    In 2006, the Treasury introduced a new Film Tax Credit for British productions. Fiscal incentives in the form of tax credits are now regarded as fundamental to the sustainability of the British film industry. In addition to benefiting indigenous filmmaking, an attractive tax credit structure is seen as promoting inward investment, chiefly from the USA, and is seen as important for maintaining the work force and organisational capacity in the British film industry. Securing the continuity of the skills base is at the heart of the UK Government's drive to make the ‘creative economy’ better fitted for global competition. However, in that broader context, film has been – and remains – a special case, as it is not presently Government creative economy policy to use fiscal measures for other industries. We argue that in seeking solutions to longstanding problems of ‘sustainability’, contemporary UK policy is conditioned by its long history of economic intervention in film production – and has been an important precursor of today's creative industries policy. Furthermore, in current global conditions, it is crucial to consider the fundamental cross-currents set in train by the competing demands of US inward investment and EU regulation. By undertaking interviews with key players as well as examining evidence in the public domain, this article analyses the complex politics that has shaped the implementation of this policy. We argue that film policy research needs the added depth that such sociological analysis brings to the table. In particular, this empirical approach gives insights into how the low politics of lobbying and inter-departmental rivalry shape present policy outcomes

    The BUV/Nimbus-4 total ozone data is analyzed with emphasis on the seasonal and interannual variability for the period April 1970 to April 1972. An objective analysis using a Fourier expansion shows the annual wave dominates at mid and high latitudes where the semiannual wave becomes significant in the tropics. A small interannual difference is detected and is most likely due to changes in the general circulation

    Seasonal and interannual variations in total ozone revealed by the Nimbus-4 backscattered ultraviolet experiment

    The first two years of Backscattered Ultraviolet (BUV) ozone data from the Nimbus-4 spacecraft were reprocessed. The seasonal variations of total ozone for the period April 1970 to April 1972 are described using daily zonal means to 10 deg latitude zones and a time-latitude cross section. In addition, the BUV data are compared with analyzed Dobson data and with IRIS data also obtained from the Nimbus-4 spacecraft. A harmonic analysis was performed on the daily zonal means. Amplitudes, days of peaks, and percentage of variance were computed for annual and semi-annual waves and for higher harmonics of an annual period for the two years. Asymmetries are found in the annual waves in the two hemispheres, with a subtle interannual difference which may be due to changes in the general circulation. A significant semi-annual component is detected in the tropics for the first year, which appears to result from influences of the annual waves in the two hemispheres

    Quantum-classical transition and quantum activation of ratchet currents in the parameter space

    The quantum ratchet current is studied in the parameter space of the dissipative kicked rotor model coupled to a zero temperature quantum environment. We show that vacuum fluctuations blur the generic isoperiodic stable structures found in the classical case. Such structures tend to survive when a measure of statistical dependence between the quantum and classical currents are displayed in the parameter space. In addition, we show that quantum fluctuations can be used to overcome transport barriers in the phase space. Related quantum ratchet current activation regions are spotted in the parameter space. Results are discussed {based on quantum, semiclassical and classical calculations. While the semiclassical dynamics involves vacuum fluctuations, the classical map is driven by thermal noise.Comment: 6 pages, 3 figure

    Copyright and cultural work: an exploration

    This article first discusses the contemporary debate on cultural “creativity” and the economy. Second, it considers the current state of UK copyright law and how it relates to cultural work. Third, based on empirical research on British dancers and musicians, an analysis of precarious cultural work is presented. A major focus is how those who follow their art by way of “portfolio” work handle their rights in ways that diverge significantly from the current simplistic assumptions of law and cultural policy. Our conclusions underline the distance between present top-down conceptions of what drives production in the cultural field and the actual practice of dancers and musicians

    A status report on the analysis of the NOAA-9 SBUV/2 sweep mode solar irradiance data

    Monitoring of the near ultraviolet (UV) solar irradiance is important because the solar UV radiation is the primary energy source in the upper atmosphere. The solar irradiance at wavelengths shortward of roughly 300 nm heats the stratosphere via photodissociation of ozone in the Hartley bands. Shortward of 242 nm the solar UV flux photodissociates O2, which is then available for ozone formation. Upper stratosphere ozone variations coincident with UV solar rotational modulation have been previously reported (Gille et al., 1984). Clearly, short and long term solar irradiance observations are necessary to separate solar-forced ozone variations from anthropogenic changes. The SBUV/2 instrument onboard the NOAA-9 spacecraft has made daily measurements of the solar spectral irradiance at approximately 0.15 nm intervals in the wavelength region 160-405 nm at 1 nm resolution since March 1985. These data are not needed to determine the terrestrial ozone overburden or altitude profile, and hence are not utilized in the NOAA Operational Ozone Product System (OOPS). Therefore, assisted by the ST System Corporation, NASA has developed a scientific software system to process the solar sweep mode data from the NOAA-9 instrument. This software will also be used to process the sweep mode solar irradiance data from the NOAA-11 and later SBUV/2 instruments. An overview of the software system and a brief discussion of analysis findings to date are provided. Several outstanding concerns/problems are also presented
