    The ESCAPE project : Energy-efficient Scalable Algorithms for Weather Prediction at Exascale

    In the simulation of complex multi-scale flows arising in weather and climate modelling, one of the biggest challenges is to satisfy strict service requirements in terms of time to solution and to satisfy budgetary constraints in terms of energy to solution, without compromising the accuracy and stability of the application. These simulations require algorithms that minimise the energy footprint along with the time required to produce a solution, maintain the physically required level of accuracy, are numerically stable, and are resilient in case of hardware failure. The European Centre for Medium-Range Weather Forecasts (ECMWF) led the ESCAPE (Energy-efficient Scalable Algorithms for Weather Prediction at Exascale) project, funded by Horizon 2020 (H2020) under the FET-HPC (Future and Emerging Technologies in High Performance Computing) initiative. The goal of ESCAPE was to develop a sustainable strategy to evolve weather and climate prediction models to next-generation computing technologies. The project partners incorporate the expertise of leading European regional forecasting consortia, university research, experienced high-performance computing centres, and hardware vendors. This paper presents an overview of the ESCAPE strategy: (i) identify domain-specific key algorithmic motifs in weather prediction and climate models (which we term Weather & Climate Dwarfs), (ii) categorise them in terms of computational and communication patterns while (iii) adapting them to different hardware architectures with alternative programming models, (iv) analyse the challenges in optimising, and (v) find alternative algorithms for the same scheme. The participating weather prediction models are the following: IFS (Integrated Forecasting System); ALARO, a combination of AROME (Application de la Recherche a l'Operationnel a Meso-Echelle) and ALADIN (Aire Limitee Adaptation Dynamique Developpement International); and COSMO-EULAG, a combination of COSMO (Consortium for Small-scale Modeling) and EULAG (Eulerian and semi-Lagrangian fluid solver). For many of the weather and climate dwarfs ESCAPE provides prototype implementations on different hardware architectures (mainly Intel Skylake CPUs, NVIDIA GPUs, Intel Xeon Phi, Optalysys optical processor) with different programming models. The spectral transform dwarf represents a detailed example of the co-design cycle of an ESCAPE dwarf. The dwarf concept has proven to be extremely useful for the rapid prototyping of alternative algorithms and their interaction with hardware; e.g. the use of a domain-specific language (DSL). Manual adaptations have led to substantial accelerations of key algorithms in numerical weather prediction (NWP) but are not a general recipe for the performance portability of complex NWP models. Existing DSLs are found to require further evolution but are promising tools for achieving the latter. Measurements of energy and time to solution suggest that a future focus needs to be on exploiting the simultaneous use of all available resources in hybrid CPU-GPU arrangements

    The term mobility has different meanings in the following science disciplines. In economics, mobility is the ability of an individual or a group to improve their economic status in relation to income and wealth within their lifetime or between generations. In information systems and computer science, mobility is used for the concept of mobile computing, in which a computer is transported by a person during normal use. Logistics creates by the design of logistics networks the infrastructure for the mobility of people and goods. Electric mobility is one of today‘s solutions from engineering perspective to reduce the need of energy resources and environmental impact. Moreover, for urban planning, mobility is the crunch question about how to optimise the different needs for mobility and how to link different transportation systems. In this publication we collected the ideas of practitioners, researchers, and government officials regarding the different modes of mobility in a globalised world, focusing on both domestic and international issues. The proceedings at hand document the results of the presentations and ensuing discussions at the conference

    Polarization and Spectral Energy Distribution in OJ 287 during the 2016/17 Outbursts

    We report optical photometric and polarimetric observations of the blazar OJ 287 gathered during 2016/17. The high level of activity, noticed after the General Relativity Centenary flare, is argued to be part of the follow-up flares that exhibited high levels of polarization and originated in the primary black hole jet. We propose that the follow-up flares were induced as a result of accretion disk perturbations, traveling from the site of impact towards the primary SMBH. The timings inferred from our observations allowed us to estimate the propagation speed of these perturbations. Additionally, we make predictions for the future brightness of OJ 287.</p

    Measuring compliance with specific policy contents - the SRPC- and SRPCC-Scales for a more detailed measurement of positive policy compliance

    Research on information security policy compliance provides insights on the factors that facilitate security related human behaviour. Since humans provide the end of every technological use chain, this research provides an important building block of every organizational security architecture. Research on this topic can be divided into research on policy compliant behaviour (positive policy compliance) and research on policy deviant behaviour (negative policy compliance). However, a previous metastudy that was the first to test available measurement instruments of positive policy compliance for response biases remained inconclusive on the truthfulness of self-reported policy compliance. This contribution provides a new measurement instrument that builds upon the scenario-based questioning approach found in most negative policy compliance research, while enabling scenario-independent measurement of positive policy compliance and provided response consistency. The instrument was validated by conducting a pre-test (n = 8) in a research department and yields a promising internal validity with Cronbach alphas of .911 for the policy compliance instrument and .961 for the policy knowledge consistency instrument. The instrument is being applied in a larger survey that aims at determining the reliability of measured policy compliance of the instruments currently used in positive policy compliance research

    Economic issues of federated identity management: An estimation of the costs of identity lifecycle management in inter-organisational information exchange using transaction cost theory

    Inter-organisational data-exchange is common in inter-organisational value-chains. Currently information providing organizations enrol users of suppliers, in order to enable them to access their services and information. This leaves some users with the issue of handling multiple credentials, introducing risks of password-reuse [Iv04] and weak-passwords [Ne94]. Federated identity management eases this scenario, by enabling users to authenticate against their organizations’ identity [Hü10]. However, the costs involved in managing the underlying identity and rights lifecycle have hardly been considered. This paper addresses this gap, by using the principal-agent theory, and transaction cost theory, structuring the identity lifecycle using [BS08] [IS05] [IS10], and estimating the management costs. We finally analyse the economic benefits of federated identity management in inter-organizational information exchange. We find that while process costs for executing the identity lifecycle are reduced for the information provider, by introducing federated identity management, the control costs reduce, and in one case even diminish this cost benefit. We briefly discuss our findings, and conclude that further mechanisms and research is required to reduce the efforts in auditing, in order to fully unlock the security and economic benefits of federated identity management
