Me matan si no trabajo y si trabajo… : la experiencia de la Confederación de los Trabajadores de la Economía Popular (CTEP)

El artículo 14 bis de la Constitución Argentina declara el derecho al trabajo en ciertas condiciones. Sin embargo, las leyes no siempre tienen un correlato con la realidad. Para entender esta cuestión es necesario comprender el desarrollo capitalista argentino. Desde la instauración del Estado-nación y del momento agro-exportador de principio de siglo XX, el llamado modelo de industrialización por sustitución de importaciones (ISI) quizás haya sido el momento más relevante de conformación de la estructura económica del país en el siglo pasado. Luego, a mediados de la década del 70, las políticas económicas y sociales de corte neo-liberal comenzaron un proceso de desestructuración del trabajo que se consolidó durante los noventa, generando desocupación y precarización masiva. El neo-desarrollismo logró avanzar en la creación de trabajo, pero no alcanzar condiciones básicas de bienestar. De esta forma, la clase obrera quedó fragmentada y debilitada, llegando a encontrar en los últimos años, cinco centrales sindicales y tres sectores de la economía: trans-nacional, nacional-local y popular. Esta última, la economía popular, agrupa aproximadamente a un 40% de los trabajadores. Dada la situación brevemente descripta, se puede afirmar que existieron diversas “condiciones de posibilidad" para que, en 2011, surgiera una organización como la Confederación de Trabajadores de la Economía Popular (CTEP). En esta ponencia se propone analizar el desarrollo de esta herramienta y las relaciones sociales que ha generado. En este contexto, además, resta mencionar que la CTEP se muestra como un actor relevante en la política nacional como se evidenció en la última discusión sobre la ley de “emergencia social" que impulsó la confederación junto a otras organizaciones populares y logró ser aprobada a fin del año pasado. En definitiva, la ponencia, buscará dar cuenta de complejidades y potencialidades, de resultados, perspectivas y debates a raíz de esta experiencia.Fil: Schejter, Mariano R.. In Western Europe, where only public service broadcasters existed until quite recently, a different doctrine emerged—the doctrine of impartiality. Under this doctrine, broadcasters were to refrain from being partial in any way. In Israel, a hybrid solution was adopted: While the system was designed in the Western European way, the courts have been insisting for years that the American fairness doctrine is the norm for achieving political neutrality. This study describes this phenomenon and the way it emerged, and questions its contribution to free speech in a volatile democracy

Valvas de volútidos como sustrato de asentamiento y refugio en fondos blandos del Océano Atlántico Sudoccidental

In this contribution we highlighted the importance of the gastropod Adelomelon ancilla (living and empty shells) as settlement substrate for the sea anemones Antholoba achates and Isotealia antarctica in soft bottoms of the SW Atlantic Ocean. Fifty percent of the sampled shells of A. ancilla presented at least one epibiotic anemone and up to a maximum of 6 anemones were reported in one living individual. Adelomelon ancilla shells are the first settlement substrate reported for I. antarctica. We also recorded the use of empty shells by Pagurus comptus and Propagurus gaudichaudii, as far as the less frequent record of other invertebrates and gastropod egg cases attached to the empty shells. These results are compared with the epibiotic organisms recorded on Odontocymbiola magellanica, another volutid species that shares the same habitat.En este estudio se destaca la importancia del gasterópodo Adelomelon ancilla (organismos vivos y valvas vacías) como sustrato de asentamiento para las anémonas Antholoba achates e Isoteallia antarctica en fondos blandos del Océano Atlántico Sudoccidental. El cincuenta por ciento de las valvas analizadas presentó al menos una anémona epibionte y hasta un máximo de 6 anémonas fueron registradas en un individuo vivo de A. ancilla. Las valvas de A. ancilla serían el primer sustrato de asentamiento conocido utilizado por I. antarctica. También se registró el uso de valvas vacías por Pagurus comptus y Propagurus gaudichaudii, y se registraron otros invertebrados epibiontes menos frecuentes, así como el uso de estas valvas vacías para la deposición de cápsulas de huevos de varios gasterópodos. Estos resultados se comparan con los organismos epibiontes reportados sobre Odontocymbiola magellanica, otra especie de volútido que comparte el mismo hábitat.Fil: Schejter, Laura. Digital Role-Playing Games as Means for Dialogue and Change for Marginalized Teachers

This study presents a theoretical model that incorporates the theories of Paulo Freire, Augusto Boal and Amartya Sen and uses their ideas to create an innovative digital role-playing game for teachers on ‘To-Be-Education,’ a platform originally designed for teacher-student role-playing . We then demonstrate how Sen’s ‘capabilities approach’, Freire’s ‘pedagogy of hope’ and Boal’s ‘theatre of the oppressed’ are adapted to tools of empowerment for Arab-Israeli teachers, who belong to a community marginalized by State policies. The teachers design their own games and base the scenarios on their own real educational and professional dilemmas. They then re-enact these situations to “rehearse reality,” and debate possible outcomes

Justice, and Only Justice, You Shall Pursue: Network Neutrality, the First Amendment and John Rawls\u27s Theory of Justice

As broadband becomes the public\u27s technology of choice to access the Internet, it is also emerging as the battlefield upon which the struggle for control of the Internet is being fought. Operators who provide physical access to the service claim the right to discriminate among the content providers who use the infrastructure in which the operators have invested. In contrast, content providers warn that exercising such a policy would undermine the principles that have made the Internet such a success. [...] For academic observers, analysis of this issue has thus far been confined to the areas of property law, innovation, and competition models. This study, however, offers a different framework for analyzing the network neutrality controversy, one that takes into account that the Internet is a new medium of mass self communication. The Internet provides a unique venue for civic engagement, exposure to information, and opportunity for education. The established frameworks that guide the regulation of traditional media are not necessarily suitable for this new form of communication because they fail to address its multi-participant character (as opposed to the limited-participant technologies of old media ), and the abundance created by its innovative technological form (as opposed to the scarcity which characterized old media ). Here arises the urgent need to address this debate in its appropriate context. While others have framed the debate in terms of another battle among the conflicting interests of large corporations, we view it as a struggle between the newly defined classes of haves and have-nots. We contend that using this new frame of reference should provide both those whose interests have been ignored by the regulation of past technologies, and the newly created have-nots, with an opportunity to better their social positioning by enjoying unobstructed access to the Internet as users. Therefore, we propose abandoning the utilitarian philosophy that has characterized U.S. telecommunications regulation--the outcome of which has been promoting the interests of a fortunate few--and adopting the alternative theory of John Rawls\u27s theory of justice. [...] The materialization of the promise of the Internet requires its maintenance as an open and neutral network. We are therefore concerned about the continued reliance on legacy policies and intend to offer here a new underlying theory for regulation of access to the Internet. We suggest that although Rawls\u27s theory preceded the popularization of the Internet by decades, it has the power to bridge the different policy narratives and offer a framework for maintaining the free nature of the Internet because it addresses both the social and economic nature of the Internet policy debate, accepts the general framework of market economy and capitalism, focuses on protecting fundamental rights, and proposes an egalitarian, fair, and just solution

Corales de piedra (Anthozoa: Scleractinia) del banco Burdwood y áreas vecinas, océano Atlántico SO

The presence of ten species of stony corals was recorded at a total of 19 out of 48 sampling stations at Burdwood Bank and neighbouring areas. Scleractinians were recorded only at three stations inside the marine protected area (MPA) Namuncurá I, while the majority of them were recorded deeper than 200 m. Burdwood Bank slope (MPA Namuncurá II + NW slope) was the richest sub-area, with ten species recorded in the present study and another two species mentioned from the literature. For the majority of the species the results here presented represent the only available data in the study area after 50 years (or more), comprising updates of latitudinal and bathymetric ranges. Stony corals were recorded as basibionts of a variety of organisms. Mainly dead skeletons were found providing a suitable settlement substrate for sessile species such as primnoid corals. The presence of a high richness of stony corals on the southern slope of Burdwood Bank, as components of the marine animal forests recorded, also supported the conservation efforts made to create the new MPA named “Namuncurá/Burdwood Bank II” in this region.Diez especies de corales fueron registradas en 19 sitios (de un total de 48 estaciones de muestreo) en el banco Burdwood y áreas vecinas. Los corales escleractínidos fueron detectados solamente en tres estaciones dentro del Área Marina Protegida (AMP) Namuncurá I, ya que la mayoría de ellos se encuentran usualmente a más de 200 m. de profundidad. El talud del banco Burdwood (AMP Namuncurá II + talud NO) fue la sub-área de mayor riqueza, contando con diez especies registradas en este estudio, más otras dos tomadas de fuentes bibliográficas. Los resultados presentados en este trabajo representan los registros de corales escleractínidos más recientes y los únicos en 50 años (o más) para la región, y contemplan, además actualizaciones latitudinales y batimétricas para algunas especies. Las especies de estos corales registradas fueron basibiontes de una gran variedad de organismos. En este sentido, principalmente los esqueletos muertos proveyeron de un sustrato de asentamiento adecuado a especies sésiles tales como corales primnoideos. La presencia de una alta riqueza de estos corales en el talud sur del banco Burdwood como componentes de los bosques animales registrados, contribuyó con los esfuerzos de conservación realizados en la zona y que culminaron con la creación del AMP “Namuncurá/ banco Burdwood II”

The Redox Couple of the Cytochrome \u3cem\u3ec\u3c/em\u3e Cyanide Complex: The Contribution of Heme Iron Ligation to the Structural Stability, Chemical Reactivity, and Physiological Behavior of Horse Cytochrome \u3cem\u3ec\u3c/em\u3e

Contrary to most heme proteins, ferrous cytochrome c does not bind ligands such as cyanide and CO. In order to quantify this observation, the redox potential of the ferric/ferrous cytochrome c–cyanide redox couple was determined for the first time by cyclic voltammetry. Its E0′ was −240 mV versus SHE, equivalent to −23.2 kJ/mol. The entropy of reaction for the reduction of the cyanide complex was also determined. From a thermodynamic cycle that included this new value for the cyt c cyanide complex E0′, the binding constant of cyanide to the reduced protein was estimated to be 4.7 × 10−3 LM−1 or 13.4 kJ/mol (3.2 kcal/mol), which is 48.1 kJ/mol (11.5 kcal/mol) less favorable than the binding of cyanide to ferricytochrome c. For coordination of cyanide to ferrocytochrome c, the entropy change was earlier experimentally evaluated as 92.4 Jmol−1K−1 (22.1 e.u.) at 25 K, and the enthalpy change for the same net reaction was calculated to be 41.0 kJ/mol (9.8 kcal/mol). By taking these results into account, it was discovered that the major obstacle to cyanide coordination to ferrocytochrome c is enthalpic, due to the greater compactness of the reduced molecule or, alternatively, to a lower rate of conformational fluctuation caused by solvation, electrostatic, and structural factors. ¿Qué ves (cuando me ves)?: representaciones en torno a la economía popular : El caso de la Confederación de Trabajadores de la Economía Popular

La Confederación de Trabajadores de la Economía Popular (CTEP), durante años, fue el agrupamiento más grande de los espacios que organizaron al sujeto de la Economía Popular (EP). El 21 de diciembre del año pasado se “auto-disolvió” dando vida, junto a otras organizaciones, a la Unión de Trabajadores de la Economía Popular (UTEP). Este nuevo espacio expresó un salto cualitativo en términos de agrupamiento sindical del sector, uniendo a las organizaciones más masivas de la EP. La CTEP, previamente, permitió difundir la EP asumiendo a quienes realizaban alguna de sus actividades como trabajadores y trabajadoras. De esta forma, transformó a un colectivo de personas y actividades invisibilizadas en un actor político-sindical relevante. En su recorrido, desde el nacimiento en mayo del 2011, la disputa por la definición identitaria ha sido un eje vertebrador de la experiencia organizacional. Actualmente existen múltiples representaciones sobre la EP y quienes son parte del sector. Diversos sectores de poder vienen desplegando visiones estigmatizantes, criminalizadoras hablando de “planeros” o “vagos” por citar solo dos conceptos. Replicando, (re)produciendo estas lecturas, los medios de comunicación masivos cumplen un rol central. Asimismo, estas miradas son apropiadas por amplios sectores de la sociedad. Frente a tal situación, quienes se organizaron en la CTEP han debido desarrollar una “disputa cultural” sobre su identidad, en la cual, la definición de sus actividades fue una cuestión vital. En primer lugar, buscando el reconocimiento de sus actividades como trabajo. Desde la Confederación, en medio de esa disputa, se afirmó que la economía popular reúne a trabajos que parten de diversos procesos económicos, en condiciones de marginalidad, anclados en la cultura popular con medios de producción accesibles, o sea que no son propiedad de ningún capitalista. En el presente texto, entonces, se buscará poner en común las diversas visiones en cuestión dando especial lugar a la voz de los y las protagonistas, pero problematizandolas y poniéndolas en contraste con otras miradas.GT 15: Antropologías latinoamericanas del trabajo: problemas, enfoques y perspectivas.Universidad Nacional de La Plat
