Can CDM finance energy access in Least Developed Countries? Evidence from Tanzania.
Policy documents and academic literature suggest that Clean Development Mechanism (CDM) finance could complement traditional âenergy accessâ (EA) funding in developing countries, including the Least Developed Countries (LDCs). Yet these propositions have not been empirically tested. This study helps fill this gap by examining constraints to CDM project passage through five stages of an idealized project development cycle (PDC) in Tanzania, and their implications for the ability of the CDM to contribute to financing energy access in LDCs. Twenty-five semi-structured interviews and documentary material were analysed using an analytical framework developed for systematic investigation of constraints. Institutional constraints such as the under-performance of Tanzania's Designated National Authority were the most often mentioned obstacles for project development. Yet non-institutional constraints such as limited energy sector mitigation potential, indigenous skill shortages, and low carbon market prices also hinder project development. Institutional constraints buttress, rather than supersede, pre-existing non-institutional constraints, and together they prevent energy projects from completing the PDC and accessing CDM finance. The number and severity of constraints suggest that the situation is unlikely to change rapidly, and that the CDM sustains and exacerbates existing global inequalities. Since traditional energy access funding is insufficient to address these inequalities, new funding and policy mechanisms are required
How Does Nutrition Feature in Climate-Smart Agricultural Policy in Southern Africa? A Systematic Policy Review
The ability to produce and supply more food that is both nutritious and environmentally sustainable is a momentous challenge facing Africa. Where climate change is expected to negatively impact the agricultural resource of many parts of Southern Africa specifically. Climate-Smart Agriculture (CSA) has emerged as an approach considered capable of transforming and realigning agricultural systems to support food and nutritional security, and development under a changing climate. For sustainable food and nutrition security to be achieved, an effective policy environment is required that supports the widespread adoption of CSA application. In light of this context, this study aims to better understand nutritionâs current position within CSA-related policy at the national level by systematically reviewing all agriculture-related policy documents across Malawi, Tanzania, and Zambia, published between 2010 and 2019. The main findings show that efforts to address nutrition are being made within all countries and a sizeable number of policies, with crop-diversification and intensification presented as popular practices promoted as part of CSA. Nonetheless, the widespread adoption of these efforts remains weak and policies lack detail and instruction for the delivery of nutritional security. Cross-ministerial collaboration is recognised as essential for an improved policy environment, but few provide plans to strengthen such linkages or to include nutritional strategies. Clearer actions and policy outlines that promote nutrition as part of CSA are necessary if more effective action is to be achieved
Reproducing injustice: Why recognition matters in conservation project evaluation
Following critiques of the global environmental justice paradigm, a âcriticalâ environmental justice scholarship is emerging. This article contributes to this important field of inquiry by interrogating project evaluation through a critical recognition justice lens that draws on political ecology. We use an embedded case study of the official donor evaluation of a REDD+ pilot project in Tanzania; comparing narrated accounts of the project recipients' experiences with the official evaluation documents and asking whose ways of knowing, values, and perspectives on governance and justice are recognized and whose are excluded. We find that the report represents a narrow framing of the project experience, based on standard evaluation criteria, the technical framing of the project, and the ways of knowing, values and perspectives of the (inter)national conservation community. The project framings of many local-level project recipients are not recognized in the official evaluation, despite attempts to include villager perspectives and some consideration of justice-related outcomes in the report. Project evaluation is therefore identified as a vehicle for recognition justices and injustices, discursively reproducing the ways of knowing, values and perspectives of certain actors while excluding others. The role of project evaluation in the proliferation of dominant conservation discourse is identified, and the ability for standardized evaluations to deliver meaningful learning is challenged. We therefore call for a reframing of project evaluation and highlight the potential of incorporating critical environmental justice scholarship and pluralistic methodologies
Resilience, political ecology, and well-being: An interdisciplinary approach to analysing social-ecological change in coastal Bangladesh
The commodification of peasant livelihoods through export-oriented aquaculture has brought about significant social-ecological changes in low-lying coastal areas in many parts of Asia. A better understanding of the underlying drivers and distributional effects of these changes requires integration of social and ecological approaches that often have different epistemological origins. Resilience thinking has gained increased traction in social-ecological systems research because it provides a dynamic analysis of the cross-scalar interactions between multiple conditions and processes. However, the system-oriented perspective inherent in resilience thinking fails to acknowledge the heterogeneous values, interests, and power of social actors and their roles in navigating social-ecological change. Incorporation of political ecology and well-being perspectives can provide an actor-oriented analysis of the trade-offs associated with change and help to determine which state is desirable for whom. However, empirical demonstrations of such interdisciplinary approaches remain scarce. Here, we explore the combined application of resilience, political ecology, and well-being in investigating the root causes of social-ecological change and identifying the winners and losers of system transformation through empirical analysis of the differential changes in farming systems in two villages in coastal Bangladesh. Using the adaptive cycle as a structuring model, we examine the evolution of the shrimp aquaculture system over the past few decades, particularly looking at the power dynamics between households of different wealth classes. We found that although asymmetric land ownership and political ties enabled the wealthier households to reach their desired farming system in one village, social resilience achieved through memory, leadership, and crisis empowered poorer households to exercise their agency in another village. Material dimensions such as improved living standards, food security, and cash incomes were evidently important; however, freedom to pursue desired livelihood activities, better environmental quality, mental peace, and cultural identities had significant implications for relational and subjective well-being
Rapid land use change threatens provisioning ecosystem services in miombo woodlands
Rural communities in subâSaharan Africa rely upon provisioning ecosystem services (ES) to support their livelihoods, yet in areas where rapid land use change is occurring the relationship between environmental change, provisioning ES availability and livelihoods is not fully understood. This relationship is explored here within a typical rural miombo woodland landscape in southâwest Tanzania, which is undergoing rapid land use change due to expanding tobacco cultivation. The types of provisioning ES used, who uses them, changes in their availability, and the possible future impacts of these changes were explored using a mixedâmethod approach. Our findings identify 19 provisioning ES used by households regardless of economic status. Firewood, building materials, and fresh water are used by almost all households, and these are perceived to be declining in availability. Households identified this as a negative environmental impact of land use change and that provisioning ES loss would be âbadâ for their households. Given the multiâpurpose nature of miombo woodlands, an adaptive coâmanagement approach, which can achieve multiple objectives through encouraging participation, learning, and empowerment of local communities, could be an appropriate strategy to achieve sustainable land use management and maintain the provision of ES within miombo woodland landscapes of subâSaharan Africa
Agriculture is the main driver of deforestation in Tanzania
Reducing deforestation can generate multiple economic, social and ecological benefits by safeguarding the climate and other ecosystem services provided by forests. Understanding the relative contribution of different drivers of deforestation is needed to guide policies seeking to maintain natural forest cover. We assessed 119 randomly selected plots from areas deforested between 2010 and 2017, in Tanzania. Through ground surveys and stakeholder interviews we assessed the proximate deforestation drivers at each point. Crop cultivation was the most commonly observed driver occurring in 89% of plots, compared to livestock grazing (69%) and charcoal (35%). There was evidence of fire in 77% of plots. Most deforestation events involved multiple drivers, with 83% of plots showing signs of two or more drivers. Stakeholder interviews identified agriculture as the primary deforestation driver in 81% of plots, substantially more than charcoal production (12%), timber harvesting (1%) and livestock (1%). Policy-makers in Tanzania have sought to reduce deforestation by reducing demand for charcoal. However, our work demonstrates that agriculture, not charcoal, is the main driver of deforestation in Tanzania. Beyond protected areas, there is no clear policy limiting the conversion of forests to agricultural land. Reducing deforestation in Tanzania requires greater inter-sectoral coordination between the agriculture, livestock, land, energy and forest sectors
Impacts of COVID-19 on Diverse Farm Systems in Tanzania and South Africa
Emerging information on the interactions between the COVID-19 pandemic and global food systems have highlighted how the pandemic is accentuating food crises across Africa. Less clear, however, are how the impacts differ between farming systems. Drawing on 50 key informant interviews with farmers, village leaders and extension officers in South Africa and Tanzania, we identify the effects of COVID-19 and associated measures to curb the spread of the disease on farming production systems, the coping mechanisms adopted by farmers, and explore their longer-term plans for adaptation. We focus on a diverse range of production systems, from small-scale mixed farming systems in Tanzania to large-scale corporate farms in South Africa. Our findings highlight how COVID-19 restrictions have interrupted the supply chains of agricultural inputs and commodities, increasing the storage time for produce, decreasing income and purchasing power, and reducing labour availability. Farmersâ responses were heterogeneous, with highly diverse small-scale farming systems and those less engaged with international markets least affected by the associated COVID-19 measures. Large-scale farmers were most able to access capital to buffer short-term impacts, whereas smaller-scale farms shared labour, diversified to subsistence produce and sold assets. However, compounded shocks, such as recent extreme climate events, limited the available coping options, particularly for smaller-scale and emerging farmers. The study highlights the need to understand the characteristics of farm systems to better equip and support farmers, particularly in contexts of uncertainty. We propose that policy actions should focus on (i) providing temporary relief and social support and protection to financially vulnerable stakeholders, (ii) job assurance for farmworkers and engaging an alternative workforce in farming, (iii) investing in farming infrastructure, such as storage facilities, digital communication tools and extension services, and (iv) supporting diversified agroecological farming systems
Biological control interventions reduce pest abundance and crop damage while maintaining natural enemies in sub-Saharan Africa: a meta-analysis
Insect pests are a major challenge to smallholder crop production in sub-Saharan Africa (SSA), where access to synthetic pesticides, which are linked to environmental and health risks, is often limited. Biological control interventions could offer a sustainable solution, yet an understanding of their effectiveness is lacking. We used a meta-analysis approach to investigate the effectiveness of commonly used biocontrol interventions and botanical pesticides on pest abundance (PA), crop damage (CD), crop yield (Y) and natural enemy abundance (NEA) when compared with controls with no biocontrol and with synthetic pesticides. We also evaluated whether the magnitude of biocontrol effectiveness was affected by type of biocontrol intervention, crop type, pest taxon, farm type and landscape configuration. Overall, from 99 studies on 31 crops, we found that compared to no biocontrol, biocontrol interventions reduced PA by 63%, CD by over 50% and increased Y by over 60%. Compared to synthetic pesticides, biocontrol resulted in comparable PA and Y, while NEA was 43% greater. Our results also highlighted that the potential for biocontrol to be modulated by landscape configuration is a critical knowledge gap in SSA. We show that biocontrol represents an effective tool for smallholder farmers, which can maintain yields without associated negative pesticide effects. Furthermore, the evidence presented here advocates strongly for including biocontrol practices in national and regional agricultural policies
Collaboration and Multi-Stakeholder Engagement in Landscape Governance and Management in Africa: Lessons from Practice
The severity of interconnected socio-economic and environmental impacts on landscapes and people across Africa are exacerbated as a result of land degradation, conflict, poor governance, competition for land and inequality, and exacerbated by climate change. In pursuing pathways towards a more resilient future, collaborative and multi-stakeholder governance and management of landscapes have been promoted by government agencies, NGOs and conservation organisations as a possible solution. However, there is no single way to achieve effective collaboration, and different landscape projects have experimented with different entry points and engagement processes. Grounded in partnerships amongst researchers, practitioners and development partners with expertise in landscape governance and management in Africa, this book describes and collates key lessons from practice for supporting more resilient and equitable landscapes
Certified community forests positively impact human wellbeing and conservation effectiveness and improve the performance of nearby national protected areas
Community forests (CFs) aim to improve human wellbeing and conservation effectiveness, though their performance remains contested. A recent innovation in protected area (PA) governance is to combine CFs with forest certification. We assess (1) the impact of certified CFs on wellbeing and conservation effectiveness; (2) gender inequality and elite capture; (3) interaction effects with neighboring national PAs. We used a novel approach that integrates field data consisting of locally identified indicators representative of multidimensional wellbeing, with remotely sensed data on conservation effectiveness and statistical matching to improve causal inference. We found that CFs positively impacted wellbeing, conservation effectiveness, and reduced gender inequality, though they did not reduce elite capture. We also detected positive interaction effects between certified CFs and neighboring national PAs. Our findings suggest that locating contrasting local and national PA governance approaches next to each other may help to maximize wellbeing and conservation benefits within complex multiuse landscapes
