    In this note two results are established for energy functionals that are given by the integral of W(x,u(x)) W(\mathbf x,\nabla \mathbf u(\mathbf x)) over ΩRn\Omega \subset\mathbb{R}^n with uBMO(Ω;RN×n)\nabla \mathbf u \in BMO(\Omega;{\mathbb R}^{N\times n}), the space of functions of Bounded Mean Oscillation of John & Nirenberg. A version of Taylor's theorem is first shown to be valid provided the integrand WW has polynomial growth. This result is then used to demonstrate that, for the Dirichlet, Neumann, and mixed problems, every Lipschitz-continuous solution of the corresponding Euler-Lagrange equations at which the second variation of the energy is uniformly positive is a strict local minimizer of the energy in W1,BMO(Ω;RN)W^{1,BMO}(\Omega;\mathbb{R}^N), the subspace of the Sobolev space W1,1(Ω;RN)W^{1,1}(\Omega;\mathbb{R}^N) for which the weak derivative uBMO(Ω;RN×n)\nabla\mathbf u \in BMO(\Omega;{\mathbb R}^{N\times n}).Comment: 8 page

    A program continuation to develop processing procedures for advanced silicon solar cells

    Shallow junctions, aluminum back surface fields and tantalum pentoxide (Ta205) antireflection coatings coupled with the development of a chromium-palladium-silver contact system, were used to produce a 2 x 4 cm wraparound contact silicon solar cell. One thousand cells were successfully fabricated using batch processing techniques. These cells were 0.020 mm thick, with the majority (800) made from nominal ten ohm-cm silicon and the remainder from nominal 30 ohm-cm material. Unfiltered, these cells delivered a minimum AMO efficiency at 25 C of 11.5 percent and successfully passed all the normal in-process and acceptance tests required for space flight cells

    General description and operation of the agro-environmental system: Crop management modeling

    Input for a data management system to provide farmers with information to improve crop management practices in Virginia requires monitoring of control crops at field stations, crop surveys derived from remotely sensed aircraft data, meteorological data from synchronous satellites, and details of local agricultural conditions. Presently models are under development for determining pest problems, water balance in the soil, stages of plant maturity, and optimum planting date. The status of the Cerospora leafspot model for peanut crop management is considered. Other models under development planned relate to Cylindtocladium Blackrot and Sclerotinia blight of peanuts, cyst nematode (Globerdena solanacearum) of tobacco, and red crown rot of soybeans. A software for program for estimating precipitation and solar radiation on a statewise basis is also being developed
