Determining the Number of Refugees to Be Resettled in the United States: An Ethical and Policy Analysis of Policy-Level Stakeholder Views

Through engagement with key informants and review of ethical theories applicable to refugee policy, this paper examines the ethical and policy considerations that policy-level stakeholders believe should factor into setting the refugee resettlement ceiling. We find that the ceiling traditionally has been influenced by policy goals, underlying values, and practical considerations. These factors map onto several ethical approaches to resettlement. There is significant alignment between U.S. policy interests and ethical obligations toward refugees. We argue that the refugee ceiling should be restored to historical norms, and that there exists a corresponding obligation to counter negative public perceptions about refugees and the costs of resettlement

At the Thessaloniki meeting of the European Council (June 2003), the prospect was laid out of including the Balkans, over time, within the European Union. How that vision is to be fulfilled is obviously very much open to question. Short-term events are going to put the Balkans at the centre of European security concerns over the coming months in the run-up to United Nations’ discussions on Kosovo’s final status in mid-2005. This open access book focuses on the origins, consequences and aftermath of the 1995 and 1999 Western military interventions that led to the end of the most recent Balkan wars. Though challenging problems remain in Bosnia, Macedonia, Kosovo, and Serbia, the conflict prevention and state-building efforts thereafter were partly successful as countries of the region are on separate tracks towards European Union membership. This study highlights lessons that can be applied to the Middle East and Ukraine, where similar conflicts are likewise challenging sovereignty and territorial integrity. It is an accessible treatment of what makes war and how to make peace ideal for all readers interested in how violent international conflicts can be managed, informed by the experience of a practitioner
