    Socio-Economic Condition of Communities in Resolving Conflicts in the Bukit Tangkiling Conservation Area

    The Bukit Tangkiling Conservation Area has great potential for natural resources, including clean water, honey bees, recreation services, and religious services. There is also potential for split stone, which had been mined by the people from the rock hills in the area. The potential utilization of these natural resources trigger conflicts between interests to maintain the function and existence of conservation areas with the interests of using split stone for the community in order to meet the development needs of the city of Palangka Raya and its surrounding regions, at the cost of damaging the existing area. As an input in managing the conservation area Bukit Tangkiling is well implemented, research is needed on the social and economic conditions of the community’s surrounding the area. The research used survey methods and respondents are determined by purposive sampling and simple random sampling, and data analysis was both qualitative and quantitative. The communities around the Bukit Tangkiling conservation area are dominated by productive age (18-56 years), Banturung Village 59.00% and Tangkiling Village 54.97%. The level of education is relatively low, Banturung Village 72.96% and Tangkiling Village 73.29%. Having low education, most of the people have difficulty in finding decent work. Aside from that, most people do not understand the function of the forest or the function of the conservation area and tend to be apathetic about the existence of the Bukit Tangkiling conservation area that must be preserved. For some of these poorly educated people, the work of mining rocks is the best alternative to meeting the economic needs of the household. Income obtained from mining rock ranges from 2-4 million IDR per month

    Desa Dangka merupakan salah satu desa yang terletak di Kecamatan Dusun Selatan, Kabupaten Barito Selatan, Provinsi Kalimantan Tengah. Desa Dangka memiliki berbagai potensi, salah satu potensi yang paling menonjol dan dapat diberdayakan dengan mudah di Desa Dangka yaitu budidaya ikan lele. Dalam rangka meningkatkan nilai ekonomi suatu produk, ikan lele tersebut dapat dimanfaatkan menjadi suatu produk olahan yang memiliki harga jual yang lebih tinggi dibandingkan dengan ikan mentah. Sehingga usaha pengolahan ikan lele menjadi abon diharapkan mampu meningkatkan nilai ekonomis yang juga memiliki prospek yang besar karena daging ikan lele yang mudah didapat dan orang mulai bergeser mengkonsusmsi ikan daripada daging merah seperti sapi. Dengan menggunakan metode sederhana, yaitu melibatkan seluruh peserta dan masyarakat yang dalam hal ini diwakilkan oleh ibu-ibu Pembinaan Kesejahteraan Keluarga (PKK). Disamping untuk meningkatkan kegiatan yang bersifat positif, kemampuan berwirausaha dalam menciptakan suatu produk dengan metode yang sederhana serta bahan baku yang mudah diperoleh. Tujuan dari pembuatan abon dari ikan lele meliputi beberapa hal seperti mengembangkan potensi Desa Dangka yang sudah ada, mampu menghasilkan suatu produk pengan yang padat gizi dan protein, serta membuka lahan usaha baru dalam rangka meningkatkan perekonomian masyarakat Desa Dangk

    The Bukit Naga area is an area that has recently attracted the attention of the wider community, because it is alleged to have quite large gold potential.  People flocked to the area to carry out gold mining activities. In order to get an overview of the impacts arising from gold mining activities in the Bukit Naga area, research was carried out on the influence of gold mining activities on the socio-cultural conditions of the community and their environmental conditions, as well as solutions to solving the problems encountered.  The research was conducted using the literature study method for data collection.  Data analysis used descriptive-qualitative method.  The results of the study describe that gold mining activities carried out in the Bukit Naga area have an impact on the socio-cultural conditions of the community (security, health, conflicts of interest in doing business, and local community culture) and environmental conditions (changes in the bio-physical environment, disruption of the ecosystem, reduced and loss of flora and fauna, occurrence of erosion, landslides and floods, as well as environmental pollution). From a legal perspective, the mining activities carried out are illegal activities, which are contrary to and violate the applicable laws and regulations. Problem solving solutions offered: conduct preventive law enforcement, proposing the Bukit Naga area to become a WPR facilitate recommendation and licensing of gold mining business, equipping the community with good and environmentally friendly mining activities and good coordination and collaboration of all parties in managing and utilizing the Bukit Naga gold mining area.  Keywords: Bukit Naga Area, Gunung Mas Regency, Gold Mine

    IMPLEMENTASI KEBIJAKAN PENGELOLAAN USAHA PERTAMBANGAN RAKYAT: THE POLICY IMPLEMENTATION IN PEOPLE’S MINING MANAGEMENT

    People's Mining is a permit to carry out mining business in a people's Mining area with a limited area and investment. People's Mining Activities are as follows: Metal Mineral Mining, Non-Metal Mineral Mining, Rock Mining. People's Mining Area (WPR) is part of the Mining Area (WP) where WP is part of the Legal Mining Area. According to data, WPR in Indonesia has a total area of 580,712 hectares with a total of 3,329 blocks. IPR data throughout Indonesia recorded at the Directorate General of Minerals and Coal as of November 2020 totaled 16 IPRs. This number is very minimal when compared to the number of WPR blocks and the total area of smallholder mining areas in Indonesia. This is the background for conducting research, namely the study of how to implement community mining business management policies. The method used in this study is a qualitative method in which data is sourced from journals and previous research to obtain data in the form of research on legal effectiveness which from the point of view of its form is evaluative research. Mining policies provide directions for the implementation of the Mining Law and its implementing regulations, bearing in mind that a regulation is more general in nature. So that the government and the people who carry out mining business activities have guidelines or instructions, how people's mining business activities are in accordance with mining regulations.
