Comments on "Plasma current drive by injection of photons with helicity" [Comm. Plasma Phys. Controlled Fusion 12, 165 (1989)]

Ohkawa has proposed a tokamak current-drive scheme [Comm. Plasma Phys. Controlled Fusion 12, 165 (1989)], which relies on the injection of circularly polarized magnetohydrodynamic waves. It is shown here that the favorable current-drive efficiency predicted by Ohkawa is not attained because excessive power is dissipated by the fluctuating fields. The ratio of power absorbed by the plasma to the dc Ohmic power required to drive the same current is Pabsorbed/POhmic[approximately-equal-to]4(Ba/b)^2, where Ba is the static toroidal field strength and b is the strength of the fluctuating field

Auf dem Weg zu einer Archivethik für das Informationszeitalter. Der Kodex ethischer Grundsätze für Archivarinnen und Archivare im Kontext aktueller informationsethischer Entwicklungen

Thema der Arbeit ist der Umgang mit ethischen Fragen in der gegenwärtigen Archivwissenschaft und -praxis. Hierbei präsentiert sich für die Schweiz eine nur sporadische und weitgehend auf die Berufspraxis fokussierte Auseinandersetzung mit ethischen Themen. Während als Instrument für die Praxis die seit den 1990er Jahren weltweit etablierten und 1998 auch in der Schweiz eingeführten ethischen Kodizes für Archivarinnen und Archivare zur Verfügung stehen, fehlt eine archivethische Theoriebildung oder archivwissenschaftliche Debatte mit Bezugnahme auf die philosophische Tradition der Ethik fast vollständig. Dabei lässt sich der Kodex ethischer Grundsätze für Archivarinnen und Archivare als Berufsethik innerhalb der Informationsethik verorten, einem heterogenen, interdisziplinären Forschungsfeld, welches seit den 1980er Jahren mit Einflüssen aus der Philosophie einerseits und der Bibliotheks- und Informationswissenschaft anderseits eine vielfältige Theoriebildung vorantreibt. Von Seiten der Archivwissenschaft wurde hier allerdings bislang kaum eine Anbindung vorgeschlagen. Die zentrale Fragestellung der Masterarbeit ist nun, inwiefern eine Anbindung der Archivwissenschaft an die Informationsethik dazu beitragen kann, ethische Themen im Archiv und namentlich den Kodex von 1998 jüngeren Entwicklungen entsprechend zu erweitern sowie Debatten zu ethischen Fragen anzuregen und weiterzuentwickeln. Die Masterarbeit legt in einem analytisch-argumentativen Vorgehen zunächst die Gegenwart der Ethik im Archiv und insbesondere des Kodex ethischer Grundsätze für Archivarinnen und Archivare dar und erarbeitet einen Aktualisierungs- und Erweiterungsbedarf für den Kodex. Anschliessend stellt sie die Informationsethik mit den Positionen zweier zentraler Protagonisten vor. Die Arbeit schliesst ab mit einer Synthese, deren Ergebnisse eine erste Antwort auf die zentrale Fragestellung bieten. Argumentiert wird, dass im bestehenden Kodex ethischer Grundsätze für Archivarinnen und Archivare verschiedene jüngere Entwicklungen wie beispielsweise das Internet und Social Media nicht thematisiert werden. Ausserdem werden zwar Geltungsbereich des Kodex und Zuständigkeiten der Archivmitarbeitenden definiert, nicht aber die Verortung in einer Informationsgesellschaft oder „Infosphäre“. Hierdurch fehlt die Einbindung technischer und gesellschaftlicher Einflussfaktoren auf das Archivgut und eine Darstellung der Schnittstellen zu Verantwortlichkeiten anderer Akteure hinsichtlich der Überlieferung, Sicherung und Qualität des Archivguts. Ebenfalls fehlt die Bezugnahme auf übergeordnete ethische Prinzipien wie etwa das Recht auf freie Meinungsbildung oder das Recht auf Informationszugang. Gerade angesichts der jüngeren gesellschaftlichen und technologischen Entwicklungen scheint eine solche Bezugnahme und Kontextualisierung jedoch in vielen Fragen unabdingbar, nicht zuletzt, wenn es darum geht, Entscheidungen zu begründen oder das Archiv innerhalb der Informationsgesellschaft zu verorten und auszurichten. Als Ergebnis der Arbeit ist festzuhalten, dass die Funktion des Kodex als Instrument für Reflexion, Argumentation und Entscheidungsfindung durch eine Verknüpfung der Archivwissenschaft mit der Informationsethik massgeblich erweitert und gestärkt werden kann. So bietet etwa Rainer Kuhlens Ansatz der Akteursgruppen in der Informationsgesellschaft sowie Luciano Floridis Darstellung der Entwicklung von der Mikroethik zur Makroethik Hand, den Geltungsbereich und die Akteure im Kontext der Informationsgesellschaft oder einer Infosphäre zu verorten. Ebenso bieten Kuhlen und Floridi übergeordnete Werte für den Informationsbereich, zu denen die Richtlinien des Kodex in Bezug gesetzt werden können. Damit wird eine Verknüpfung der Richtlinien innerhalb gesellschaftlich etablierter und diskutierter Werte möglich, die eine vielfältige Beteiligung an ethischen Debatten im Informationsbereich und eine Positionierung des Archivs in der Informationslandschaft erlaubt

Can useful toroidal current be driven by classical viscoresistive Alfvén waves?

Simple, yet exact, analytic solutions for the shear and compressional Alfvén wave are obtained for helical magnetohydrodynamic (MHD) waves in cylindrical geometry with both resistivity and viscosity included. The current driven by all possible combinations of these waves is examined in the quasilinear regime (i.e., where the magnetic field produced by the driven current is not self-consistently included in the equilibrium where the wave equations are derived). It is found in all cases that it is not possible to drive significant bulk axial current with small amplitude wave fields. Thus, any useful low-frequency current drive scheme will have to be based on phenomena more complicated than those discussed here

Looking Beyond Primary: A Study of Barriers to Secondary Education in Kiryandongo Refugee Settlement, Uganda

The increase in protracted refugee situations around the world complicates the provision of public services such as education. Accessing secondary school is key to individual and community empowerment for vulnerable refugees through providing higher education and employment opportunities. However, secondary school attainment is often severely lacking in refugee settlements. In Uganda, 58.2% of refugees are enrolled in primary school, while only 11.3% attend secondary school. This study sought to understand the experiences of Ugandan refugees related to barriers to secondary education and its relation to social and economic empowerment, as well as solutions that refugee communities, Implementing Partners (IPs), and governments can execute. Qualitative and quantitative research were conducted through focus group discussions, personal interviews, and surveys with key community stakeholders including students in primary, secondary, and vocational school, secondary school teachers, parents of students, and implementing partners in Kiryandongo Refugee Settlement through a partnership with Windle International, Uganda. Barriers revealed can be grouped into two distinct categories: logistical limitations of financial resources of both families and schools, and structural challenges related to community factors such as the under prioritization of girls’ education and challenges at home. Solutions shared include increasing funding prioritization of education by the Ugandan government and implementing partners, community dialogues, and local business initiatives. By interacting with community members, the researcher sought to analyze the relationship between refugee youth, implementing partners, and the Ugandan government to pursue opportunities for stakeholders to work together and fully support refugee education to empower refugee students to create positive change in both their countries of origin and host communities

Single beam, single detector diagnostic for plasma density profiles across a magnetic field gradient

A scheme is proposed whereby the density profile of a tokamak or mirror plasma is mapped to nonlinear sidebands of a diagnostic wave, so that the sideband frequency spectrum is an image of the density profile traversed by the wave. The diagnostic relies on a monochromatic, high-frequency (omega>~omegace), pulsed wave source to determine the density profile across a magnetic field gradient. In principle, the technique offers time-dependent direct density profiles having high spatial resolution. However, the feasibility of the diagnostic is limited by the intense power and the rapid rise time required of the pulsed diagnostic wave. For parameters relevant to fusion plasmas, and for the particular scattering geometry suggested here, the technique requires, roughly, 30 mJ pulses of 2 nsec duration. The required power can be reduced by a factor of roughly 10^4 by applying signal averaging techniques. The rise time of the pulsed source must be short in comparison to one period of the diagnostic wave

Actually Existing Israel

Israel is neither Europe, nor the Middle East, the commenter wrote. All of the moral categories youve been trained to apply to countries from those regions wont work. Theyre foreign, like you. A self-identified American soldier, but currently enlisted in the Israel Defense Forces, he was making this point in criticizing a journalist for penning a favorable article about an anti-war demonstration in Tel Aviv. For those familiar with the Arab-Israeli conflict, such comments should not be surprising. Israels unknowability is one of the fundamental criticisms made against foreigners who choose to take the country to task for its policies towards the Palestinians. Nowhere is this criticism made more often, in recent years, than in the US, where public opinion on Israel has shifted drastically, and Israeli government PR efforts have increased. The Israel referred to by such media strategies I refer to as Actually Existing Israel, all Cold War-era puns intended. It refers to both the actually existing Israel, as well as its intentional mystification. For my paper, Ill be discussing how this Israel gets produced, and why it is as much an American event, as it is an Israeli one.
