally
compactified to R^1*S^3. The free geodesic motion on the S^3 manifold is
described by means of the scalar conformal equation there, which is of the
Klein-Gordon type. The equation is then gauged by the "curved" Coulomb
potential that has the form of a cotangent function. Conformal symmetry is not
exact, this because the gauge potential slightly modifies the conformal
centrifugal barrier of the free geodesic motion. Thanks to this, the degeneracy
between P11-S11 pairs from same level is relaxed, while the remaining states
belonging to same level remain practically degenerate. The model describes the
correct mass ordering in the P11-S11 pairs through the nucleon spectrum as a
combined effect of the above conformal symmetry breaking, on the one side, and
a parity change of the diquark from a scalar at low masses, to a pseudoscalar
at higher masses, on the other. The quality of the wave functions is
illustrated by calculations of realistic mean-square charge radii and electric
charge form-factors on the examples of the proton, and the protonic P11(1440),
and S11(1535) resonances. The scheme also allows for a prediction of the
dressing function of an effective instantaneous gluon propagator from the
Fourier transform of the gauge potential. We find a dressing function that is

First energetic neutral atom images from Polar
Energetic neutral atoms are created when energetic magnetospheric ions undergo charge exchange with cold neutral atoms in the Earth\u27s tenuous extended atmosphere (the geocorona). Since they are unaffected by the Earth\u27s magnetic field, these energetic neutrals travel away in straight line trajectories from the points of charge exchange. The remote detection of these particles provides a powerful means through which the global distribution and properties of the geocorona and ring current can be inferred. Due to its 2 × 9 RE polar orbit, the Polar spacecraft provides an excellent platform from which to observe ENAs because it spends much of its time in the polar caps which are usually free from the contaminating energetic charged particles that make observations of ENAs more difficult. In this brief report, we present the first ENA imaging results from Polar. Storm-time ENA images are presented for a northern polar cap apogee pass on August 29, 1996 and for a southern polar cap perigee pass on October 23, 1996. As well, we show with a third event (July 31, 1996) that ENA emissions can also be detected in association with individual substorm
Predicting patient-reported stroke outcomes: a validation of the six simple variable prognostic model.
BACKGROUND: Case-mix represents the range of disease severity and baseline characteristics that may be the cause of variation in outcomes between individuals and populations. Adjustment for case-mix is therefore important to allow meaningful comparison of healthcare outcomes. The best available case-mix adjustment model for stroke (the Six Simple Variable [SSV] model) was developed to adjust the hard endpoints of independent survival, survival and alive and living at home. There is increasing interest in the measurement of patient-reported outcomes through self-completed questionnaires, though there are currently no robust adjustment models for any such outcome. We aimed to determine whether the SSV prognostic model derived to predict 6-month post-stroke independent survival has wider utility in case-mix adjustment of a patient-reported functional outcome measure, the Subjective Index of Physical and Social Outcome (SIPSO), collected by post 6 months after stroke onset. METHODS: We examined data from 176 patients admitted following an acute stroke and recruited into a prospective cohort study in three participating acute hospitals in Yorkshire, UK. Patients in receipt of palliative care or with transient ischaemic attack were excluded. Using the beta coefficients from the published SSV model to predict independent survival, individual probabilities of 'good' outcome as measured with the dichotomised SIPSO collected by post 6 months after stroke onset were calculated. The ability of the SSV case-mix adjustment model to discriminate patients with 'good' over 'poor' outcome was assessed through calculation of C statistics. Correct predictions were visualised with calibration plots. RESULTS: The C statistics for the SSV model to predict the physical and social subscales of the SIPSO outcome measure were 0.73 (95% CI 0.65-0.79) and 0.66 (0.58-0.82), respectively. Inclusion of patients who died prior to follow-up and ascribing them a score of 0 improved the discrimination (0.76 [0.70-0.82] and 0.70 [0.64-0.76], respectively). Calibration plots demonstrated a tendency to over-optimistic predictions, although confidence limits were wide. CONCLUSIONS: The SSV model predicts adequately the physical component of the SIPSO patient-reported outcome measure and may be useful to adjust this outcome for case-mix following stroke in survivors to follow-up. This could be of benefit in observational studies, stratified randomisation for trials, and in comparison of between-institution clinical trials. Further exploration of the generalizability of the model to adjust other patient-reported stroke outcomes may be warranted
The Mean and Scatter of the Velocity Dispersion-Optical Richness Relation for maxBCG Galaxy Clusters
The distribution of galaxies in position and velocity around the centers of
galaxy clusters encodes important information about cluster mass and structure.
Using the maxBCG galaxy cluster catalog identified from imaging data obtained
in the Sloan Digital Sky Survey, we study the BCG-galaxy velocity correlation
function. By modeling its non-Gaussianity, we measure the mean and scatter in
velocity dispersion at fixed richness. The mean velocity dispersion increases
from 202+/-10 km/s for small groups to more than 854+/-102 km/s for large
clusters. We show the scatter to be at most 40.5+/-3.5%, declining to
14.9+/-9.4% in the richest bins. We test our methods in the C4 cluster catalog,
a spectroscopic cluster catalog produced from the Sloan Digital Sky Survey DR2
spectroscopic sample, and in mock galaxy catalogs constructed from N-body
simulations. Our methods are robust, measuring the scatter to well within
one-sigma of the true value, and the mean to within 10%, in the mock catalogs.
By convolving the scatter in velocity dispersion at fixed richness with the
observed richness space density function, we measure the velocity dispersion
function of the maxBCG galaxy clusters. Although velocity dispersion and
richness do not form a true mass-observable relation, the relationship between
velocity dispersion and mass is theoretically well characterized and has low
scatter. Thus our results provide a key link between theory and observations up

Luteinizing hormone concentrations in healthy horses and horses with trigeminal-mediated headshaking over an 8-hour period.
BackgroundTrigeminal-mediated headshaking results from a low threshold for firing of the trigeminal nerve. A seasonal component has been implicated in onset of clinical signs, which occur during the spring and summer months. Geldings are overrepresented in the affected population and hormonal differences as compared to a healthy control population of geldings might contribute to headshaking.Objective/hypothesisTo assess concentrations of luteinizing hormone (LH) over an 8-hour period in gelded healthy controls and horses affected with headshaking. Our hypothesis was that geldings with seasonal headshaking would have higher concentrations of LH over an 8-hour period compared to control horses during the summer when affected horses manifested headshaking.AnimalsTwelve geldings (6 controls and 6 affected).MethodsProspective controlled trial. Blood samples were drawn every 15 minutes over an 8-hour time period during summer from all horses to measure circulating LH concentrations by using a radioimmunoassay for equine LH. All affected horses were actively affected by headshaking at the time of sample collection.ResultsNo statistically significant differences in LH concentrations were found throughout the study period in headshakers as compared to control horses. Time had no significant effect, but a slight decrease in LH concentrations was observed for all horses. The main limitation of the study was the low number of horses.Conclusions and clinical importanceHorses affected with headshaking did not have significant differences in circulating LH during the late summer as compared to control horses
