    An evaluation of Tennessee\u27s performance funding policy at Walters State Community College

    This case study evaluated the influence of Tennessee\u27s performance funding policy as it was implemented at Walters State Community College (WSCC), as well as explored the factors that shaped the effects on the campus since 1979. The intent of the policy in Tennessee was to encourage institutional quality and instructional improvement through offering a portion of funding based on performance. It was found that performance funding was thoroughly engrained in the culture of WSCC and was a part of an overall institutional effectiveness program, which indicated a strong commitment to continuous improvement. College personnel were aware of the performance funding policy and understood its importance, but that there was a difference in the knowledge faculty had, compared to division deans and administrators. By in large, the results were taken seriously as demonstrated through the way data was used in decision-making. The motivation for WSCC\u27s continued involvement with performance funding through the years included: improvement, funding and prestige. Performance funding was seen as a point of credibility proving to civic and public friends that WSCC was very effective in educating students in that service area

    Patient and Public Involvement in the Development of Healthcare Guidance: An Overview of Current Methods and Future Challenges

    Clinical guidelines and health technology assessments are valuable instruments to improve the quality of healthcare delivery and aim to integrate the best available evidence with real-world, expert context. The role of patient and public involvement in their development has grown in recent decades, and this article considers the international literature exploring aspects of this participation, including the integration of experiential and scientific knowledge, recruitment strategies, models of involvement, stages of involvement, and methods of evaluation. These developments have been underpinned by the parallel rise of public involvement and evidence-based medicine as important concepts in health policy. Improving the recruitment of guideline group chairs, widening evidence reviews to include patient preference studies, adapting guidance presentation to highlight patient preference points and providing clearer instructions on how patient organisations can submit their intelligence are emerging proposals that may further enhance patient and public involvement in their processes

    Structural basis of mitochondrial receptor binding and constriction by DRP1.

    Mitochondrial inheritance, genome maintenance and metabolic adaptation depend on organelle fission by dynamin-related protein 1 (DRP1) and its mitochondrial receptors. DRP1 receptors include the paralogues mitochondrial dynamics proteins of 49 and 51 kDa (MID49 and MID51) and mitochondrial fission factor (MFF); however, the mechanisms by which these proteins recruit and regulate DRP1 are unknown. Here we present a cryo-electron microscopy structure of full-length human DRP1 co-assembled with MID49 and an analysis of structure- and disease-based mutations. We report that GTP induces a marked elongation and rotation of the GTPase domain, bundle-signalling element and connecting hinge loops of DRP1. In this conformation, a network of multivalent interactions promotes the polymerization of a linear DRP1 filament with MID49 or MID51. After co-assembly, GTP hydrolysis and exchange lead to MID receptor dissociation, filament shortening and curling of DRP1 oligomers into constricted and closed rings. Together, these views of full-length, receptor- and nucleotide-bound conformations reveal how DRP1 performs mechanical work through nucleotide-driven allostery

    Cryogenic buffer gas beams are important sources of cold molecules. In this work we explore the use of a converging-diverging nozzle with a buffer-gas beam. We find that, under appropriate circumstances, the use of a nozzle can produce a beam with improved collimation, lower transverse temperatures, and higher fluxes per solid angle

    The Impact of Halo Properties, Energy Feedback and Projection Effects on the Mass-SZ Flux Relation

    We present a detailed analysis of the intrinsic scatter in the integrated SZ effect - cluster mass (Y-M) relation, using semi-analytic and simulated cluster samples. Specifically, we investigate the impact on the Y-M relation of energy feedback, variations in the host halo concentration and substructure populations, and projection effects due to unresolved clusters along the line of sight (the SZ background). Furthermore, we investigate at what radius (or overdensity) one should measure the integrated SZE and define cluster mass so as to achieve the tightest possible scaling. We find that the measure of Y with the least scatter is always obtained within a smaller radius than that at which the mass is defined; e.g. for M_{200} (M_{500}) the scatter is least for Y_{500} (Y_{1100}). The inclusion of energy feedback in the gas model significantly increases the intrinsic scatter in the Y-M relation due to larger variations in the gas mass fraction compared to models without feedback. We also find that variations in halo concentration for clusters of a given mass may partly explain why the integrated SZE provides a better mass proxy than the central decrement. Substructure is found to account for approximately 20% of the observed scatter in the Y-M relation. Above M_{200} = 2x10^{14} h^{-1} msun, the SZ background does not significantly effect cluster mass measurements; below this mass, variations in the background signal reduce the optimal angular radius within which one should measure Y to achieve the tightest scaling with M_{200}.Comment: 12 pages, 6 figures, to be submitted to Ap
