Walking and Talking (In) the Space. An approach to urban practices
[Abstract] Yuri Lotman (1987) ascribes to the city the characteristics of a «polylogue»: a configuration which is more complex than a dialogue, since different discourses, semiotic conflicts and relations weave together, escaping a unique or even a biunique logic. Analysing the city as a site of negotiation, a relational space, means to look at how it is continuously remade, reinterpreted and transformed by its inhabitants’ practices, through interactions with the built environment. Studying the city means, as a consequence, to deal with a very heterogeneous corpus of analysis, that has to be confronted integrating different methodologies (ethno-semiotic observation, analysis of the architectural space, textual analysis). This paper aims at exploring these methodological issues, focusing on the investigation of the processes of change and resignification in urban centres with a high presence of immigrants, through the study of the inhabitants’ practices: which conflicts or practices of spatial negotiation arise from alternative or concurrent uses of space? How is space re-written by the intertwining of old and new practices? How are borders constructed or negotiated, crossed or reinforced?
This article investigates the close relationship linking the style of a political subject with the mediatisation of public space; the style, on one hand, shows traces of the mediatisation, but, on the other hand, can succeed in restructuring the public space. Moreover, the creation of a style and of credibility, one of the main problems for any political subject, cannot be understood without considering the mediatic background where it takes place and where it finds its roots. The article starts from a general introduction to these issues and then it focuses on a specific Italian case: the building of a political identity by the comedian Beppe Grillo. He has built a distinctive style through the uninterrupted interaction and hybridization between different discursive sphere related to the public space: the traditional mediatic sphere, the virtual sphere of the blog and the appropriation of the public square.
The article is an attempt to investigate Carmine district of Brescia, the most "multicultural" area of the city, trying to identify the dynamics that have formed, divided and reshaped its identity. In particular, the article retraces diachronically the history of the neighborhood, through the analysis of a series of texts, from nineteenth century chronicles to the most recent media stories. This development shows that a certain "image" of the slum has been constructed over time and, in the meanwhile, various representations and perceptions of what is "Urban Decay" have alternated and undermined each other. The article then examines the institutional and powerful urban redevelopment plan, which demanded to regain possession of the definition of the place and to rewrite it on his own surface. In particular, it investigates the relationship of this urban plan with the different memories that are stratified in the area and with the most disruptive innovation experienced in recent years: immigration population growth inside the district
Drugs price and reimbursement regulation: comparators, endpoints and role of the cost-effectiveness
This document illustrates the results of a discussion of two multi-disciplinary expert panels on pricing and reimbursement of medicines. Experts work in different organizations. The discussion focused on comparator(s), endpoint(s), negotiation of prices of new medicines and/or indications to include in the List 648, as well as the role of cost-effectiveness in the price and reimbursement negotiation. The debate took place during the fourth edition of the Seminari di Mogliano, organized on the 30th of September/1st of October, 2021. The two panels agreed on a general need to enhance interaction among the different stakeholders, in the early assessment and negotiation phases, and to increase the transparency/reproducibility of the decisions taken. The experts have also emphasized the need (i) to improve clarity in the evaluation of additional therapeutic value and the place in therapy with respect to comparators and how comparators are identified; (ii) to create work groups to identify the most appropriate endpoint(s), for each therapeutic area and level of unmet needs; (iii) to provide for a systematic use of cost-effectiveness when an added therapeutic value is delivered by a new medicine. With regard to the 648 List, the experts advocated for an overall reorganization of the current rules governing the special uses of drugs
