    NASA pyrotechnically actuated systems program

    The Office of Safety and Mission Quality initiated a Pyrotechnically Actuated Systems (PAS) Program in FY-92 to address problems experienced with pyrotechnically actuated systems and devices used both on the ground and in flight. The PAS Program will provide the technical basis for NASA's projects to incorporate new technological developments in operational systems. The program will accomplish that objective by developing/testing current and new hardware designs for flight applications and by providing a pyrotechnic data base. This marks the first applied pyrotechnic technology program funded by NASA to address pyrotechnic issues. The PAS Program has been structured to address the results of a survey of pyrotechnic device and system problems with the goal of alleviating or minimizing their risks. Major program initiatives include the development of a Laser Initiated Ordnance System, a pyrotechnic systems data base, NASA Standard Initiator model, a NASA Standard Linear Separation System and a NASA Standard Gas Generator.     Fusion energy for space missions in the 21st century: Executive summary

    Future space missions were hypothesized and analyzed, and the energy source of their accomplishment investigated. The missions included manned Mars, scientific outposts to and robotic sample return missions from the outer planets and asteroids, as well as fly-by and rendezvous missions with the Oort Cloud and the nearest star, Alpha Centauri. Space system parametric requirements and operational features were established. The energy means for accomplishing missions where delta v requirements range from 90 km/sec to 30,000 km/sec (High Energy Space Mission) were investigated. The need to develop a power space of this magnitude is a key issue to address if the U.S. civil space program is to continue to advance as mandated by the National Space Policy. Potential energy options which could provide the propulsion and electrical power system and operational requirements were reviewed and evaluated. Fusion energy was considered to be the preferred option and was analyzed in depth. Candidate fusion fuels were evaluated based upon the energy output and neutron flux. Additionally, fusion energy can offer significant safety, environmental, economic, and operational advantages. Reactors exhibiting a highly efficient use of magnetic fields for space use while at the same time offering efficient coupling to an exhaust propellant or to a direct energy convertor for efficient electrical production were examined. Near term approaches were identified. A strategy that will produce fusion powered vehicles as part of the space transportation infrastructure was developed. Space program resources must be directed toward this issue as a matter of the top policy priority

    An historical synopsis is provided of the NASA-Lewis research program on fusion energy for space power and propulsion systems. It was initiated to explore the potential applications of fusion energy to space power and propulsion systems. Some fusion related accomplishments and program areas covered include: basic research on the Electric Field Bumpy Torus (EFBT) magnetoelectric fusion containment concept, including identification of its radial transport mechanism and confinement time scaling; operation of the Pilot Rig mirror machine, the first superconducting magnet facility to be used in plasma physics or fusion research; operation of the Superconducting Bumpy Torus magnet facility, first used to generate a toroidal magnetic field; steady state production of neutrons from DD reactions; studies of the direct conversion of plasma enthalpy to thrust by a direct fusion rocket via propellant addition and magnetic nozzles; power and propulsion system studies, including D(3)He power balance, neutron shielding, and refrigeration requirements; and development of large volume, high field superconducting and cryogenic magnet technology

    The NASA Aerospace Pyrotechnically Actuated Systems (PAS) Program, a focused technology program, is being initiated to enhance the reliability, safety, and performance of pyrotechnically actuated systems. In broad terms, this Program Plan presents the approach that helps to resolve concerns raised by the NASA/DOD/DOE Aerospace Pyrotechnic Steering Committee. This Plan reflects key efforts needed in PAS technology. The resources committed to implement the Program will be identified in the Program Implementation Plan (PIP). A top level schedule is included along with major Program milestones and products. Responsibilities are defined in the PIP. The Plan identifies the goals and detailed objectives which define how those goals are to be accomplished. The Program will improve NASA's capabilities to design, develop, manufacture, and test pyrotechnically actuated systems for NASA's programs. Program benefits include the following: advanced pyrotechnic systems technology developed for NASA programs; hands-on pyrotechnic systems expertise; quick response capability to investigate and resolve pyrotechnic problems; enhanced communications and intercenter support among the technical staff; and government-industry PAS technical interchange. The PAS Program produces useful products that are of a broad-based technology nature rather than activities intended to meet specific technology objectives for individual programs. Serious problems have occurred with pyrotechnic devices although near perfect performance is demanded by users. The lack of a program to address those problems in the past is considered a serious omission. The nature of problems experienced as revealed by a survey are discussed and the origin of the program is explained

    Laser Initiated Ordnance (LIO) activities in NASA

    Laser initiated ordnance appears to offer the advantages of greater reliability, enhanced safety, lighter, less costly products, and improvements in spacecraft system designs which can lead to higher operational efficiency. But the lack of flight demonstrations has prevented the application of this new technology into new programs. Hence, a three-phase technology program was initiated by NASA to provide flight proof of their technical and programmatic feasibility: flight demonstration aboard an unmanned commercial vehicle (Pegasus), use as a Space Shuttle payload, and the most demanding of applications, namely, solid rocket motor vehicle ignition and flight termination. The programs investigate, via flight demonstrations the use of fully solid state laser diode systems to reduce potential hazards imposed by stray electrical signals. Inadvertent ignition has proven to cause serious problems. While the current electromechanical have been made safe, the result has been complex systems. Now is the time to take advantage of this new technology to further enhance safety and reliability of spacecraft systems. Two of the three phases are underway; an announcement of opportunity for the third, a sounding rocket flight demonstration, was made at the workshop

    NASA has continually had problems with cost, schedule, performance, reliability, quality, and safety aspects in programs. Past solutions have not provided the answers needed, and a major change is needed in the way of doing business. A new approach is presented for consideration. These problems are all engineering matters, and therefore, require engineering solutions. Proper engineering tools are needed to fix engineering problems. Headquarters is responsible for providing the management structure to support programs with appropriate engineering tools. A guide to define those tools and an approach for putting them into place is provided. Recommendations include establishing a new Engineering and Technology Advancement Office, requesting a review of this proposal by the Administrator since this subject requires a top level decision.     This proposed program is to initiate a space flight research and development program to develop fusion energy for the space applications of direct space propulsion and direct space power, that is, a Space Fusion Energy (SFE) program. 'Direct propulsion' refers to the use of plasma energy directly for thrust without requiring other energy conversion systems. Further, to provide space missions with large electrical power, 'direct space power' is proposed whereby the direct conversion of charged particles into electricity is used, thereby avoiding thermal conversion system losses. The energy release from nuclear fusion reactions makes these highly efficient, high power space systems possible. The program as presented conducts in an orderly, hierarchical manner the necessary planning, analyses, and testing to demonstrate the practical use of fusion energy for space. There is nothing discussed that is known to be theoretically impossible. Validation of the engineering principles is sought in this program which uses a cost-benefit approach. Upon successful program completion, space will become more accessible and space missions more safely conducted. The country will have taken a giant step toward the commercialization of space. The mission enabling capability provided by fusion energy is well beyond mission planners' current dreams

    The fusion energy conversion design approach, the Field Reversed Configuration (FRC) - when burning deuterium and helium-3, offers a new method and concept for space transportation with high energy demanding programs, like the Manned Mars Mission and planetary science outpost missions require. FRC's will increase safety, reduce costs, and enable new missions by providing a high specific power propulsion system from a high performance fusion engine system that can be optimally designed. By using spacecraft powered by FRC's the space program can fulfill High Energy Space Missions (HESM) in a manner not otherwise possible.     Flight demonstration of laser diode initiated ordnance

    A program has been initiated by NASA Headquarters to validate laser initiated ordnance in flight applications. The primary program goal is to bring together a team of government and industry members to develop a laser initiated ordnance system having the test and analysis pedigree to be flown on launch vehicles. The culmination of this effort was a flight of the Pegasus launch vehicle which had two fin rockets initiated by this laser system. In addition, a laser initiated ordnance squib was fired into a pressure bomb during thrusting flight. The complete ordnance system comprising a laser diode firing unit, fiber optic cable assembly, laser initiated detonator, and laser initiated squib was designed and built by The Ensign Bickford Company. The hardware was tested to the requirements of the Pegasus launch vehicle and integrated into the vehicle by The Ensign Bickford Company and the Orbital Sciences Corporation. Discussions include initial program concept, contract implementation, team member responsibilities, analysis results, vehicle integration, safing architecture, ordnance interfaces, mission timeline and telemetry data.
