The Practice of Local Policymaking: Understanding Decision Maker Roles and Agency in Local Implementation Contexts

This dissertation presents three studies that, collectively, seek to contribute to our understanding of the practice of implementation policymaking grounded in the experience of the practitioner. Herein, policymaking is conceptualized as a shared set of practices enacted by actors purposefully engaged in collective performances. This thesis makes important contributions to the iterative processes of theorizing by advancing knowledge about local policymaking practices in the following ways: 1) creation of the Knowledge Enactment in Practice Settings (KEPS) framework as a guide to assist in the exploration of knowledge-based practices including the co-creation of context; 2) use of new insights informed by the KEPS tool to examine and re-examine existing expectations around collaboration and local governance in implementation policymaking; and 3) a more substantial and nuanced understanding of the experience of decision makers practicing together within co-created settings. In the first of the three papers, an interpretive synthesis included 35 studies that examined local policymaking to create representations of the types and sources of information and knowledge used, and key knowledge-based roles and activities. Based on this synthesis, an original framework (KEPS) was created. The KEPS framework depicted different aspects of the collective knowledge work of local policymakers which are explored in the following papers. The second paper explored the co-creation of practice in a lead-agency dominated setting within a multi-level implementation project in the Province of Ontario. The experience of dominance and the potential for a culture of inequality as well as the importance of balance, flexibility and the development of trust for collaboration are discussed. In the third paper, an exploration of how engaged actors function within the practice setting described in the previous paper highlighted the role of power, resources and hierarchical accountability as well as the importance of meaningful engagement. Together, the three studies demonstrated the use of the KEPS framework in the exploration of knowledge enactment settings. Use of the KEPS framework supports the development of a more nuanced understanding of how engaged, local actors experience practice and highlights the need for greater awareness of the ongoing co-creation of practice settings

Experiences with COVID-19 Among Gig Workers

Largely erased from the conceptual frameworks examining gig work are the voices of workers. This white paper takes a Culture-Centered Approach (CCA) to gig work, seeking to co-create voice infrastructures in partnership with gig workers, attending to the classed, raced, gendered nature of gig work, and the ways in which the structural characteristics of gig work which ingrain precarity are exacerbated by the pandemic. Drawing on 25 in-depth interviews with participants who are currently or have recently worked as rideshare or food delivery gig workers, this report argues that platformed work - organised and mediated through an online platform or app, is structurally distinct from traditional forms of work.fals

BACKGROUND: Elevated platelet counts are observed in cancer, autoimmunity and inflammation with concurrent illness. Proinflammatory cytokines are elevated in murine osteogenesis imperfecta (OI) models. We hypothesised that platelet counts might be elevated in children with moderate-severe OI. METHODS: We reviewed the hospital records of 71 children with moderate-severe OI, treated in the Sheffield Children's Hospital's Severe, Complex and Atypical Osteogenesis Imperfecta Highly Specialised Service. Data relating platelet count (below/above average, above upper limit) to prior and concurrent events were summarised as event proportions per child. Additionally, we created platelet SD scores to assess age and time-related trends, and relationship with OI type. RESULTS: 1206 platelet counts were recorded. Platelet SD scores were right-shifted by 0.89 SD overall. 49 of 71 (69%) patients had at least one platelet count above the normal range and 246 (20.4%) of all counts were above the upper limit of normal. Of these, 101 (41%) were high despite no confounding factors being present. For the 47 children with data at age less than 2 years, 89 (30.0%) platelet counts were above the upper limit of normal and 39 (44%) had no associated confounding factor. Elevated platelet counts were recorded most often for children with new or existing vertebral fractures. CONCLUSIONS: Raised platelet counts were observed in association with new and healing vertebral fractures, but also (41%-44%) in the absence of identified proinflammatory factors or events. We speculate that these findings are evidence for a proinflammatory component to OI that could be a target for therapeutic intervention

Ks band secondary eclipses of WASP-19b and WASP-43b with the Anglo-Australian Telescope

We report new Ks band secondary eclipse observations for the hot-Jupiters WASP-19b and WASP-43b. Using the IRIS2 infrared camera on the Anglo-Australian Telescope (AAT), we measured significant secondary eclipses for both planets, with depths of 0.287 -0.020/+0.020% and 0.181 -0.027/+0.027% for WASP-19b and WASP-43b respectively. We compare the observations to atmosphere models from the VSTAR line-by-line radiative transfer code, and examine the effect of C/O abundance, top layer haze, and metallicities on the observed spectra. We performed a series of signal injection and recovery exercises on the observed light curves to explore the detection thresholds of the AAT+IRIS2 facility. We find that the optimal photometric precision is achieved for targets brighter than Kmag = 9, for which eclipses as shallow as 0.05% are detectable at >5 sigma significance.Comment: Accepted for publication in MNRAS, 13 pages, 10 figure
