    Tackling Ultra-Poverty Through the Graduation Approach: Situating Sustainable Livelihoods in the Landscape of Social Protection and Safety Nets

    BRAC was founded in Bangladesh in 1972 and now works in nine other countries with very impoverished populations: Afghanistan, Pakistan, Myanmar, Philippines, Uganda, Tanzania, South Sudan, Sierra Leone and Liberia. From its years of experience designing and implementing microfinance and other programs, BRAC gained the insight that a unique set of interventions is required to bring out of extreme poverty those who they, and now others, call the "ultra-poor": people living on half or less of a US $1.25-a-day poverty threshold. BRAC pioneered the approach in 2002 by combining social safety nets with support for income-generating, and named it the Graduation approach, or Targeting the Ultra Poor (TUP) program. Graduation programs complement small cash stipends and in-kind asset transfers with several other sequenced interventions including savings, training, social integration and health care services. Over the last decade the Consultative Group to Assist the Poor (CGAP), the Ford Foundation, and other donors have supported ten pilots across different continents which have been carefully analyzed, and in which over 75% of participants have met Graduation requirements. This paper summarizes the landscape and institutional context within which the Targeting the Ultra-poor program sits, in order to help BRAC and other organizations to expand its scale and encourage others to support and adopt this approach, thereby helping an additional one million families graduate from ultra-poverty by 2020

    An evaluation by the Office of Development Effectiveness of Australia’s response to the Horn of Africa humanitarian crisis, 2011. Foreword This report identifies many strengths of the Australian response to the humanitarian crisis in the Horn of Africa in 2011. At the time, humanitarian operations in severely affected areas were fraught with danger and were extremely difficult. Australia was a new player compared to other donors with years of experience in the region and a much larger presence on the ground. The Australian aid program responded quickly, despite limited capacity and experience in the region. The speed and flexibility of operations were notable strengths of the Australian response. Australian funds clearly saved lives; however, the results depended on more than funds alone. Effective coordination of response efforts is a persistent challenge for the global humanitarian system. Australia’s role in influencing implementing partners and coordinating important aspects of the overall system increased the effectiveness of Australian assistance, and the overall international response. Another clear finding is the need for funded agencies to improve reporting on activities and results. The reporting is essential for learning and to ensure informed decisions are made. The evaluation recommendations in areas such as these are designed to improve the effectiveness of Australian humanitarian assistance in the future. Finally, the evaluation highlights the complexity of disaster situations, which are growing in number and severity and will continue to pose a challenge for Australia in their commitment to supporting humanitarian work in the Indo-Pacific

    Feasibility Study: Social Protection in South Central Somalia

    In recent years, there has been a growing recognition by policy makers and the international development community that longer-term social protection programming has the potential to reduce poverty and inequality and serve as a foundation upon which, viable livelihoods can be built. In many countries, specially those that are frequently affected by climatic and conflict hazards, this has led to calls for a shift in approach away from interventions thatsimply address the symptoms of household vulnerability towards those which deal with the causes. For more than two decades Somalia has lurched from one humanitarian crisis to another. This debate around the potential of social protection is therefore particularly acute, as years of humanitarian programming seem to have had little impact on increasing household resilience to shocks. Furthermore, the country still ranks 165 out of the 170 countries included in the UN's Human Development Index, and number one on the US Fund for Peace 'Failed State Index'.A consortium of agencies working in Somalia commissioned this study: Adeso, ACF, DRC and Save the Children. The study is intended to further the discussion on the rationale and practicalities of social protection in South Central Somalia, and to serve as a starting point for the debate around moving away from short-term responses towards longer-term social protection interventions by these agencies, and others.The report comprises six parts: Part 1 describes the political economy in South Central Somalia and highlights some key challengesfor humanitarian actors; Part 2 defines the general concept of social protection and looks at the global evidence of the impact of social protection; Part 3 looks at social protection programs in African countries (particularly those in the Somalia region), and also in fragile states; Part 4 looks at current social protection mechanisms in South Central Somalia; Part 5 describes the actions that are currently needed before humanitarian programming can become predictable, and Part 6 summarizes the way forward, including recommendations and the conclusions from the study

    Natural disasters : what is the role for social safety nets?

    This paper makes the case for why safety nets are an important tool for managing the risk of natural hazards. The use of safety nets is advocated both ex ante, to prevent and mitigate the impact of natural disaster and ex post, to cope with the impacts of natural shocks. Firstly, the paper explores the implications of contextual factors to be taken into account in the design of an effective safety net system to respond to the needs generated by natural disasters. Learning from the responses to a number of recent natural disasters, a typology of the different types of natural hazards which require different approaches to reduce their risk is introduced. Secondly, the paper considers some'guidelines'for improving the design and implementation of safety nets either to prevent and/or to recover from natural disasters.     This report is a synthesis of existing global knowledge on improving nutrition through agriculture using a smallholder value chain approach. The smallholder value chain model used by the desk review concentrates on both producers and consumers and is centred around three pathways: improved nutrition resulting from increased production for own consumption, improved nutrition through increased income from selling agricultural products, and improved nutrition through increased income resulting from farmers’ involvement in local or regional procurement programs. The report identifies key conditions for agricultural interventions to significantly contribute to nutrition as well as important knowledge gaps pertaining to agriculture-nutrition linkages
