Before and After the Clean Water Act: How Science, Law, and Public Aspirations Drove Seven Decades of Progress in Maine Water Quality

In the 1950s, Maine established a water quality classification system creating the conceptual scaffolding of a tiered system of management. Passage of the federal Clean Water Act in 1972 drove dramatic advances in science, technology, and policy leading to systematic improvement for the next five decades. Today’s tiered classification system provides a range of management goals from natural to various allowable uses. The state assigns uses and standards for each classification, incorporating physical, chemical, and biological indicators. This system has brought steady improvement in water quality, ecological condition, and overall value for human use. Visible evidence of improvement and adoption of these management alternatives have inspired a re-imagining of how Maine’s waters can benefit clean water-based businesses, recreation, and amenity development

Machbarkeitsstudie für ein Forschungsvorhaben Sonn- und Feiertagsarbeit in sog. Callcentern: Endbericht; Gutachten im Auftrag des Bundesministerium für Arbeit und Soziales (BMAS)

Die Bundesregierung prüft den Erlass einer Bundesverordnung aus Gründen des Gemeinwohls, um telefonische und elektronische Dienstleistungen in bisher geregeltem Umfang weiterhin zu ermöglichen. Eine solche Gemeinwohlverordnung kann gerechtfertigt sein, wenn Arbeitsplatzverluste in größerem Umfang zu erwarten sind und das Gemeinwohl gefährden. Aussagen zu möglichen Arbeitsplatzverlusten können aber aktuell nicht fundiert getroffen werden, da sich Callcenter und deren Beschäftigte in den bestehenden Datensätzen nur teilweise identifizieren lassen. Daher lassen sich auch keinerlei Aussagen über mögliche Arbeitsplatzverluste treffen. Eine umfangreiche Betriebsbefragung erscheint die einzig erfolgsversprechende Option solche Informationen zu gewinnen, anhand derer Arbeitsplatzeffekte analysiert werden können. Dies kann zum einen über eine Erweiterung des IAB-Betriebspanels und zum anderen über eine gesonderte Betriebsbefragung erfolgen. Anhand der Ergebnisse einer solchen Befragung sollte es möglich sein, die Zahl der Beschäftigten sowie ihr Arbeitsvolumen in Callcentern zu bestimmen. Des Weiteren zeigt diese Machbarkeitsstudie, dass kein einzelnes Analyseinstrument verspricht eigenständig präzise Vorhersagen zu liefern. Aus diesem Grund sollte ein Methodenmix verschiedener Herangehensweisen erfolgen, der aber auch die Gefahr birgt, dass aufgrund einer großen Spannbreite an Ergebnissen keine konsistenten Aussagen abgeleitet werden können.The German Federal Government examines whether it is possible to issue a regulation for reasons of common welfare. The regulation should permit telephone and electronic services as under the existing laws. Reason for issuing such a regulation can be a high number of expected job losses. However, call centres and their employees cannot be completely identified within existing datasets. Therefore, it is not possible to forecast potential job losses. Hence, it is necessary to conduct a survey on the establishment level. There are two alternatives to conduct such a survey: First, the IAB-Establishment Panel can be extended and, second, a new survey can be conducted. Based on the results of the survey, it should be possible to quantify workers and hours worked. Furthermore, the composition of the workforce within call centres will become transparent. To forecast possible job losses additional methods need to be applied. However, no method will yield unambiguous results on its own. Therefore, we propose to apply a mixture of methods that runs the risk of a wide range of results that probably does not allow to draw any conclusions

Combining genomics and epidemiology to track mumps virus transmission in the United States.

Unusually large outbreaks of mumps across the United States in 2016 and 2017 raised questions about the extent of mumps circulation and the relationship between these and prior outbreaks. We paired epidemiological data from public health investigations with analysis of mumps virus whole genome sequences from 201 infected individuals, focusing on Massachusetts university communities. Our analysis suggests continuous, undetected circulation of mumps locally and nationally, including multiple independent introductions into Massachusetts and into individual communities. Despite the presence of these multiple mumps virus lineages, the genomic data show that one lineage has dominated in the US since at least 2006. Widespread transmission was surprising given high vaccination rates, but we found no genetic evidence that variants arising during this outbreak contributed to vaccine escape. Viral genomic data allowed us to reconstruct mumps transmission links not evident from epidemiological data or standard single-gene surveillance efforts and also revealed connections between apparently unrelated mumps outbreaks
